The article deals with issues related to the assessment of the rheological characteristics of modified pastes from salmon and low-valued fish breeds. The current trend of processing low-value fish raw materials is accompanied by a search for new technologies that have not been used before and develops in two directions: the development of methods for manufacturing traditional products based on low-value fish raw materials and the production of protein-containing products, such as protein isolates, hydrolysates, and food fish meal, protein mass, minced fish, etc. This is due to the fact that about a third of the total world catch of all of catched hydrobionts is used to the production of feed products and fish flour. At the same time, a lot of the small-sized fish breeds used for these purposes, although of small size, are little different in terms of chemical composition and nutritional value from those traditionally used, such as salmon species. So that they can be considered as an additional valued fish raw materials reserve for the preparation of food. The most promising recognized is the production of fish mince and the creation on its basis of various types of molded and structured products. The particular importance is the use of small-sized non-fatty fish, the mince from which is modified by the inclusion of food waste from valuable species of fish obtained by cutting of them. This allows you to send additional reserves of valuable food raw materials to produce food instead of using it for production of feeding.

For organizations which operate a system of pipeline transport of hydrocarbons, improving the quality of its construction means reducing the cost of diagnosis and repair, liquidity accidents and its consequences during operation, improving reliability, durability and environmental safety of facilities in service. Taking into account the increasing need for the construction of hydrocarbon pipeline transport systems in Russia, the issues of improving the theoretical approaches and methods of practical implementation of the tasks of improving its quality are getting particular relevance and importance. The most promising method for solving the problems of improving the competitiveness of products and services while reducing production costs is functional cost analysis (FCA). It is based on the following statement: each object is made or exists in order to meet certain needs (to perform its functions). It requires certain expenditures to create these functions in the object. It is obvious that if the functions are not needed, then the cost of their creation is also unnecessary.

In the research we tried to show the advantages of using the FCA in the investment holding company "IHC "Tatgazinvest", which carries out work on the gasification of industrial and social objects of the Republic of Tatarstan under the program of OJSC "Gazprom". As a result, we revealed some functions where the share of costs exceeds its importance and represents zones of disproportions. It is also revealed that the decisive factor of disproportions zones appearance is the influence of secondary functions. The discovered areas of disproportions were analyzed in order to eliminate it. As a result of the analysis, we put forward proposals to improve the quality of construction and installation works and evaluated their organizational and economic importance.

The article is devoted to the study of environmentally responsible (green) banking and the analysis "green" practice in Russia and abroad. The article develops the thesis about the importance of greening of financial decisions of commercial banks to create a sustainable economy. Based on the opinions of different researchers, the author's decision that environmentally responsible banking is a strategically important format of bank activity, which guarantees the synergy of four effects: increasing the economic efficiency of banks, forming the social image of banks, reducing the harmful effects on the ecosystem and generating future social benefits. The authors systematized internal and external elements of green banking. Internal elements are remote methods of customer service, the introduction of paperless workflow and "smart" equipment. External elements include green lending, issue of green securities, affinity card issuance and ecology charity. Comparative analysis in the BRICS countries showed that the most progressive "green" practice is implemented in Brazil and China. India and Russia took a backward position. It is established that the Bank of Russia, unlike regulators of other countries, does not play the role of "driver" of ecologically responsible activity of commercial banks.

The development of a modern city is unthinkable without the reconstruction of dilapidated or construction of new buildings, the modernization of existing and the creation of modern territories and public spaces in order to increase the attractiveness of Russian settlements. It has been revealed that modern trends in the development of the urban environment are aimed at overcoming archaic associations, shaping the environment, taking into account the needs of residents. However, despite the implementation of various federal programs and regional subprograms developed on their basis to improve the quality of life of the Russian population, in each individual city in one degree or another there will be a lag behind the ideal model of comfort in the urban environment.

The article presents the results of a survey of the Penza city territory. Monitoring the general state of quality of the urban environment and indicators of housing construction made it possible to identify the main problems of non-compliance with modern safety requirements, environmental friendliness, accessibility and aesthetics. Microdistricts of the city with a high, medium and low assessment of the quality of the urban environment were identified In the course of the study. Comparison of the obtained results with a more ideal model of the balance of the territory of the microdistrict has identified specific problems that reduce the overall assessment of the quality of the urban environment of Penza.

The identified weaknesses in the management of the development of the city territory require the development of a system of measures aimed at improving the quality and increasing the comfort of the urban environment.

The article gives the definition of an autopilot vehicle (AV). The classification of autopilot vehicles is given according to the degree of automation of various functions of the driver and vehicle. The data of official statistics de-scribing the socio-economic situation in the transport in the country and the Omsk region are considered. The factors that have become the main prerequisites for the creation of autopilot vehicles are identified. On the example of a large sociological study, the attitude of the population in the world and the Russian Federation to the possibility of imple-menting AV is revealed. This study allowed us to identify the main factors that determine and constrain the possibility of mass use of autopilot vehicles in the urban environment. The authors have developed a model that gives a visual representation of the causes of the problems that determine the process of developing intelligent transport systems and suggests ways to solve them. The socio-economic effects of the introduction and use of autopilot vehicles are identified.

The article is considered the possibility of solving the problems of low level of mathematical training of students-bioengineers. Successfully completed the higher mathematics course of study, students are faced with serious difficulties in real professional activity trying to use the existing arsenal of mathematical knowledge and skills to the bioengineering task. The author offers a solution to this problem through a bio-oriented approach to teaching mathematics to students of bioengineering specialties. The essence of this bio-orientated approach is revealed and analyzes its effectiveness on the basis of the experiment. The article deals with the problems of bioengineering, some basic mathematical concepts are presented in a biological context. The organization of the educational process in mathematics in accordance with the bio-oriented approach contributes to the formation of students-bioengineers of a high level of research mathematical skills, motivation and desire for self-education.

The article actualizes the need of foresight technologies in the development of strategic plans of socio-economic development in rural municipalities at the level of the Russian Federation. It is pointed out that in modern conditions of development in rural territories it is necessary to work out strategic programs and anti-crisis measures that should focus on the use of foresight technologies. On the basis of using a systematic approach foresight projects and foresight programs used in the management and forecasting of rural development were analised which were worked out by specialists in economically developed countries. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural territories from the perspective of longterm improvement of their economic and social component. The foreign experience of foresight studies in rural development is generalized. Theoretical approaches are specified and the basic foresight technologies applied by foreign researchers in strategic planning of rural development are defined. Priorities and promising directions of international foresight programmers are pointed out. It is shown that the modern methodology of foresight studies is quite flexible and multifaceted, has a wide targeted application at different hierarchical levels of management in economically developed countries. The algorithm stages of foresight research of strategic planning development in rural territories and the mechanism of its implementation at the municipal level are presented. It is concluded that the foreign experience and scientific research on the use of foresight technologies in the practice of strategic planning and forecasting in rural development requires adaptation and adjustment in relation to Russian conditions. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural territories of the Republic of Bashkortostan.

The Republic of Sakha (Yakutia) is a major raw-material region of Russia. Large deposits of diamonds, gold and hydrocarbons are concentrated on the territory. The paper studies the territorial location of mineral resource and production potentials of the basic subsurface management sectors (oil and gas production, as well as diamond, gold and coal mining industries). The mining industry potential in the municipal districts of the region is comprehensively rated by using the method of integrated assessment on a ten-point scale. The assessment identified four local zones of development and location of subsurface management sectors: Arctic, Western, Southern and Eastern; which will allow creating territorial and sectoral clusters in the region in the future, providing the concentration of organizational and managerial efforts and the rational involvement of financial resources. The results of this study can be applied in the strategic planning of socio-economic development of local zones and municipal districts of the republic.

The article presents the results of a study of the relationship between the competence of personnel of industrial enterprises and the level of industrial injuries. It is shown that micro training is an effective way to improve staff competence in the field of security requirements. The micro training is the submission of educational material in small blocks and the instantaneous consolidation of each block by micro-tasks (in the form of testing before the shift begins). Micro training allows you to continuously develop and control the competence of employees, to form skills of safe behavior. At Belgorod State Technological University named after V.G. Shukhov an Expert Information and Analytical Decision Support System in the field of occupational safety management has been developed, which includes a module for micro training, testing and evaluating the competence of workers. The proposed module is a component of an integrated occupational safety management system designed to determine the level of competence of the personnel of industrial enterprises and hazardous production facilities in matters of occupational health and safety of production activities. The use of the product will allow enterprises to monitor the dynamics of personnel competence indicators, the technical condition of production facilities, external factors, predict the risks of accidents, emergencies and industrial injuries at enterprises and hazardous production facilities, and apply ready-made solutions to eliminate accidents.

The most vital component of human, labour capital, the foundation of public welfare of a country and its regions is population health. Development of Russian regions without taking into account the health factor will be limited in its nature. The study examines the impact of the health indicators of Kemerovo Region's population on the social and economic development of the region. We used data on morbidity and mortality by main categories of causes, indicators of gross regional product per capita, money income per capita and absolute poverty incidence in Kemerovo Region for 2003–2017. The impact of health indicators on key regional development indicators was studied on the basis of correlation and regression analysis. A statistically significant relationship has been established between the incidence of active tuberculosis, mortality from circulatory system diseases, deaths from external causes and indicators of the social and economic development of Kuzbass. The incidence of active tuberculosis, mortality from suicides and accidental alcohol poisoning has a significant negative impact on the gross regional product. Mortality from circulatory system diseases and accidental alcohol poisoning results in reduction in the level of nominal money incomes of the population. The increase in absolute poverty incidence is significantly affected by mortality from suicides, from accidental alcohol poisoning and all causes of external mortality in the aggregate. The research results can be recommended for use in the strategic planning of the development of the region.

This article is devoted to the problems of legal regulation of relations arising on the rights to the results of intellectual activity. Today it has become clear that intellectual property contributes to technological progress, economic growth and improvement of living standards of the population. In this regard, scientific research and technical achievements are given increased attention, both individual States and their associations. Moreover, some results of intellectual activity can be obtained only if the efforts of specialists from different countries are combined, and some projects can be implemented exclusively by joint means of States and business. All this leads to the idea of international scientific and technical cooperation, which can be effective in the development and adoption of balanced legislation that meets the interests of all stakeholders.

Development of labor market institutes, employment growth and the efficient use of hired labor directly depend on improving labor mobility. Increase of the labor market flexibility is to be achieved by improving the regulatory framework in the field of labor, enabling the development of professional mobility based on professional development, training and retraining. The article analyzes the possibilities of legislative regulation of labor mobility. Different types of labor mobility are considered: territorial, professional, functional. The connection of the innovations of the labor legislation to the economic needs of society and the modern state economic policy is traced. The author offers the ways of improving the regulatory framework in the field of labor in order to implement the labor mobility idea. The necessity of revision of some traditional approaches to legal regulation of issues related to labor function, transfers and some others is proved.

Connection between professional standards and professional mobility of workers is revealed, writer makes the conclusion about the stimulating role of professional standards in increase of educational level and vocational training of workers. Taking into account that the idea of continuous professional education during all labor life has to be put in a basis of professional mobility formation and competitiveness of experts as it is recommended by the ILO acts, necessity of correction of the Labor code standards for the purpose of establishment of guarantees for the persons who independently increase their professional level is summarized.

The paper presents the results of a comprehensive study of mining industry management in Russia. The author offers new methods and innovative techniques of managing the industry and of reproduction of mineral resources.

There are no regulatory documents allowing to evaluate the efficiency of mining industry management, no concept of developing relations in the sphere of subsoil use, including strategic mineral resources; and no regulations, providing the procedure for the application of legislation in the sphere of subsoil use.

A modern management paradigm is based on creating conditions for the integration of information flows, inventories, data bases and technologies necessary for the situation analysis and making management decisions.

Strategic management allows to identify the potential of the mineral complex. However, the efficiency of the used method can be achieved if the response to environmental changes and trends is timely.

The author of the article makes an attempt to rank problems in the mining industry, offers the ways of solving them and analyzes legislation in the sphere of subsoil use.

The results of research, presented in the paper, serve as a basis for further consideration of the problems and for working out a model aimed at increasing the management system adaptability to rapidly changing environmental conditions.

The dynamic development of Russian economy requires activating the innovative activity of economic entities both countrywide and at the regional level. So, the implemented innovative projects exist both at the federal and at the regional level and possess both national and international characteristics in different variants. In the latter case the projects are implemented either entirely by foreign partners or by Russian and foreign participants together. The article analyzes the existing characteristics of the innovative activities in the Belgorod region. The methodologies of evaluating the innovative yield of countries and territories are suggested. The necessity of implementing joint Russian-Serbian innovative projects in regions is substantiated. An algorithm of organizing joint regional Russian-Serbian innovations is described. The promising objects and sources of innovations financing in the Belgorod region are characterized.

The article is devoted to the relationship analysis indicators of economic effect and efficiency of the freight road transport enterprises in modern economic conditions. The main indicators characterizing the relationship between revenue and costs of a freight transportation company are financial stability and operating leverage. Using the liquidity ratio of the cash flow, the optimal criteria for these indicators were obtained, as well as the share of fixed costs in revenue, which determine the increase in solvency of freight road transport enterprises. At the same time, the optimal levels of the specified financial and economic indicators are considered in the context of seasonality and size of economic entities. The optimal levels of indicators are determined separately for large freight road transport enterprises with more than one hundred units of rolling stock and for medium cargo road transport enterprises with up to one hundred units of rolling stock. To assess the performance of freight trucking companies, profitability indicators are used, in particular cost-effectiveness. The indicator of profitability of costs allows you to set the marginal rate based on the market situation and the level of costs, as well as determine the revenue from sales, taking into account the established tariff. Using indicators that have an impact on the change in the value of cost-effectiveness, the minimum possible value of the indicator was obtained, which determines the lower limit of the sustainable functioning of freight road transport enterprises, determining the excess of income over expenditure.

The article discusses the possibilities of ensuring the economic security of Russian organizations of agricultural machinery industry for the period up to 2024. The problem of the formation of effective demand for their products is proposed as a central task. The analysis of the current availability of agricultural equipment of Russian farmers is performed. The conclusion about the achievement of a critical level of availability of tractors and combines from agricultural producers is made. An explanation of the current low demand for agricultural machinery is given. The reason for this is the low profitability of agricultural producers, which is caused by the constant disparity of prices between industrial goods, energy resources and the prices of products sold by farmers, which leads to their excessive debt load. The actions of the Russian government in support of agricultural machinery in 2014-2018 are described. In order to forecast the demand for agricultural tractors, an economic-mathematical model has been developed. Three scenarios for the development of the Russian tractor market were prepared: pessimistic, median and optimistic. The measures to increase the production of tractors domestic industrial organizations are proposed. Based on the forecast of the development of the world and Russian grain markets, taking into account the achieved results in the framework of the program for the development of the agro-industrial complex of the Russian Federation, the provision of equipment for Russian agricultural producers and the state of the machine park, the conclusion of possibility to increase the production of tractors in Russia is made.

This paper is devoted to lean production management system (LPMS), which is being implemented into various productive and non-productive spheres, as well as used in education, medicine, banking, consulting and social sphere. The article considers the enterprises, which have implemented the lean production system and which are called Lean-enterprises. The stages of implementing LPMS in order to improve the efficiency of production and non-production sectors of the Russian Federation on the basis of Recommendations, developed by the Ministry of Industry and Trade of Russia, are presented. The practice of implementing LPMS in the activity of a nonprofit organization SAI BR MFC is shown; the expected effects of the LPMS implementation are revealed, such as: reduction of a service's completion time; improving labor efficiency; improving the quality of customer satisfaction; increasing the number of applications, processed by windows of MFC; deepening the assimilation of LPMS methods and tools; increasing the market fluctuation tolerance of MFC.

The current state of the agricultural sector largely depends on various factors affecting the efficiency of production activities and improving the quality of products. A significant part of Russian farmers lag behind foreign agricultural producers both in terms of automation and mechanization of their production, and in terms of productivity of farm animals and grain crops. This result is explained by the low level of innovation in agricultural production, due to the low financial performance of their activities. Based on these facts, the purpose of the study was to form modern approaches to the activation of innovative processes in the agro-industrial complex of Russia. On the basis of official statistical data, the results of scientific research, data from leading publications on the subject under study, the paper used statistical and economic, monographic and computational and constructive method of scientific research. As a result of the research, the methodology for assessing budgetary efficiency has been improved. The necessity of creating a system of availability of new information on existing innovations to each agricultural producer regardless of the size and form of ownership is revealed. Initially, it can be presented in the form of public Advisory services operating in each municipal district. The constructive recommendations allowing developing the agrarian sphere more effectively taking into account special features of the Russian economy are presented.

The Far East of Russia is the largest Federal district in Russia. Through its territory pass sections of the state border with the countries of the Asia-Pacific region. Transportation from Siberia and central regions of Russia to Asian countries is carried out through the territory of the Far East. The main partner countries in Asia are the PRC, the Republic of Korea and Japan. The regional transport complex is involved in servicing transportation within the Far East, transportation between regions within Russia, transit, export and import cargo traffic. Creating a system of transport and logistics centers in the region will allow to more effectively organizing the transportation process.

On the basis of data on dynamics of freight traffics in the region and also additional socioeconomic indexes (the output, population, a gross regional product, volume of transportations on means of transport, etc.) it is offered to organize the system of the transport and logistics centers in the Far East. The calculations made it possible to identify nine points of efficient placement of logistics centers.

It is proposed to create a three-level system of logistics centers: federal, regional and local. Levels are divided depending on the importance in the overall transport system.

The article is concerned with topical issues of the Arctic governance. The main motives of the growing interest of the world community to this region are revealed. A comparative analysis of the conceptual framework and key priorities of the Arctic policy of the Russian Federation and other circumpolar powers based on the study of their national Arctic strategies was treated. The main difference of the Russian model of the Arctic management is the priority of the exploitation of natural resources, while the policy of foreign countries is aimed primarily at the sustainable development of the Arctic territories. In our opinion, practical implementation of the model when the state vector of the Arctic policy is focused primarily on the social component as the basis for the integrated balanced development of the Arctic zone and ensuring the national security of this country is more advisable for Russia. That is, the implementation of the sustainable development model of the Arctic territories, the main elements of such are rational and careful environmental management in the Arctic; limiting the negative impact on the environment and preserving biodiversity; focusing national policies not only on the indigenous, but also on the local population; improving their quality and living standards; close international cooperation at the municipal, regional and world levels. Over the last years due to macroeconomic and domestic policy factors in Russian agriculture and in plant growing in particular, there have been significant changes resulting in expansion of production and increased efficiency in productive capacity use. The issue of influence power of factors of the agricultural producers efficiency remains open; and the factors related to technical efficiency are of the outstanding interest. However, under determining influence of the weather factor on the crop production output it is necessary to differentiate between the influence of weather risk and technical efficiency changes. The Stochastic Frontier Analysis (SFA) was applied by researchers at different times for technical efficiency evaluating of agricultural production in Russia at the level of regions and at the farm level. However, these studies were conducted for the transition period of the Russian economy in the 1990s and early 2000s, as well as for the post-crisis period of 2008-2012. Therefore, the analysis of trends developed over the recent years is of scientific and practical interest. This paper introduces the research findings in technical efficiency of agricultural producers with its key factors detecting for the period of 2011-2017, using SFA with variables reflecting the weather risk. The technical efficiency of agricultural producers in Saratov region, specializing in grain, was chosen as a research target due to their high share in the total number of farm units. According to the specified feature, 396 farms were included into sampling, the activity analysis of which was carried out for the period of 2011-2017.

In article the analysis of modern problems of forest exploitation on the example of the Irkutsk region as leading region in the field of stocks and wood procurement is given. Extensive forest exploitation in the region at catastrophically low volume of reforestation is followed by injurious destruction of the wood because of its illegal cabin, big losses of the wood from the fires, etc. that modern forest exploitation as «catastrophically exhausted» is characterized. Creation of such situation with forest exploitation is result of the state control system of the wood, both on legislative, and on executive levels. The scale and depth of problems shows a condition of a failure of the state which has a number of identifiers, including a set of characteristics offered in article. Change of a situation by the author contacts introduction of the adjusting mechanisms by means of system improvement of social management.

The article examines the theoretical and methodological foundations of the implementation of the concept of sustainable development and greening the economy, the functioning of industrial enterprises. It proposes the development of theoretical and applied-based foundations of metallurgical enterprises in the environmental field, through the development of an organizational-economic model for the revitalization of an enterprise based on the principle "technology - ecology - economy", using the example of PJSC "Nikopol Ferroalloy Plant", Ukraine. The involvement of raw materials of technogenic origin (waste slag and broken glass) in the production of non-autoclaved aerated concrete is economically feasible, since it contributes to reducing the cost of the material, as well as environmental sanitation.

The study of the five-year dynamics of the cost of the raw mix, taking into account the cost of electricity, indicates an increase in the cost of raw materials by almost two times in national currency, and a decrease in the cost in US dollars, which was due to a fall in the level of the national currency of Ukraine (hryvnia) by more than three times compared to the 2013 exchange rate. However, the economic efficiency of the use of waste in the production of aerated concrete is maintained, even an increase in the economic effect of their use is noted. When calculating indicators of the economic effect of waste disposal, taking into account the cost of maintaining dumps, a similar trend is observed when the salary share of the serving dump personnel changes.

In this paper, the researchers' attention was focused on how the strategy of customer orientation is reflected in the internal documents of companies and materials posted on the websites. The authors used a formalized method of studying text information-content analysis. The results of the pilot study indicate that for a number of reasons, the client-oriented approach is not a business ideology for many large companies; most of the sample studied is characterized by a formally stated interest in the needs of customers. In order to ensure the possibility of carrying out large - scale regular research, the concept of building a software package for the analysis of customer orientation companies using machine learning methods – SP ACOC has been developed. To implement this concept, the quality metric of classification algorithms was determined; several algorithms were trained; a program was developed and tested, which determines the degree of customer orientation of the company according to its documents according to the chosen algorithm Automation of the process of evaluation of customer orientation companies will reduce its complexity, expand the range of objects studied, improve the accuracy and objectivity of the results.
