The III International Scientific and Practical Conference «Investments. Construction. Real Estate: New Technologies and Targeted Development Priorities 2020» (ICRE-2020) was organized by Irkutsk National Research Technical University (Russia, Irkutsk), Novosibirsk State University of Architecture and Civil Engineering, (Russia, Novosibirsk), Regional Academic Research and Education Center (Russia, Irkutsk), Siberian Federal University, (Russia, Krasnoyarsk), East-Siberian State University of Technology and Management (Russia, Ulan-Ude), Institute of Energy Systems named after L. A. Melentyeva (Russia, Irkutsk), Harbin Polytechnic University (China), Hokkaido University, (Japan), Vinh University, Vinh, (Vietnam), Mongolian State University of Science and Technology (Mongolia, Ulan Bator), The American University of Moldova (Moldova) on 23-24 April, 2020.

The major goal and feature of the ICRE-2020 conference is to bring academic scientists, engineers, industry researchers together to exchange and share their experiences and research results, and discuss the practical challenges encountered and the solutions adopted. The conference program encompassed a wide range of topics and was divided into 10 sections: Building materials, building construction and technologies of a new generation; Energy efficient and green buildings; Housing and municipal services. Urban engineering infrastructure; Architecture and urban planning. The quality of the urban environment; Highways. Transport facilities; Digital economy and information modeling of buildings and structures; Land resources and economic development of the regions of Siberia and the Far East; Economics and organization of construction. Construction Management, real estate, housing and municipal services; Management and innovation in the development of investment and construction industry; Transformation of the real estate market.

For the first time, the conference was held online. In order to ensure the sanitary and epidemiological well-being of the population in the Russian Federation in connection with the spread of a new coronavirus infection (COVID-19), the President of the Russian Federation established a self-isolation regime from April 4 to 30, 2020. Based on this, we are not entitled to hold face-to-face meetings of the conference and hear scientific reports.

The conference organizers decided to hold the conference online. The plenary meeting of the conference was held on April 23, 2020 (Zoom, Bigbluebutton platforms). Sessions on sections of the conference were held on April 24, 2020 (Zoom, Bigbluebutton platforms). All conference participants have registered on the TimePaid platform (we enclose a list of registered conference participants).

More than 150 participants from different regions of the Russian Federation, China, Vietnam, Japan and other countries attended the conference. Conference participants discussed prospective fields of research and important achievements in the industrial and civil construction, architecture and urban planning, design, construction, real estate management and transformation.

Presently, one of the actual problems of concrete science is the improvement of concrete formulations by using industrial waste, ultra-fine by-products from the production of aluminum and silicon industry, as well as modification by means of additives. The aim of scientific research is development of new technologies for obtaining concrete with enhanced performance characteristics. The article provides an overview of the causes of concrete destruction and methods for increased physical-mechanical characteristics and of concrete. The results of a literature search on the experience of using silica fume and polymers in concrete are presented. The advantages and disadvantages of using silica fume and polymers in the composition of concrete are identified. A study was carried out to determine the effect of various modifying additives on the physical-mechanical characteristics of concrete. Experimental studies have been conducted on the joint use of silica fume and polymers in concrete mixture. The results of the study are: the optimal amount of silica fume is 10-20 %, the optimal amount of polymer is 1.0-3.5 %. On the basis of tests to determine the strength revealed that the class of concrete increased from B15 to B30 compared with the composition of the control sample.

The article presents the results of determining the scale coefficients for autoclave structurally heat-insulating aerated concrete based on fly ash. In the course of research, the dependences of the compression strength values on the size and area of the working section of samples of autoclave aerated concrete of the grades D500 and D600 are derived. The dependences of mechanical characteristics on its average density in the range from 500 to 600 kg/m3 are established. For samples of autoclave structurally heat-insulating aerated concrete based on fly ash, the values of scale coefficients were experimentally determined, which in relation to the base sample of 150x150x150 mm are: for prisms of 40x40x160 mm – 1.45, for cubes of 70,7x70,7x70,7 mm and 100x100x100 mm – 1.2 and 0.95, respectively.

The article presents the results of a study of water absorption of non-autoclaved foam concrete based on microsilica. The dependence of water absorption by mass and by volume on the average density of foam concrete in the range of 500÷700 kg/m3 is derived. It is experimentally established that the water absorption of foam concrete based on microsilica the grade D500 by mass is 100, 9 %, by volume – 53.6 %, for the grade D700 – 64.3 % and 42.4 %, respectively. At the same time, a day after immersion in water, foam concrete the grade D500 gains an average of 69.7% from full water absorption both by mass and by volume, foam concrete the grade D700 – 66.1 %. Full of water absorption of non-autoclaved foam concrete based on microsilica reaches in seven weeks later. The difference in water absorption between the grades D500 and D700 by mass is 56.9 %, by volume – 26.4 %. The closed porosity of foam concrete based on microsilica the grade D500 is 26 %, and for the grade D700 – 32.2 %.

Annotation. The problems of environmental pollution on the planet, the processing of human waste, makes architects and builders look for a solution to the problems by means of architecture and new technologies in construction. The article deals with the construction of wooden and wood structures in the Western countries, in particular, the construction of high-rise buildings as an alternative to the concrete and metal constructions. Wood as a modern high-tech, reliable and environmentally friendly building material in comparison with other materials shows its advantages in many ways. Article presents separate project proposals within the framework of the International Student Competitions "Timber in the city: Urban Habitats" 2018-2019 and 2015-2016 organized by the Association of University Architectural Schools of the USA - ACSA, as well as examples of unique wooden structures designed by famous architects. The XII International Congress on Wooden Construction in Moscow Recommendations, including ones on education and the need to train relevant specialists in Russia, are examined.

Having analyzed the initial data of RUSAL Krasnoyarsk Aluminium Smelter, we classified 45 types of waste, determined the hazard classes and estimated annual waste accumulation to be stored and disposed of. It has been defined that 14 types of waste can be recycled and reused as constructional materials of various purposes and sorbents for industrial wastewater treatment. In this study, we subjected a lining scrap of various origin, to a complete physical and chemical analysis in order to specify the type of modification and treatment of waste, specifically lining brick scrap, in the Testing laboratory of structural materials and chemical analysis of water of the School of Engineering and Construction, Siberian Federal University, and determined the chemical composition of this waste by the X-ray fluorescence (XRF) method. We also identified the substances suitable for modification of the sorbent – the oxides of aluminium, iron, silicon, and titanium – in the optimal percentage ratio, which resulted in obtaining functional active sorbents with high technical and operational characteristics at low costs for mechanical grinding and activation.

Annotation. The article studies fatigue limits of polypropylene fibre reinforced concrete under conditions of low-cycle loading of variable intensity. It presents the experimental data based on testing mode under load conditions with constant strain rate. When put to the cyclic test, polypropylene fibre reinforced concrete tends to experience changes in its structural properties. Accordingly, the study has a quantitative assessment of changes in the resistance potential for axial compression of both test concrete samples and prismatic samples subjected to cyclic loads.

The article considers the geometric construction of the orthogonal isometry of a curved surface. To solve this problem, the authors propose to perform additional construction of the contour of the section of the surface in the orthogonal drawing and use the coordinates of the points of this section to construct an axonometric outline of the surface. The mismatch between the axonometric contour of the rotation surface and the corresponding contour of this surface in the projection drawing is illustrated. As a result, the proposed solution allows geometrically accurate construction of support and additional points of the axonometric contours of the revolution surfaces.

The purpose of the research was to determine the hydrodynamic indicators of aerotanks determining the depth and effectiveness of wastewater treatment. The study of technological parameters of the aeration tank was carried out on a physical model representing a transverse vertical section of the aerotank. The hydrodynamic similarity in the model and industrial aerotank determined by the identical values of the Reynolds, Froude, and Euler criteria. The study of similar indicators on an industrial aeration tank is very difficult and costly. The model and experimental setup make it possible to vary in a wide range the intensity of air aeration, the design and location of the aerator, control the speed of hydrodynamic flows and the concentration of freely floating sludge in the facility with aeration. To study the gas-hydrodynamic indicators in the aerotank model, original methods based on the laws of physical chemistry have been developed and used. The contact surface of the phases "liquid - gas" from the intensity of air aeration was determined using a chemical method for aerated biological wastewater treatment facilities. The dependences of the specific contact surface of the phases "liquid - gas", referred to the unit of the working area of the aerator, on the intensity of aeration and the depth of immersion of the aerator are obtained. The oxidizing ability of a fine bubble aerator was determined for various aeration intensities. The dependences of the oxidizing ability on the contact surface of the phases 'liquid - gas" in aerotanks were obtained for the first time. It is shown that the oxidation ability of the aerotank is determined by the phase contact surface and, to a large extent, by the hydrodynamic situation in the aerotank, which forms the fields of freely floating activated sludge.

The further development of industry is decelerated by lack of energy resources. This is especially significant for the construction industry. Considerable energy savings can be achieved by using specially prepared raw materials. The modern complex approach to solving problems in civil engineering requires additional development of resource-saving technologies, which imply the widespread use of associated industrial products, designed to significantly reduce the energy intensity of cement and concrete production without a fundamental change in technology. The article presents the results of studies on the possibility of obtaining a composite binder using technogenic waste - fly ash and polycarboxylate type superplasticizers. It was investigated that natural pearlite and fly ash can be used as part of a multi-component fine cement. With the introduction of fly ash and superplasticizers, the technological and mechanical properties of cement change. High mechanical properties of the composite binder were obtained when the content of fly ash in the amount of 30 wt. % This is due to the structure-forming role of fly ash during Portland cement hydration. Using the method of differential thermal analysis and IR spectroscopy, it is shown that the combined use of fly ash and superplasticizer leads to a change in hydration processes, the binding of portlandite with the formation of an additional amount of calcium hydrosilicates.

In current article results of research of composite low-water demand cement (LWDC) based on Angarsk plant's cement CEMII/A-F 32,5R, dump ash from TPP-10, marble powder from Sludjanskoj quarry and micro silica from LLC "Bratsk ferritic alloys plant" (Irkutsk region) are performed. Goal of the study is development of efficient ecology-friendly technology for high-quality cements with raw materials local to Irkutsk region. As a result of the study, technological, physical and mechanical properties of cement paste in fresh and hardened state were determined. Standard consistency W/B of LWDC-based cement pastes' could be changed in range between 19 and 26%, and compressive strength of hardened cement paste can be variated from 22 to 60 MP. 2-stage 3-factor regressive analysis for compressive strength values of hardened cement paste at age 3,7,28 and after thermal curing was done, regression equations were obtained.

It is an actual problem to investigate archaeological objects outside their native locations. New building materials make it possible to make the most realistic copy of archaeological objects, without destroying the object and extracting it from the natural environment. Liquid stone allows you to create objects with the imitation of color and texture of the original. This material can withstand high loads and it is used for prosthetics of the elements of archaeological structures. The technology of repetition of such objects allows making mass circulations of the most interesting archaeological objects. The technique makes it possible to restore objects from the remaining photos and description.

The introduction of new types of materials is one of the conditions of economic growth, as well as the means to meet public needs and realize the interests of society, to constantly expand the market space of competing subjects of the economy. The development and introduction of new types of materials into production is of great importance for the State as a means of increasing competitiveness and eliminating the dependence of the State on the mismatch of life cycles of produced materials. Many interesting technologies and materials are emerging today, but there are many barriers to innovation and to modernization in the construction industry. The construction industry is the main opportunity for the growth of competitiveness and prosperity of the national economy. Therefore, its high-tech development is so necessary in modern realities. Moreover, the knowledge and application of new technologies in construction is extremely important for citizens, which will lead to savings in the construction and maintenance of residential premises. In general, the construction industry needs to get state stimulation of the development and introduction of innovative technologies in construction, which will allow to dramatically increase the volume of construction in the country and stimulate the introduction of innovations, otherwise against the background of the growing progress in developed countries construction revolution risks a final loss of competitiveness in this sphere.

The article deals with technological and design solutions for repairs with increasing the thermal properties of wall panels of large-panel buildings of the first series of mass developments. A technology for restoring wall panels using modified structural and heat-insulating concrete is proposed. The technology of repair of gas-concrete panels increases the thermal characteristics of building envelope structures to the level close to the standard, reduces their physical wear. Analysis of repair and restoration works of gas-concrete panels with modified material showed the rationality and financial attractiveness in comparison with the method of shotcrete and subsequent insulation and installation of a ventilated facade.

The analysis of concrete fracture in the process of exhaustion of its frost resistance. Statistical regularities and kinetics of ultimate strength upper limit of microdestruction and deformative values are established. A steady decline in the fracture toughness was found during cyclical freezing and thawing (FTC). Fatigue transformation of concrete long-term operation in severe climatic conditions is characterized with an increase in the danger of brittle fracture.

The work is devoted to the design justification of the required resource of bearing capacity of bent reinforced concrete elements of "northern execution" based on ensuring the required reliability at the time of exhaustion of the frost resistance of concrete. The dynamic model of functioning of structure in severe climatic conditions is considered as a set of static tests at individual stages of cyclic temperature and humidity effects (FTC) formed on the basis of corresponding experimental samples of strength and deformability of concrete. For the criterion for reliability of structure, it is taken the value of strength and deformability of concrete, at which its bearing capacity over a normal section has a probability of at least 99.7%. Using graphic-analytical modeling, limit (failure) values were established and correction of the normative dependency by introducing a differentiating coefficient of reliability, accounting for the level of reinforcement and design negative air temperature, was proposed. The technical and economic unreasonableness of excessive, more than 80% of the boundary, reinforcement of normal sections of bent reinforced concrete elements of "northern execution" is established.

Construction in the northern construction-climatic zone associated with the solution of complex engineering problems. This is primarily the monitoring of the temperature state of the cryolithozone, which depends on a combination of climatic, engineering-geological, hydrogeological, environmental and technogenic factors. This is even more relevant in connection with the fact of degradation of permafrost. Generalized and classified technical solutions for the construction of foundations of buildings and structures built on the I and II principles. At the same time, technical audit of design solutions and scientific support during the entire life cycle of objects is required. In order to improve and implement the progressive direction in foundation construction, variants of design solutions for self-cooling freestanding columnar foundations of factory production are proposed and the work schedule is detailed.

In this paper, we consider the possibility of joint use of polystyrene, its block copolymers and transformer oil to produce polymerasphaltconcrete. It is established that the properties of bitumen change when different polymers and their quantity are introduced into its composition. It was found that the introduction of polystyrene together with a plasticizer expands the temperature range of operation, which leads to an improvement in the physical-mechanical and hydrophysical properties of polymerasphaltconcrete. The regularities of the influence of the composition and quantity of polymers on the physical, mechanical and operational properties of asphalt concrete based on modified binders are revealed. It was found that the optimal amount of polymers and plasticizer is 3.5% and 10% of the mass of bitumen.

In practice, the construction of wooden buildings of low-rise residential construction is carried out based on the experience and knowledge of the builders, and does not agree with the legal framework of the construction industry. Therefore, many low-rise and garden houses are typical, unequal spacing of the beams, overestimated the distance between the bearing walls, the construction of attic floors without regard to bearing loads of the lower floors, uneven box joints timber, use of faulty material or materials from different batches with different parameters and characteristics. All these violations in the construction and operation of objects made of wooden structures lead to civil disputes in the framework of which it is necessary to conduct construction and technical expertise.

One of the current tasks is to improve the performance of cement composites. Effective ways to solve a problem is to use a new generation of carbon - containing modifiers. The regulation of the physical and mechanical and operational properties of cement composites must be carried out at the micro level, by regulating the structure formation of the cement matrix One of the promising directions is the use of graphene as a carbon-containing modifier. The article represents research data on oxidized thermally expanding graphite. The results of microscopic and laser diffraction granulometric analyzes are represented. The performed studies allowed to characterize the properties of the research material. The analysis of particle size distribution was carried out on a Fritsch NanoTec laser particle size measuring device with a dispersion unit in a liquid space with a total measurement range from 0.01 to 2100 μm and showed a decrease in size from 574 μm to 22.2 μm. Microscopic research was carried out by using a scanning (raster) electron microscope TESCAN Mira 3 with a magnification range of x1 – x1 000,000. The experimental results presented in the present research prove the effectiveness of using oxidized thermally expanding graphite as a modifier of cement composites.

Production of electric power by nuclear power plants (NPP) in the world and in Russia accounts for about 17%. Much attention is currently paid to safe NPP operation and to enhancement of their reliability. Present-day nuclear power plants with high-temperature gas-cooled rectors require development and application of new composite materials capable to withstand high temperatures and mechanical stresses. Ceramic composite materials where whiskers of heat-resistant chemical compounds are used as reinforcement fibers look promising for those purposes. The paper investigates and analyses the opportunity of applying whiskers as reinforcement fibers for heat-resistant composite ceramic building materials. Studies revealed that whiskers of silicon carbide and aluminium nitride are resistant towards high temperature heating without notable change in their chemical composition. It was found out that mono crystals of silicon carbide have higher mechanical strength owing to lack of defects in its structure. Linear heat expansion factors of silicon carbide that are needed for thermo-chemical calculations of composite materials on its base were determined.

Radioactive emission is widely applied in different fields of sciences, in various technologies, and in medicine. For its safe use the protective screens shall be used that limit the impact of radiation on a human being. The paper deals with study and analysis of opportunities for applying different materials for protecting buildings and premises from radiation. Studies have shown that phlogopite micalex has high radiation resistance. Calculations of masses of conventional panels made of different materials ensuring tow-fold and ten-fold attenuation of X-ray and gamma radiation are presented. Studies revealed that micalex is the most promising and economically feasible material that can be used for those purposes. A new area for micalex application, namely, for radiation protection of buildings and structures of different purpose has been proposed.

The article analyses applications of waste produced by thermal power plants and used by the road construction industry. One of the promising areas for the use of ash and slag materials is their reinforcement with inorganic binders and using for the construction of pavement. The Russian regulatory documents governing the use of ash and slag materials have several drawbacks, including the lack of recommendations for determining the elastic modulus for bases and coatings made from ash and slag mixtures reinforced with an inorganic binder in laboratory conditions. The lack of these recommendations does not allow the selection of the mixture with specified design values of the elasticity modulus. It makes it difficult to ensure required values of the modulus of elasticity in the construction of road pavement. The authors developed a method for determining the elasticity modulus in laboratory conditions in order to produce materials with specified values of the elasticity modulus and improve quality of design and construction of road pavement from ash and slag mixtures reinforced with inorganic binders.

The article presents the results of thermodynamic modelling in a cement-water-carbon nanomodifier system. A carbon nanomodifier contains fullerenes C60 and C70. Thermodynamic calculations make it possible to evaluate the contribution of a carbon nanomodifier to the hydration process of Portland cement. Using thermodynamic calculations, changes in the phase composition and general properties of the system (total enthalpy, entropy) with the introduction of a carbon nanomodifier were determined.

In the design practice of design, dynamic models are used, based on the discretization of structures whose inertial parameters are always distributed. The use of discretized models leads to the formation of large-dimensional problems, and the estimation of discretization errors is extremely complicated by the presence of constructive irregularities and heterogeneities of the boundary conditions of the calculated objects. In view of the foregoing, the proposed work is devoted to the formation of mathematical models that allow combining elements with concentrated inertial parameters (discrete elements) with deformable elements whose inertial parameters are distributed (continuous elements). The need for the formation of such models arises, for example, when calculating buildings for horizontal dynamic effects and also when solving the problems of dynamic analysis of building structures with the presence of vibroactive technological equipment.

The paper presents the results of laboratory studies and pilot tests of the production of foamed glass based on the silica clay from Shipovo field (Republic of Kazakhstan). It is shown that the granulated foamed glass can be commercially produced from widespread siliceous raw material, using home equipment.

The article discusses the application of various mineral materials for the modification of Portland cement in order to obtain dry mixes. The main component in the composition of dry mixes is Portland cement, affecting its physical, mechanical and technological properties. To modify Portland cement, which is used to obtain dry mixes, various micro- and nano-additives were used: volcanic slag, microsilica, nanosilica. Mechanical parameters of modified Portland cement at various hardening periods are determined. The introduction of micro- and nano-additives positively affects the hydration process of Portland cement, which is confirmed by the study of the microstructure of the modified cement stone using scanning electron microscopy. It has been established that when using various micro- and nano-additives, the amount of low-basic calcium hydrosilicates changes, affecting the increase in the mechanical properties of cement stone. The use of volcanic slag and nanosilica allows to improve the technological and quality indicators of dry mixes. Studies of determining the angle of repose of the composition of composite binders based on Portland cement and volcanic slag, as well as the introduction of nanosilica in Portland cement show a significant change in this indicator indicating an improvement in the flowability of the material.

The features of the application of winter concreting methods on construction sites in Russia are considered: thermos methods (thermos, hot thermos), progressive methods (electrode heating, induction heating, infrared heating, the heating of the heating wires, heated in the mold thermoactive or thermoactive a flexible covering, heating in enclosures), concreting with antifreeze additives. The analysis of the application of winter concreting methods on construction sites in Eastern Siberia is carried out.

Implementation of energy saving programs, reduction of energy consumption for heating and development of efficient heating systems is a challenge. The use of resistive mica-and glass-based heaters (SKENs) is thought to be a perspective trend in this area. It is a heater of new generation that has no analogues abroad. Objective of the paper is enhancement of technologies for manufacture of resistive heaters on the base of mica and glass for improving heater's performances. Consideration is given to development of new compositions of charge material and to treatment of its surfaces. Results of study. Technology for manufacture of SKENs with high mechanical strength and low water absorption that are widely used in different areas of building industry has been developed on the base of experimental studies and scientific generalizations.

The energy problem is becoming global every year. The reason for this is the growth of the world's population and the intensive development of technologies, which causes a constantly growing level of energy consumption. The construction industry is the largest sector of final energy consumption, accounting for a higher share of consumption than in industries such as industry and transport. The relevance and versatility of the problem of improving the efficiency of energy-efficient technologies in construction determines the need to improve the methodological foundations of the mechanism for managing production and economic processes for the introduction of energy-efficient technologies. Improvement and implementation of current methodological foundations and principles will form a systematic approach to the issue of mass use of energy efficient technologies in construction.

The possibilities of introducing energy-saving technologies to increase the energy efficiency of an apartment building with a central heating system are considered. The efficiency of using heat energy will increase in accordance with the value of reducing heat loss to the environment. When implementing the project of the proposed energy-saving measures with effective overhaul, the energy efficiency indicator in terms of the specific consumption of thermal energy by a residential building can reach a value close to the base, and the efficiency class to normal D and claim to be increased C.

In this work, we study new innovative methods for creating an additive temperature environment, study the influence of a new type of infrared devices such as air and air-thermal curtains on the living conditions and infiltration parameters of buildings and structures from penetrating cold air flows. For calculating these structures, the engineering and technical methods of V.M. Elterman was used, based on the methods of calculating heated air curtains of Soviet scientists V.V. Baturin, I.A. Shepelev, S.E. Butakov. Additionally, the method of calculating air curtains by M.E. Diskin was used. We studied the distribution of temperature fields in the gate area of the building, in which road transport is being repaired. The experiments showed that the best indoor microclimate is achieved by using dual-flow systems consisting of a heated air curtain and an air curtain. The study of thermoelectric systems showed that it is possible to recuperate about 500 watts of electrical energy in this case. Studies have shown that there are modern, innovative developments, use of which improves the microclimate in the rooms without spending additional energy resources.

The article presents the results of a study of renewable energy sources (RES) based on solar panels, the operation of which took place in the Irkutsk region. The results of changing the efficiency of the solar panels depending on the use of light energy concentrators and the temperature of the panel itself are presented. The authors set the task of increasing the efficiency of the solar panels through the use of technical and constructive solutions.The experiments were carried out in the laboratory of IRNITU "Modern Heating Equipment". For testing, we used a bench based on the TPM138 measuring regulator, an OVEN device of the IMS-F1.SH1 brand with a set of thermocouples., The subject of the study was two solar panels, on one of which a Fresnel lens was installed.The article formulates the purpose and objectives of the study, conducted research on the parameters of solar panels depending on the influence of the light energy concentrator and temperature changes on the panel itself, depending on external influences.As a result of the work, it was found that the efficiency of solar panels in the Irkutsk region in the summer period of time decreases by an average of 14.5%. And in the winter time by 7.5%. It is shown that to increase the efficiency of solar panels it is necessary to apply technical and constructive solutions that will reduce the payback period of solar engineering systems by 10-18%.

Pipeline transport is the most common in our country and abroad. All of Russia is entangled in a single system of oil and gas transport, which already permeate many European and Asian countries. At the same time, pipelines pass through swamps, pass through mountain ranges, cross seas and lakes. Group and district water pipelines cover thousands of populated areas, heat supply, water supply and sanitation systems cover cities and urban agglomerations. When designing such capital-intensive linear objects, one of the most important tasks is to trace them. The paper proposes to solve this problem in conjunction with the optimization of parameters of pipelines, pump and compressor substations, throttling devices and mating structures. The technique is based on a combination of discrete optimization methods and reflects the real processes of substantiating the structure and parameters of structures. The calculations of real pipeline systems showed high computational and economic efficiency of the proposed approach and its software implementation.

Annotation. Because of the uneven distribution of water resources across the territory of our country, many localities and even cities do not have their own sources of water supply and reservoirs where it would be possible to discharge treated wastewater. To solve this problem, group and district water supply and sanitation systems are being designed, built and developed. The length of such systems is hundreds or even thousands of kilometers, and they include many pumping stations, regulating tanks, storage ponds, local and centralized treatment facilities. Significant financial investments are required annually for the construction and operation of such structures [1-6]. Therefore, the choice of routes, structure of structures, ways of transporting water and waste water, justification of the location of water intakes, treatment facilities are relevant and require special attention and technical and economic analysis of design options. The paper proposes a comprehensive approach to optimizing the structure of structures and methods for supplying water to consumers and transporting waste water to treatment facilities on the basis of the redundant design methods.

Group water supply systems (GWSS) are designed for centralized water supply of settlements located in waterless areas and remote from drinking water sources. GWSS are an object of increased attention, have a great social and environmental significance, require significant capital investments and financial resources for operation, ensuring the required reliability and manageability. Therefore, the issues of optimization of design solutions for the structure and parameters of structures are relevant and require improvement and development of methodological and software solutions to these problems. The paper proposes a method of redundant design schemes and a method of schematic and structural optimization based on a sequential and iterative solution of two problems: for a fixed value of flows in the graph of the redundant scheme, network parameters are optimized (pipeline diameters, heads, and the composition of pumping stations); with fixed network parameters, the problem of the distribution of water flows is solved in the GWSS.

The methods used for oil-containing sewage treatment and the efficiency of an existing water treatment system are dealt with in the paper. The importance of work is stipulated by the necessity of improvement of technical sewage conditioning systems of oil complex enterprises. To optimize the operation of the waste water treatment closed system, a block of sorption structures is suggested to be included in the filtering stage. This method allows to achieve the required quality both for using this water as return oil – field water and technical one. The use of Unisorb-Bio sorbent is substantiated to implement the treatment process of heavily polluted oil-containing sewage water. In the course of an experiment the optimal temperature of maximum sorption treatment is revealed. Sorption filtration rational modes are selected and scientifically based. The data obtained can be used in the design of closed systems structures of oil-containing sewage treatment.

Modern socio-economic conditions dictate increasingly stringent requirements for housing and communal infrastructure. When choosing a source of energy in heat supply systems, variants having maximum environmental efficiency are preferable. For an objective assessment of increasing of environmental safety degree, it is advisable to use a complex indicator that reflects the level of reduced environmental damage to the environment, in particular atmospheric air. In this work, the calculation of the prevented environmental damage for two types of fuel is made: natural gas and wood fuel (pellets). The calculation results showed when using natural gas instead of wood fuel for heat source that environmental and economic damage will be 64% less.

Proposed is a method of processing and recycling solid household wastes (SHW) by combustion in boiler furnaces together with irring - Borodin coal. The technology of preliminary sorting with the list of necessary equipment and works is presented. Thermal calculations of the boiler were performed BBP-420-140-6 on combined combustion of SHW and coal in different ratios. Technological solution is proposed, which allows to dispose of sorted solid household wastes during combustion in furnaces together with coal in different ratios.

In today's world, environmental issues are becoming increasingly important and relevant. The housing and communal services system is often one of the main sources of anthropogenic impact. So, when receiving thermal energy by burning of organic or mineral fuel, various types of pollutants enter the atmospheric air. In this paper, a comparison of gross emissions into the air during operation of a heat source using fuel oil and wood fuel (pellets) is made. An analysis of the results was carried out. It showed that the most "environmentally friendly" are heat sources, the main equipment of which includes boiler units burning wood fuel (pellets). With the operation of this type of boiler, the level of anthropogenic load in the form of pollutants emissions is significantly reduced, in particular, there is a multiple decrease in emissions of pollutants of hazard class III.

When operating modern buildings with natural ventilation, it is difficult to maintain the required microclimate balance in the buildings, so mechanical ventilation must be used. This article presents the results of modeling the operation of a supply and exhaust unit with a plate heat exchanger. Based on the analysis, data on energy consumption depending on the method of preheating the supply air are obtained. Most of the water supply and sanitation systems of modern cities and populated areas of the Russian Federation are characterized by significant physical depreciation, which is estimated at 60%., Significant moral depreciation, since some structures and pipelines are almost a hundred years old or more. Such unsatisfactory rates of renovation are due to the lack of adequate funding and their irrational allocation to the construction of new ones, reconstruction and development of existing pipelines and structures. Experimental studies on the decontamination and stabilization of sludge were carried out using the product "Desolak", which is calcium oxide treated with a disinfectant. As a result of the research, it was found that the sewage sludge of Voronezh is safe and can be used as organic fertilizer for growing agricultural plants. The determination of the content of mineral nutrients in the soil and the soil reaction showed that the application of organic fertilizers in the form of sludge in comparison to the variant without fertilizers increases the content of nitrogen nitrate, exchange potassium, and mobile phosphorus in the soil. At the same time, the mass fraction of impurities of toxic elements in the soil decreases when sewage sludge is added as an organic-lime fertilizer.

The results of studies of a complex mobile station for life support systems are presented. This station has the electric energy and thermal energy production functions, so as wastewater treatment and drinking water preparation. The production of electrical energy occurs through the conversion of solar energy and the use of microbial fuel cells. Thermal energy for the hot water system is obtained using solar collectors. A wastewater treatment plant is proposed based. The required number of complex mobile stations for life support systems, namely for wastewater treatment and hot water supply of the sports and recreation camp «Polytechnic», which is located at 17 km of the Baikal Highway, has been calculated. The calculations took into account the number of residents per season, water consumption and wastewater rate, the geographic location of the camp, the average number of cloudy days in the area and the number of sunny hours. The developed complex mobile station will ensure energy supply and disposal of wastewater from facilities located in recreational and protected areas without environmental consequences and violation of environmental and sanitary requirements. At the same time, the installation can be used on various types of objects.

The article describes the relevance of the study of public spaces as an important element of the quality of the urban environment. Successfully functioning public spaces are called upon to solve a number of urban problems, including the social isolation of citizens caused by urbanization processes. The characteristic of public spaces of a particular city is based on an assessment of a set of attributes and related criteria developed by placemaking specialists. It is proved that this complex should reflect not only the general requirements for public spaces, but also the features of the city: the diversity of the socio-ethnic structure of the population, cultural and historical heritage, and the specificity of the existing urban environment. The characteristics of the four most visited public spaces of the provincial Siberian city of Irkutsk are fulfilled: the Kirov square; historical and memorial complex "Jerusalem Mountain "; Municipal Park "Yunost Island"; shopping and entertainment complex "130th quarter". The results showed that the public spaces of the city perform a number of functions with varying degrees of success: best recreational and entertaining, partially creative and the function of storing the "collective memory" of the city. At the same time, the city does not have public spaces that fully meet the objectives of the development of urban society; this applies to both historical and newly created. Their main drawback is the inconsistency with the modern challenge for Irkutsk, namely, the solution to the problem of social inclusion of new citizens. Some measures have been proposed for City management to purposefully strengthen the elements of public spaces that implement the function of involving residents, especially migrants, in the public life of the city.

The article deals with the issues of placing large focal points over the city planning map. The topicality of this issue is described. The target function is determined; it takes into account the time losses of road users in the zone of the focal point influence and the amount of payments to budgets of different levels generated by the focal point functioning. The mathematical model that allows estimating time losses of road users is presented. The model has a special focus on the mechanism of transport demand development and on the assessment of crossing capacity based on the intensity of priority flows. The mathematical tools are developed; they allow calculating the financial consequences of the implementation of urban planning projects set out in the city plan, choosing focal points with the most beneficial influence on the municipal budget among the proposed ones, taking into account the minimum negative impact of the chosen focal points on the adjacent street-and-road network. Some particular cases of the transport demand development are discussed, for example, those of traffic management schemes that do not allow left-turn and through movements at uncontrolled intersections. The recommendations on the practical application of the target function when making urban transport decisions having regional and city significance are developed.

The research algorithm consisted of the following stages: data on transport accessibility were systematized; calculation of time costs assessed transport accessibility by city zones; the dependence of the cost per square meter on the time cost of movement is obtained. When assessing the impact of transport accessibility on the housing cost it is important to pay attention to the remoteness from the central part of the city, the proximity of highways, the system of access roads; the proximity of public transport stops with a large number of routes connecting different zones. The study was conducted on the example of the city of Angarsk, the reliability of the obtained results confirmed by generally accepted statistical criteria was substantiated. The aim of this article is to study patterns of traffic intensity on the example of a local highway Egorovshchina – Ryazanovshchina in Irkutsk region. The article presents results of traffic intensity measurements by hours and calculation of reduced traffic intensity taking into account the traffic flow depending on the number of axles and load capacity. Diagrams of the hourly dependence of traffic intensity and traffic flow distribution were created taking into account the traffic flow mix. Traffic intensity reduced to a passenger car was calculated. The research result is patterns of traffic intensity distribution by the traffic flow mix required for calculating reduced traffic intensity.

The article deals with the issues of transport services for suburbanized areas. The significance and topicality of the research are demonstrated. Various solutions to this problem in different parts of the world are described. Currently, the wealthiest strata of society are striving to obtain a higher quality of life due to the permanent residence in the suburbs which gives rise to the demand for daily commuting between the city and its suburbs. In the article this issue is developed within the context of creating a toolbox for quantitative assessment of suburbanized areas influence on the road network load, first of all, on the load of sections providing commuting between suburbanized areas and the city. The article details the sequence of selecting individual gated communities within the transport accessibility zone of the Irkutsk agglomeration; besides, the article presents a sample study of one gated community aimed at determining the number of entrances and exits. Besides, there are results of the regression-correlation analysis that allows determining an empirical dependence making it possible to estimate suburbanized territories transport demand according to their areas.

Construction is an impactful industry and like everything impactful, it has to evolve with the needs and demands of the modern day consumers. The article is devoted to the analysis of the current state and prospects of development of digital technologies in construction. The fundamental concepts of digital economy, digital production and digital technologies are introduced; a peculiar "evolution" of the design process in construction is described (transition from so-called "paper-based" technologies to computer aided design systems and further to information modeling of construction objects). This article is devoted to the development of a system for monitoring the state of the ecological environment. The system under development should provide ongoing monitoring of environmental air parameters, both in open areas and in the city, and is designed to timely detect excess concentrations of hazardous substances in the air. A distinctive feature of the created system is high productivity at low economic costs per accounting point. An appropriate selection of the component base and software optimization of the operation algorithms will allow to achieve the maximum data transmission distance over a distance of up to 100 km in an open area. The article provides an overview of relevant phytotechnologies for improving water resources and wastewater, and indicates the regulatory framework for the best available technologies. Attention is paid to the significance of the natural processes of biodegradation of water and wastewater pollution, the most studied plants and trees used for the decontamination of pollution in water and soils are highlighted. The emphasis is placed on the correct selection of plants for the effect of reducing the toxic effects of individual or total pollutants, as well as phytostimulation of the local soil microflora by plants to intensify the processes of self-cleaning of polluted environments. The experience of studying the work of plants in various climatic conditions, including sharp continental ones, helps to expand the capabilities of this method and solve problems of improving reservoirs and territories at a minimum cost.

The purpose of the research is to find measures to reduce information asymmetry which significantly affects the relationship between customer and contractor, leading to higher prices for construction work and enhanced opportunism. Information asymmetry can make contractor and customer move away from direct contractual relations to more and more costly ways of interaction: legal, law enforcement and ethical. In the long run, the most effective level of interaction is ethical, as it significantly reduces information asymmetry as well as attendant costs. The article proposes two approaches to analyse asymmetry of contractor's information: in the situation of limited access to internal information of a construction company and in the situation of maximum access to information of the activities of construction company's individual departments. In the first approach, an assessment of price discrimination and changes in the cost of construction due to a deliberate deterioration in its quality is used. In the second approach, a set of indicators is considered, grouped by the functional levels of the contractor: physical, procurement, economic, technological and design.

Solving the housing problem in the Russian Federation is one of the strategic and priority directions of the state's social and economic policy. The government of the Russian Federation is taking consistent steps to activate low-rise housing construction in the construction market. In 2018, the share of low-rise housing construction in the Russian Federation was 42% of the total volume of housing commissioned. It should be noted that in order to solve the housing problem in Russia, when building low-rise buildings, it is necessary to give priority to technologies that will ensure low cost of housing for consumers, fast construction times and the required design solutions. Based on these requirements, the progressive technology of low-rise housing construction is large-panel housing construction. The relevance and versatility of the problem of increasing the efficiency of large-panel housing construction technology in low-rise construction determines the need to improve the entire economic mechanism and management of production and economic processes. The DuPont model allows you to determine which factors caused the change in profitability or to make a factor analysis of the return on equity. In the present research, the authors' attention is concentrated on the methodological fundamentals of surveying the situation on the construction material market using mathematical analysis methods, the model of "Profitability – Risk" in particular. The significance of the paper under consideration is conditioned by a great value share of construction materials in the integrated capital of an investment construction project and by the necessity to make the dependence on imported construction materials lower. The construction material market regulation and its conditioning oriented at its more effective functioning are to affect the construction field favourably. The information received in the process of analysis with regard to a retrospective information is to become a reference basis in managerial decision making. The objectives to be achieved on managerial decisions making depend on the quality of the reference information. A mathematical algorithm for studying a retrospective information on constructive material value is offered in the paper under consideration along with the analysis of other factors. The algorithm has been worked out basing on the portfolio theory concepts. While gestating the offered algorithm practically, construction materials were ranged to form groups, and following that, several types of materials were defined for each group. In the process of the analysis, a number of items were calculated: yearly price changes, expected average price changes and root-square deviations as risk level indicators and an average values ratio in a price movement to the corresponding risks. Besides, some groups of materials were identified as having considerable value fluctuations. The reasons of their fluctuations having been revealed, the most cost-effective and mostly exposed to risk groups of construction materials were indicated as being mostly on demand in the home markets. The offered recommendations are the result of the investigation and are meant for main participants of the construction material market, such as the government, construction material producers and developers engaged in organizing and planning their activities in the sphere of investment-construction project realization.

The Institute of State Construction Supervision of urban planning legislation system occupies a key place in the matter of quality assurance of construction, that is a necessary condition for the safety of buildings under construction. The article gives a brief analysis of state architectural-building supervision mechanism of the RSFSR/USSR of Soviet period and developed processes of that period of time. By Decree of the Council of People's Commissars of August 16, 1944 No. 1110 "On the State architectural-building Supervision", the authorities (organizations) of architectural-building supervision were created. The main activity of GASK authorities was control functions in construction process, the Construction Norms and Regulations compliance, quality assurance, project solutions relevance, the correctness of capital investments. Analyzing the legal regulation of construction quality and control of Soviet period, the author notes that the political regime of the state does not affect the essence of the state construction supervision, but defines forms and implementation methods of it.

The state of the housing and utilities sector is one of the most significant indicators of the level of development of the national economy. In many countries, the state of the housing and utilities sector does not fully satisfy needs of the population. Under the slow economic development, an innovative development path can ensure high quality and reliability of services provided. The concession mechanism of cooperation between government and businesses should become a key tool which can attract investment in the development of innovative activities in the housing and utilities sector. The author has developed a support scheme for the investment and innovation project implemented in the housing and utilities sector using a concession agreement within the PPP which ensures stability of the industry and improves quality of services provided. The scheme of concession tools can be used to achieve a social and economic effect. The article presents a method for assessing the economic effect of concession agreements used when implementing the investment and innovation projects in the housing and utilities sector taking into account risks. It can balance interests of the government and housing and utilities companies. The concession mechanism will contribute to the development of the most promising areas of the housing and utilities sector.

Nowadays the issue of ensuring the survivability of buildings in emergency situations is relevant. Floods are one of the most frequent and serious types of natural disasters. Therefore, flood protection becomes an important task for cities, regions and countries that are exposed to the threat of flooding. Because along with human tragedies and damage to the national economy, floods cause the failure of Central supply points, on which the population is particularly dependent in an emergency. A methodological analysis of the results of flood response in the Irkutsk region in the affected areas has shown that there are number of issues related to the design construction and restoration of residential buildings in areas subject to natural emergencies. In order to solve these problems, theoretical generalizations of domestic and foreign experience are required, as well as the development of principles techniques and models of urban development placement in conjunction with technological solutions. The problem of training and retraining of workers for the construction industry and housing and communal services is becoming increasingly important for the economy of the country. It is obvious that the necessary volume of housing can be introduced only with appropriate quantitative and qualitative provision of human resources to the construction industry, especially in regions with harsh climatic conditions. Construction organizations need highly qualified personnel. Investment in construction has always been profitable, as this sphere is growing rapidly. Meanwhile, the increase in construction does not automatically entail a tide of human resources into this sector of the economy. However, the analysis shows that the shortage of specialized personnel reduces the pace of construction, especially in regions with severe climates, because for such regions it is necessary to provide a different approach to training, which should provide the necessary set of competences for specialists.

The article discusses the formation experience of the fuel and energy complex of Eastern Siberia. Based on the analysis of a large number of archival materials, it is shown how enterprises of oil and gas production, coal industry, and hydropower were built under the conditions of the controlled and planned economy. The geography of Eastern Siberia contemplated the construction of powerful industries, which became natural monopolies under the new economic conditions. The coal industry was mostly privatized. Today, the enterprises producing and processing oil, gas, and hydropower operate in the frame of private-public partnership. Siberia has never experienced a shortage of electricity. Its cost was low; therefore, the enterprises were highly profitable. The market economy identified new trends: strengthening of the export-orientedness of the enterprises in the energy sector; attraction of foreign investment into organizing the construction of the newest enterprises; rapid introduction of new technologies; and increase in the uneven development of the region. Summary of historical experience can serve as a source of understanding of modern economic realities.

This paper analyzes the specifics and major shortcomings of the following documents: the Irkutsk Oblast Act No. 167-OZ of December 27, 2013 On the Arrangement of Common Property Overhauls in Irkutsk Oblast and the pertaining regulations, programs, and Short-Term Plans Under the Irkutsk Oblast Regional Apartment Block Overhaul Program (hereinafter, common property stands for common facilities used by the residents of a single apartment block, e.g. rooftops, utilities, etc.). To simplify the drafting of overhaul programs, the authors hereof present the estimates of roof overhaul costs per square meter with breakdown by overhaul-related jobs; the estimates assume the use of novel materials: MasterSeal*501 and MasterEmaco*S 48. Such analysis reveals the roof job-specific coefficients (multipliers) one needs to apply to find the actual overhaul costs for Series 135 panel buildings in Irkutsk. The authors propose an scenario-based approach to design when drafting time-adjusted short-term overhaul plans. Time adjustment helps optimize such plans and minimize the change of a building being classified as a dilapidated apartment block.

The article considers the issues of determining the cost of construction of oil and gas facilities at the pre-project stage. The great importance of investing in the construction of oil and gas facilities for the industry and the country's economy as a whole is analyzed. Shortcomings were identified when calculating the cost of construction at the pre-project stage. Ways of improving the accuracy of the calculations the cost of construction of industrial facilities in the development of feasibility study of investments, including a proposed supplement to its existing base of estimated regulatory documents in large-size collectors of the rates of industrial construction. Also, as part of the method of determining the estimated cost based on enlarged collections and a data bank of previously constructed and designed objects, it is proposed to make adjustments to the register of cost-effective project documentation for reuse. The authors are convinced that increasing the accuracy of calculating the cost of construction products will improve the efficiency of investment in industrial construction.

Risk is an important factor that results from the execution of any economic decision and occurs in the conditions of uncertainty and cyclical development inherent in a market economy. Classification and assessment of risks specific to construction organizations is a complex and strategic task based on the application of various models, taking into account the industry's risk management features. The purpose of this work is to study the methodological and practical aspects of risk assessment for making management decisions in the investment and construction sector. The study focuses on such interrelated concepts as "uncertainty" and "risk" and their impact on business performance in the market conditions. The authors prove that the risks typical for the construction industry in Russia have their own specific features and depend on such significant factors as the level of taxes, the volume of orders, the cost of materials and structures, the availability of sufficient financial resources, and the payment capabilities of customers. Depending on the categories of construction companies, the most significant risks are identified (technological, commercial, investment and innovation risks). The authors studied the essence and features of risk assessment taking into account international standards and practical aspects in the investment and construction complex. The scientific article reveals the role of risk management in risk management in the investment and construction sector, the main problems of using methods to minimize risks for various categories of construction organizations in Russian practice.

Current specifics of entrepreneurship in the field of apartment buildings construction (AB) and the impact of modern financing rules set on it, written in the relevant Federal Law are highlighted in the article. The purpose of the discussion is to develop the method foundations for analyzing the financial boundaries of housing (MFAFBH). The author's opinion is based on the results of monitoring facts and expert opinions, texts' analysis of normative acts, averaged requirements of banks for AB projects, methods of equivalent mathematical transformations, calculations according to special dynamic financial models of AB projects (MFPAB), principles of financial decision-making, laws of the primary market real estate (PRMRE), conjuncture of the Novosibirsk PRMRE. The fundamentals of MFAFBH were developed, the MFPAB was compiled for one of the typical apartment buildings in Novosibirsk, the boundary price of housing under construction was calculated, below this prize any AB project could not receive funding, i.e. construction would be impossible. The MFAFBH proposed by the author, can be applied to any region of the country, to forecast housing construction volumes on its basis, to develop and take measures, to manage this field of activity.

The article considers the risks of implementing an investment project in the construction sector. The purpose of the study is to develop a methodological approach to assessing the risks of implementing investment projects of a construction organization. The object of the study is an investment project of a construction company. The subject of the study is the risks associated with the implementation of the investment project of a construction organization. Research methodology-methods of logical analysis, grouping and comparison, generalization were used. Using the method of expert assessment, an integral indicator of risk assessment is proposed. The main results and conclusions of the study: a risk management algorithm is proposed, a system of external and internal risks for the implementation of investment projects in the construction sector is formed within the algorithm, which allows to identify market and investment risks of the project. A method for assessing the risks of investment projects in the construction sector, based on expert assessment, is proposed. It allows to quantify and rank the impact of risks on the implementation of an investment project of a construction organization, as well as to calculate the integral level of risk for the implementation of investment projects of a construction organization.

The meaning of greening was shown as modern development of economics. In addition, principles of greening management in construction sphere were offered and discussed. Development directions of managerial technologies were reviewed through selecting of organization forms of interaction of project participants, methods of realization, regulators of building activity, instruments of ecological and economic efficiency of projects and building manufacture and also development of ecological competence of specialists. It was shown that adaptation of current system of building management to conditions of ecological oriented development is possible on base of institutionalization of social and economic responsibility of building business.

The advantages of the construction company's intangible assets, such as Smart spaces, are that they provide increased efficiency and lower production costs, achieved through rational actions, the use of faster and more secure communication methods that guarantee the necessary flow of information. They also improve efficiency through rational and timely actions, with an emphasis on creating value and using new technologies. The economic effect of using information technologies, namely the introduction of Smart spaces, can be either direct, material in the form of achieved cost reduction and increased productivity of operations, or non-material, in the form of implemented patents and licenses, and improving the company's image, as well as the potential of information technologies that can be used to make more effective decisions of a strategic nature.

Management of the investment cycle of construction requires the development of adequate measures to the modern challenges of innovative forms and methods of state regulation in the field of construction. The existing mechanism for the placement and implementation of the state construction order allows us to conclude that the public procurement management system is insufficient and requires further improvement, based on the development priorities of the innovation environment and the investment attractiveness of construction investment projects. In particular, one of the main components for placing a state construction order is to determine the initial maximum contract price, which affects the conditions for the implementation of a state construction order. The existing approach to the formation of the initial maximum price does not meet modern realities. The methodological foundations of the formation of the initial maximum price of the contract by dividing it into basic and managed components are considered. The separation of controlled factors into qualitative and quantitative indicators is proposed. Based on the study, it follows that through controlled factors, it is possible to influence the initial maximum price of the contract by changing the quality factors in particular.

The main objective of the study is the study and analysis of logistics processes in the activities of construction companies. During the study, methods were used to analyze existing approaches to the management of the logistics system in construction, as well as methods for the effective management of material and technical support. It was revealed that, based on the prevailing conditions, the mission of the logistics center is the introduction of an effective logistics system to ensure construction, which supports the growth of construction volumes by uninterrupted supply of construction materials to Group A. The main goal is to reduce construction time by implementing MRP2 and just-in-time concepts and a cost-effectiveness strategy. It can be concluded that logistics considers the movement of material flows in a company as a single and interconnected process, regardless of which unit controls these flows at the moment. Moreover, logistics technology involves close interaction with other departments at various stages of work with external contractors.

Modern state of construction industry signifies the necessity of coping with technological backwardness, accrued misbalances, low productiveness of construction business and also its persistent unprofitability and high level of conflict character of construction participants. Actual rise of economic interests contradictions caused by a more complicated character of projects, increase of social burden on construction business induced by inconsistent and even fragmentary measures of public regulation has led to enormous number of economic disputes. Bankruptcy caseload of investment and construction companies is at the highest possible level nowadays. Not only small and middle-sized business but also large companies cannot withstand modern challenges pressure. In this connection there is a huge field for elaboration of dispute resolution methods. Shifting towards project financing strengthens inner contradictions in the industry and also causes conflict of interests with banks. Decline of assets quality, increase of unfinished construction volume, loss of partners, withdrawal of turnover capital, waste of staff, enlargement of shadow economy segment – these are just the part of consequences which should be overcome immediately. Systemic possible solutions deal with the use of the whole specter of disputes resolution methods. Foreign experience, for example Belarusian one, proves that non-judicial methods are more flexible, rational, diverse and acceptable for parties in conflict. The most important thing is that these methods of settling differences have negotiating nature and let the parties find decisions with a high potential of practical fulfillment (not just winning the case in court). Experts expressed different opinions on the issue of conciliation procedure organizational form. The main requirement for arising disputes in investment and construction projects is an uninterrupted process and prevention of bankruptcies: debtors, contractors, subcontractors and construction shareholders. Participants of conference came to the conclusion that certain pilot projects promoting diverse disputes settlement procedures in investment and construction should be launched

The article deals with the development of such a segment of the residential real estate market as low-rise construction. The study analyzes existing approaches and concepts for implementing investment and construction projects in the low-rise housing segment. According to the results of the analysis, it is concluded that this segment is developing in the direction of "business" and "elite" in most of the Russian territories. The "comfort" segment is allocated only 8% of the total volume of implemented projects. According to the authors, the increase in the volume of low-rise construction in the "comfort" and "economy" class segment can become one of the main tools for solving the housing problem in the country and achieving the benchmarks indicated in the corresponding strategies. The study also considers possible options for building suburban areas by density, and it is determined that high-density low-rise housing can become relevant for "comfort" and "economy" class, and the main method of construction is large-panel housing construction. As a result of studying the collected analytical and technical information, methodological recommendations were developed for organizing mass low-rise construction of high-density low-rise housing in the comfort and economy segments. The potential advantages of the housing under consideration allow us to overcome the factors that hinder the development of rental housing, from which it is concluded that the developed recommendations are applicable not only for projects intended for sale to property, but also for renting to middle-income families.

The article is devoted to the specifics of Eastern Siberia construction industry development in 2015-2019. Questions about a place of a building branch in structure of economy of region are actualized, data on priority directions of building in the investigated period are resulted, influence of bank sphere, mortgage crediting is specified, reasons of recession of the market of working trades are described, a degree of development of building in region is revealed. The article describes the current state and trends in the construction industry of Eastern Siberia for the last five years. The comparison of large-panel and reinforced concrete house-building is given, the advantages and disadvantages of each type of residential building construction are analyzed. The specificity of resource base of construction materials is noted, the reason of high cost of construction objects in the region, starting from complicated climatic conditions and finishing with economically expensive transport logistics is specified. The prospects for the development of other construction directions than civil construction are presented. The conclusions of the article reflect the specific character of the construction complex in Eastern Siberia in 2015-2019, which is expressed by the high demand of the population for the purchase of housing, the availability of a sufficient number of enterprises on the housing construction market, a wide mineral base for the production of construction materials.

Equity construction is actively developing in the Russian Federation. At the beginning of the second half of 2018, there were fundamental changes in the Russian real estate market. Federal Act No. 1 of 2018 July 175-ФЗ was adopted, amending the Act of 2004 on the procedure for citizens 'participation in equity construction. In particular, the system of subsidization of objects under construction has been completely revised - the equity participation was replaced by the mechanism of project financing. Federal Law No. 175-ФЗ changes the legal and regulatory regulation of housing construction, defining project financing as the only source of attraction of funds to equity construction. In this regard, interest in investments in real estate is growing, and there is an increase in interest of private capital in the housing industry. Thus, today the real estate market is changing, construction companies adapt businesses processes to new requirements. In order to assess the impact of escrow accounts on the real estate market, a comprehensive analysis of market development should be carried out and trends in development should be monitored.

For this purpose, China has trained specialists-professionals who have received the best education and passed training in construction companies in different countries of the world, so today Chinese young engineers can teach their foreign colleagues how to innovate in the field of construction. The successful development of the construction industry is facilitated by strict state control, and the fact that almost all construction equipment of modern samples is produced by China itself and does not depend on foreign investment. This, in turn, contributes to an increase in sales of construction vehicles to other countries. Today, after many years of development of construction industrialization, BIM technologies have become widespread, which has determined the acceleration of the growth of modular and industrial development. It is no secret that the Chinese economy is developing rapidly.
