Considering the processes of oil treatment, transportation and refining of very high-viscosity index (VHVI) oil as a single technological process, the article proposes a variant of optimal technology for recovery and treatment of VHVI oil with minimizing energy and operating costs along the whole process chain, obtaining additional products, and the reduction of ecological risks. In connection with this, it is proposed to build a single ecologically safety pay zone, inside of which there are production wellheads of directional wells and all technological facilities for the production and treatment of VHVI oil, including a modular heat power plant for thermal-steam formation treatment and power generation. In addition, it is proposed to divide production fluid into asphaltum containing 95-97% of metals and "synthetic" oil, which will exclude major pipeline transport of VHVI oil, allocate the production of bitumen and metals in a separate production and reduce negative impact on the environment along the whole process chain.

The studies were carried out on the Nepa-Peleduy arch (NPA) of the Nepa-Botuoba anteclise, the territory strategically important for the Russian Federation, where large and unique hydrocarbon deposits were discovered including those for the ESPO oil pipeline and the "Siberian Force" gas pipeline, which is under construction. The problem is in increasing the oil resource volume, as the hydrocarbon potential of the sedimentary mantle is largely exhausted. The evidence for the hypothesis by B.A. Sokolov, the Corresponding Member of the RAS, that the allochthonous crystal plate overlapping the aulacogen with Riphean deposits underlies in NPA, opens the possibility of increasing the hydrocarbon reserves in the "subfoundation" formations in the arch. Moreover, it can as clarify the controversial nature of the NPA deposits, which sedimentary mantle lacks deposits with a high content of organic carbon . We observe the Hilbert transform of the time section of the CDP method for the fragment of the "Batolith- 1" geotraverse, passing through the Katanga Saddle, the NPA and the Cis-Patom foredeep, and geophysical materials and the data of the wells on it. Based on the original constructions on geological and geophysical data and modeling, related to the development of the abovementioned hypothesis arguments for confirming the existence of a crystalline plate opened by the wells at the base of the NPA and the reality of the development of the Lower Vendian and Riphean deposits beneath it were obtained. The inversion paleorift's western side position is outlined, the thickness of the plate and the oilfield characteristics of the deposits under it predicted are estimated, which can serve as a justification for the expediency of exploration of "subfoundation" deposits.

The questions of the laser technologies application in oil and gas industry and the scope of laser systems for the atmosphere, sea and underground waters control are considered in this article. Options of creation and using of the lidar for environmental monitoring, technological control and search of the hydrocarbons fields in various natural and technogenic conditions are offered. The main attention is paid to the Raman lidar for the sensing of the oil hydrocarbon molecules in the atmosphere. It is shown that such a lidar measurement time for the 1015 cm−3 concentration of the studied molecules at the ranging distance up to 200 m doesn't exceed 265 microseconds. Creation of the fluorescent lidar for the sea water and the underground waters of the coastal area monitoring will allow to solve a problem of their pollution. Recording of the pollutants concentration spatial distribution can serve as the basic data for the solution of the inverse problem of the identification of pollution sources. The suggested methods have simple hardware realization and allow to diagnose the high-concentrated flows of the weighed particles and also hydrocarbons in the sea and underground waters.

World interest in shale oil has provoked high attention to Russian unconventional resources, to which, the Bazhenov Formation (Western Siberia) primarily belongs. Depletion drive type development of the Bazhenov Formation allows producing only 3% of geological reserves. One of the potential method for increasing oil recovery in the Bazhenov Formation is the thermal treatment, which, according to experts, allows rising oil recovery factor to 30-40%. Laboratory tests are needed to successfully introduce new thermal methods for development shale reservoirs in Russia. These tests would allow scientifically and technically substantiating technological parameters of in-situ pyrolysis. This work is concerned with investigation of high temperatures effects on reservoir properties of Bazhenov Formation rocks. Reservoir properties of the Bazhenov Formation were determined on crushed core by the GRI method. It is shown that, the open porosity and matrix permeability are increased in several times with rising temperature.

Laboratory investigations of low and ultra-low permeable rocks of the Bazhenov Formation face serious problems, one of which is the determination of reservoir properties. Currently, there are several methods for measuring the permeability of rocks in range 10−3 ... 10−9 mD. All of them include determination of permeability, both on plugs and crushed core. This work is concerned with comparison of results to determine the permeability of Bazhenov Formation rocks on plugs and crushed core. To determine the permeability on plugs, the steady state method, adapted for low and ultra-low permeable core samples, and the pulse decay method were used. The GRI method was used to study crushed samples. It is shown that, the proposed methods give a similar permeability values and can be used to determine permeability of Bazhenov Formation rocks.

The main driving force for eutrophication of water bodies are biogenic elements (compounds of nitrogen, phosphorus, carbon). These elements are the most important components of natural waters, which determine biological productivity. In this work, an approach based on taking into account hydrometeorological values is developed with the aim of limiting the entry of nutrient elements into the surface with runoff from agrarian lands (for example, the Kazanka River). The results of a joint analysis of the temperature and atmospheric precipitation regime, the dynamics of nitrogen and phosphorus fertilizer application, and the concentrations of nutrients in the water of the river Kazanka are given. Regression equations describing the dependence of the concentrations of nutrient substances on the investigated factors are obtained.

The possibility of usage chemically treated dust of electric arc steel smelting furnaces (EASSF) of the electrometallurgical production for sewage of soymilk production cleaning, which are stable colloid-dispersed systems with high COD and BOD values, is investigated. It is shown that by the dust acidizing, it is possible to obtain a coagulating mixture, which achieves 87% model wastewater purification efficiency.

The effluent treatment process for dairy waste water adopts physicochemical methods with adsorption playing a significant role in removing organic chemical contaminants. Corn waste, due to their abundance and large volumes, often attract the attention of environmental researchers. It is known that corn is an effective sorbent in the purification of aqueous media from oil products and dyes. In this work, there are researches of the physical and chemical characteristics of aqueous media treatment process from the components that are the part of the drainage of milk processing plants (lactic acid and asparagine) with ground thermal modified corn waste. It has been established that the obtained sorption material effectively extracts various components of sewage from milk processing plants. Extraction of asparagine occurs more efficiently than lactic acid, so for the amino acid, 91% efficiency is achieved, for lactic acid 78%. When the amount of pollutant in the range of COD values 305–320 mgO/dm3, the rational weight of the sorption material additive is 6 g/dm3.

The basis of an urban ornitotsenoz is formed by several synanthropic mass bird species whose numbers are hundreds of times larger than the small and rare species. The vital activity of mass species leads to undesirable consequences for humans, reduces the biological diversity of ornithocene. Populations of synanthropic birds are reservoir and source of pathogens of dangerous zoonoses and zooantroponoses. The contact between the bird and the man takes place in the places of their accumulation: at transport stops, in parks and feeding places. To identify the percentage of patients with chlamydia rock pigeons in the city of Kazan were investigated in the serum and the pathological material of pigeons that live in different parts of the city. By managing the factors influencing on magnitude of population it is necessary to increase stability of a city ornitotsenoz. The stability of the urban ornithocenosis is a necessary condition for a healthy environment.

The paper is devoted to the problem of reduction of vibration level of pipelines, caused by resonance with the disturbing frequency of pumping units. The causes of large vibrations of main pump units piping and its influence to the level of the pump unit oscillations are analyzed. The source of increased vibration exposure in the "pump - pipe" system is often not only the pump unit, but pump piping also. Piping of the pumping unit in case of its operating parameters changing can be entered to resonance. It is offered to use disk springs with negative stiffness area for vibration isolation. Pipeline in this case acts as a "stabilizer" for a vibration isolator with negative stiffness. Analytical calculations and experiment have been made to prove the effectiveness of proposed solution.

Data processing and subsequent visualization is currently one of the leading values in field studies. The application of geographic information technologies (GIS) greatly simplifies these processes. The article gives a brief overview of the main software currently used to integrate the information into databases, its analysis and translation of paper maps into digital form with the creation of maps of actual material in 2D. The capabilities of this software for real-time data processing and 3D modelling are limited. The author's program "LABPOLYGON" version 5.1, developed for documenting and visualizing field research data, allows for multifunctional processing, including in real time.

Adsorbents obtained from waste of plant origin are capable of replacing the traditional sorbents for removing of heavy metal ions from wastewater. The raw materials for the production of these sorbents are the chemically modified sunflower husks, as well as husk waste after industrial extraction of melanin. Experimentally determined the adsorption capacities and removal efficiency for copper and iron ions. Depending on the concentration, adsorption capacities varied from 5 to 25 mg of metal per gram of adsorbent. The use of the proposed adsorbents can also solve the problem of utilization of sorption material waste. The plant basis, and the neutral pH (in the order of 6-7) allows for the spent sorbents to be introduced into the soil as a component of the system of trace elements containing copper and iron.

This article is devoted to the actual task for today - the creation of a methodology for assessing the operability of fire alarm systems. From the timely operation of a functioning fire alarm system, the effectiveness of measures aimed at localizing and extinguishing the fire and the success of the evacuation of people from a burning building depend. The article considers existing approaches to the assessment of the state of the fire alarm system and the requirements imposed on them both by domestic and foreign standards. The methods of fire alarm diagnostics developed by us on the basis of the "Gefest" GC are considered, and the corresponding software and hardware complex allowing to evaluate the operability of the elements of this system.

Natural-mining technogenic systems formed within the boundaries of the tailings toxic waste impact of the closed Khrustalnensky GOK mining enterprise (the Primorsky Krai) were the object of research. The article presents the data of the long-term researches of the problem for development of technological solution of the accumulated mineral processing toxic wastes management. Exposed to weathering and transformation into new forms, they migrate with groundwater and air flows, having negative impact on ecosphere and human being. Considering this, the aim of the research was to substantiate the need to develop a technological solution for the management of toxic wastes based on the assessment of the present state of the technogenic system and modeling to develop a new technology of liquidation of accumulated environmental damage of the past operation of the former Khrustalnenskiy GOK mining enterprise. Based on the aim of the study, a fundamental research task was established. It includes the scientific basis of assessment and prognosis of environment situation adverse changes. It is established that the technological solution of toxic mining wastes management is based on the results of experimental researches, proposed criteria and principles of ecological rehabilitation of the tailings surface, mining-environmental monitoring of environment objects changes, mathematical modeling of transfer and accumulation of toxic waste technogenic pollution, based on the fundamental principles of hydraulics and engineering hydrology, updating and developing the database of mining and environmental monitoring of ecosystems within the tailings impact boundaries, with regard to the calculation of the pollutants dispersion in the biosphere in the GIS MapInfo-6.0 format.

Oil pipeline section repair requires its emptying from any products. It is possible to pump out oil using different methods. After truck with vacuum pump is used it is needed to take sample from truck tank. We suggest using of stationary sampler in order to simplify operation and to reduce operational time and negative effects of oil vapors on maintenance personnel and in order to get mixed sample. Previous works about liquid flow with continuous change of flow value along the distance were studied. Storage tank sampler with perforated tube and valve was taken as prototype. We represented sampler with five orifices, all of them on same vertical axis. In paper equations system for sampler design calculations are shown with device set up scheme. Technical-economical calculation result shown in this paper. This device is possible to use in others fields of oil industry after modernization.

According to WHO, approaches based on the assessment of health risks are promising and should be used to justify management decisions to ensure the safety of drinking water. A review of publications on risk assessment in Russia showed that the main part of the methodological issues is related to the uncertainties in the evaluation of exposure, the lack of regional, national and age differences in exposure factors and sensitivity to carcinogens. In the Republic of Tatarstan, research was conducted for the first time on the regional factors of the exposure of drinking water consumption for adolescents aged 15-17 and adults (18-21) years in Kazan, Republic of Tatarstan. We studied the content of 19 priority chemical pollutants, including three carcinogens, in the drinking water of Kazan for 2010-2016. The HI value for oral intake of chemicals with drinking water indicates a health hazard for the adolescent population living in zones 2 and 4 (HIm = 9.8 and 8.8, HI 95percent = 8.1 and 7.6), and adults (HIm = 7.4 and 7.8, HI 95percent = 6.8 and 6.5). The priority pollutants of drinking water in all zones that determine the main contribution (71.6% - 87.6%) are petroleum products (29.7% - 54.0%), chloroform, nitrates, magnesium, as a total amount of non-carcinogenic risk of adolescent and adult population and fluorides.

The issues and main problems of the organization of multimodal transportation in Russia are considered in this article. A new method of the optimization of the described cargo transportation is proposed. The advantage of this method is the development of the mathematical model on the base of Dijkstra's algorithm that could select the most rational variant of the container cargo transportation. The target function of the mathematical model is represented – costs saving of the cargo delivery. Algorithms of the modal operation and software product. The approbation of the method for the certain case of the final products shipping to a consumer is implemented.

In this work, a series of calculations of a complete premixing injection gas burner with various air gap widths with ANSYS Fluent software was performed. A natural gas fired injection gas burner is used as a heat source as a part of a thermoelectric generator. Assuming that the gas-air mixture flow is one-dimensional and axisymmetric, the issues were solved in axisymmetric setting, taking into account the gas compressibility. In the performance of a task, a set of assumptions was made: k-epsilon realizable model was picked as turbulence model with scalable wall functions; the flow in the ejector, mixing chamber and diffuser is subsonic; the pressure of the injected air was set to atmospheric pressure; pressure at the inlet to the gas burner is subcritical (≤ 86 kPa for methane). Based on the calculations represented above, the dependence of the equivalence ratio on the air gap width was determined.

The Elbrus region is the most popular recreational complex of Kabardino-Balkar Republic and of the North Caucasus in general. In perspective in the Elbrus region it is supposed to create 32 aerial ropeways with total spread of 54 km and productivity of 67 thousand people per hour, and 62 ski slopes with total spread of 108 km and square of 506 hectares. It is supposed to realize complex exploration of north-eastern slope of Elbrus – Dzhili-Su region (mountain-recreational and therapeutic complex "Dzhili-Su"). A wide variety of orographic, geological, climatic and physical geographic conditions of the mountainous part of Kabardino-Balkaria predetermine an active development of natural disasters on its recreational territories. The regions of location of existing and newly-created different routes and mountain-recreational complexes on the slopes of Elbrus due to their specific geographical position and natural conditions, are under the influence of dangerous glacial processes, in particular, snow avalanching. The area of the object projection "Reconstruction of artificial snow formation system, Elbrus mount" is also avalanche-risk one.

The article compares the technologically recoverable reserves of shale gas as an unconventional resource of hydrocarbon raw materials in various countries of the world. An assessment is made of the use of horizontal well drilling in combination with hydraulic fracturing of the formation during shale gas production, characterized by the level of technology that allows the most efficient extraction of this resource in the US, Canada, China and Argentina. The article outlines perspectives for the development of shale gas in the near and distant future and shows the obstacles to the development of the oil shale industry in some countries. The basic geo-ecological problems in the development of shale gas: the contamination of surface water and soil, groundwater pollution, gas emissions, seismic risks. The ways of solving these problems are primarily through the use of new field development technologies, the implementation of integrated monitoring safety equipment, taking into account local and regional conditions and the condition of the geological environment.

In this article we have made an attempt to comprehend the subject area of technosphere studies. First of all, with these purposes there was carried out the methodological analysis of the basic concepts, principles and notions of technosphere knowledge existing in the modern scientific literature; critical assessment is given. On this basis we suggest new structure of the subject area grounds and object of cognition as a criterion of determination of the subject of technosphere knowledge and its structure. For this there was applied the principle of unity of the cognition subject and object as a criterion of determination of technosphere knowledge subject and its structure. Then it's created a picture of technosphere reality and its fundamental and general scientific principles and notions are formed: technosphere, technology, technosphere evolution, technosphere and technical activities, technosphere safety, technosphere ecology etc. The system model of the subject area of technosphere studies is constructed on such a methodological base.

When doing major repair works on underground main pipelines, there is a need to carry out earthworks. The single-bucket excavators are used today since they are the mostly wide spread. When stripping main pipelines with the single-bucket excavator, the sequence moving from one stop to the other in the longitudinal direction upon completing the working cycle, it was revealed that the trench profile turns out to be enlarged. It is caused by the fact that the bucket is turned at a definite angle in relation to the axis of the pipeline. As a result, a redundant earth volume from the trench is extracted which results in the increasing of work execution process in stripping the main pipeline. Target of the proposed engineering solution is the improvement of the stripping process when carrying out the major repairs of the main pipeline. The research object is a single-bucket excavators equipped with the working element – a back hoe. The observations and a detailed study of technological processes of earthworks have been carried out, and the analysis has been done for the existing problem in the topic under examination. In addition, based on 3D modeling, an innovative simulation spatial model of the device was developed. As a result of the development of the proposed engineering solution, the technological process was improved to strip a main pipeline. On this basis, technical and economic features were improved. The reduction in the extracted soil from the trench impacts directly not only the duration of the stripping process but also the duration of the back filling process made by the bulldozer. This results in the reduction of harmful atmospheric emissions. The proposed single-bucket excavator can be used in places with structurally unstable soils as well as in all the climatic areas of this country. The proposed engineering solution enables to improve and to enforce the equipment of the repair and construction site. Moreover, the application of the excavator helps strip the pipelines of any diameters. The device design can be used in combination with any single bucket excavator.

The concept of safety and assurance of vital human activities in urbanization is one of the most significant backbone concepts of human ecology. The comfort of residential buildings under construction is largely owed to the radiation properties of the construction materials used. Therefore, the radiation-related hygienic support of technological processes and construction is an important issue for the construction industry. The paper considers the regularities of the formation of indoor background gamma radiation depending on various factors, in particular on the impact of the specific activities of naturally occurring radionuclides in construction materials. The results of the investigation allowed determining that the annual accumulated dose calculated according to the formula and the actual accumulated dose in buildings constructed of various materials comply with the normative documents, however the accumulated doses of human exposure in panel buildings are 4-6 times higher than in other types of buildings.

The paper presents an overview of the studies of Russian and foreign scientists exploring the issues of reliable operation of trunk pipelines transporting oil and gas. It is found that subsea pipeline networks pose a greater danger in terms of their functional failures and environmental effects and appear more prone to stress corrosion cracking. Certain materials and technologies are brought into focus to demonstrate that their use allows curbing the environmental expansion or ensures the reliable operation of oil and gas pipelines. It is noted that one of the most promising methods for reconstruction and overhaul of trunk pipelines provide for the application of composite materials to the internal surface of a damaged pipes. The appropriate formulation of composite materials depends on the condition of the internal pipeline cavity. Also, there are scientific breakthroughs which may serve to reduce corrosion activity of clayey soils. Stress is laid on the importance of innovations in the development of technologies and materials ensuring the maintenance of ecological balance in the areas where oil and gas transmission networks operate.

The urgency of improving methods of engineering and environmental survey of shore protection objects is determined by their existing disruptions, which violate environmental safety as a whole and create a danger for organization of tourism on the coast. The purpose of the study is to specify method of processing information on ecologically significant regularities of processes on the coast, which should be taken into account in the design of biopositive shore protection structures, based on in situ examination of coastal zones and the state of shore protection structures in the Crimea. During the monitoring, methods of field photo-fixation (in dynamics for 2015-2018), mathematical modeling (in determining the area of coast and beach loss), statistical generalizations (when identifying trends in the state of the coast ecology) are used. As a result, the nature and extent of deformations of the coastal zone of the sea and shore protection structures on the coast of the Kalamita Bay of the Black Sea in the area of the village of Peschanoe are identified. The loss of the coastal zone as a result of violations of reinforced concrete shore protection structures by 70-90%, as well as changes in beach areas (erosion, shortening of width, change in the quality of beach material) are revealed. The modeling of the process in the cliff in the zone of influence of the shore protection structures is performed. Studies have made it possible to assess the degree of influence of the technospheric elements (slope-step wave exclusion design) on the ecological state of the coastal zone and to determine the parameters of the organization of engineering and environmental monitoring in the development and operation of shore protection structures, using software.

The results of modeling the effects of stochastic levels of sound speed on formation of the zonal structure of acoustic fields for the hydrologic and acoustic environment of the deep part of the Sea of Japan. Numerical experiment involved calculation of the vertical structure of acoustic fields at the ranges from 20 to 120 km with discontinuity equal to 50 m in beam zooming for the set values of random component of sound speed field. In accordance with calculation, analytical correlations of changing coordinates of the closest and the furthest borderlines of the first three convergence zones at emitter depth depending on the level of random component of sound speed field were determined. Changes in borderlines of convergence zones occur in accordance with linear law; this said, the closest borderlines shift towards the emitter and the furthest borderlines – away from it. The obtained results of analyzing changes in structure of vertical distribution of acoustic field at the borderlines of convergence zones can be applied for engineering the systems of underwater monitoring for detection of local disruptions of acoustic velocity field of various nature against natural stochastic parameters of water environment in the deep part of the Sea of Japan.

New approach for classification of the state of technological pumping equipment is presented in the paper. The approach involves the use of pumping equipment parameters operative monitoring data for indirect fault identification. The proposed method is a part of developed integrated approach for decision support in the management of technological equipment of oil and gas fields. The method realizes a multi-stage classification scheme based on an ensemble approach to the intelligent data analysis. The scheme involves the creation of simple classifiers of the first level, which can be implemented on the basis of artificial neural networks or other effective classifying methods. The second level of the scheme is realized by a dynamically tunable aggregators of the first level solutions. The results of an experimental numerical study of the proposed approach and a number of data analysis techniques are presented. The obtained results allow to confirm that it is possible to detect different states of the pumping technological equipment more effectively by the usage of the proposed approach as a part of intelligent data driven diagnostics system.

The paper presents the developed elements of the system nowcasting hazardous weather events in the North Caucasus. The approach is based on complex analysis and extrapolation of instrumental observations data (weather radar, lightning detection network, weather stations, satellite information) and numerical modeling data based on the mesoscale model of the atmosphere. For the detection and warning of dangerous fast-growing convective processes developed automated working place of acceptance, a comprehensive analysis and display of radar, lightning detection, satellite and ground weather information. The system allows you to monitor individual convective cells, determine the speed and direction of their movement, the trend of their development. The evolution of convective cells is also predicted on the basis of calculations based on a three-dimensional numerical model with detailed microphysics. It has been shown experimentally that a waste of magnesium metal production is a realistic alternative to naturally occurring cement raw materials. The waste is the carnallite slurry forming during the chlorination stage. The slurry contains magnesium oxide (MgO) and magnesium chloride (MgCl2) in a mass ratio close to their optimal ratio when preparing Sorel cement. It is found that the magnesium oxide in the slurry is highly reactive. MgO extracted from the slurry and MgCl2 solution are mixed forming homogeneous magnesium oxychloride cement (MOC) paste in which bonding crystalline structures typical for Sorel cement are formed during hardening.

Currently the China's Belt and Road Initiative (BRI) attracts the attention of the rest of the world. Two transport corridors, the sea and the land routes, will link China with Europe. For Russia the transportation component of the BRI has gained special significance, because it will allow to unlock the export and transit potential of Russian economy. The eastern transport corridor crossing Transbaikalia is a very interesting project for the Trans-Baikal Territory. One of the priority directions of this project is the possible building of a high-speed railway (HSR). The study purpose is the assessment of the impact of HSR building on the regional landscapes in the context of a) identification and evaluation of risks of loss for the most valuable natural areas and b) necessity of inclusion of these areas in the existing network of natural protected areas. The spatial analysis performed using GIS technologies shows that the HSR project will affect 35% of diversity of the regional landscapes. Fragile natural complexes were revealed among them. Moreover, the greatest impact can be asserted on the "Dzeren Valley" Federal Reserve, a part of natural complexes of which will be covered by the 10-km impact zone. The measures to mitigate and to compensate the negative impact of the new transport infrastructure on the regional geosystems are suggested.

The article analyses the methodological issues of the socio-ecological and economic justification for the multidimensional indicator of the quality of life of the population - the welfare index of the population. Particular attention is paid to the scientific substantiation and quantitative assessment of this index, calculated for the subjects of the Central Federal District and differing in the parameters of both socio-economic and environmental development. The proposed methodology for calculating the integral indicator of the well-being of the population will allow to assess the level of socio-economic and ecological well-being of the population living in the territory of Voronezh region, taking into account the influence of institutional factors. The index of the well-being of the population reflects such indicators as the level of social and economic development, incomes of the population, the cost of living, the quality of medical care, education, the state of the environment, security, cultural level, the level of development of small and medium-sized businesses, etc. By this method, we have obtained integral indices for 18 regions of the Central Federal District for a 5-year period (from 2012 to 2016), which allow to reveal general information about the social and ecological well-being of the studied region for a certain period. The obtained generalizing indicators can be used to assess the effectiveness of the administration of municipal entities in the field of socioeconomic and environmental policy.

In the article, a simulation model of functioning of an expert analysis system of road accidents is described. The model allows to estimate the load of experts (specialists) and the system on the whole. The model is presented as an enlarged block diagram with the description of all incoming items connecting the system resources, tasks that need to be solved, and the application outflow. The model algorithm allows estimating the state of the expert analysis system of the road accident mechanism in changeable conditions (when the number of service channels or the number and nomenclature of incoming applications are changed). The model use allows making reasonable management decisions aimed to improve the system functioning.

Radioecology is a scientific discipline which studies how radioactive substances interact with nature; how different mechanisms affect the substances' migration and uptake in food chain and ecosystems. Investigations in radioecology might include aspects of field sampling, designed field and laboratory experiments and the development of predictive simulation models. This multi- and interdisciplinary science combines techniques from some of the more basic, traditional fields, such as physics, chemistry, mathematics, biology, and ecology, with applied concepts in radiation protection. The main structural element of the system for ensuring radioecological safety of biocenoses and the population is radioecological activity in a number of areas: radioecological monitoring of territories, radiation survey of facilities, compilation of radiation and hygienic passports of territories, decontamination of identified foci of radioactive contamination, neutralization of radioactive waste, collection and removal of radioactive waste from the territory of the settlement people, maintenance in a safe state of the structures of the atomic industry laziness and facilities long-term (centuries-old) storage of radioactive waste, their accounting, forecasting the radiation situation in the controlled area, the development and implementation of measures for the prevention of accidents. To determine a priori the unknown structure of the Earth and the forecast of catastrophic events such as earthquakes, it is suggested to apply the formulation of the Cauchy problem when both the Cauchy stress vector and the displacement vector as a function of the boundary and time coordinates t are given on the same surface. The advantages of this formulation are demonstrated by the example of the solution of the dynamic problem for a semi-infinite rod where there are no initial conditions along the entire length of the rod, and only Cauchy conditions at the end of the rod imitating the Earth's surface are given. To construct a finite-difference scheme with the second order of approximation accuracy, both the Cauchy conditions and the wave equation are used at the end of the rod. The calculated dependences of displacements, displacement velocities along the rod, comparison of numerical and analytical solutions are given.

In the article, it is shown that car dependability depends strongly on actual frequency of car engineering servicing, which can differ significantly from the standard one. Actual frequency is influenced by a great number of factors. The most essential factors are the car's daily mileage and trip length.

To define the influence regularities of these factors on actual frequency of engineering servicing, an imitating model and a software for its realization were developed. Model's adequacy was proved experimentally.

On the base of simulation experiments, influence regularities of the daily mileage and trip length on actual frequency of car engineering servicing were defined, and analytical models describing these regularities were developed.

The article deals with the methodological approach to the qualitative and quantitative analysis of the risk of a hazardous production facility, which is regulated by the current legal documentation in Russia. In this case, quantitative methods of failure tree analysis and event tree analysis are highlighted. The article shows possible variants of construction of listed trees for coal mines. The description of the automated system of calculation of trees of failures and events developed in Novokuznetsk Institute (branch) of Kemerovo state University is given. This software product allows you to build these trees with the help of Microsoft Visio, and then calculate the probability of failures and events that caused the accident at each site of the mine and the entire enterprise as a whole and draw up the results of the calculation in the form of a table in automatic mode. Examples of trees construction and results of calculation of probability of occurrence of failures and the events received with use of the described automated system for the concrete enterprise are resulted.

The coal deposits containing a complex of the major valuable microelements which have various degree of study are disclosed in Transbaikal territory. The analysis of geological material on coal deposits of Transbaikal region demonstrates great prospect for search and surveying of germanium-bearing coals in this territory. Gallium and beryllium at infrequent elements' group is expedient to consider which are contained in local coals in the increased concentration connected among themselves. Content of these elements in coals it is caused by space exposure of coal and rare-metal deposits. The last include the production reserves of beryllium and they are a part of the Transbaikal region beryllium-bearing province in Russia. It is noted that some coal deposits of Transbaikal region have the increased content of rare-earth elements. Noble metals in the increased concentration are established in many assay of coal of various deposits that is caused by constant aurum content within the Transbaikal metallogenic province. There are data on content of valuable ore elements in coal deposits of the Transbaikal region, regularities of their placement depending on geochemical features of metallogenic provinces, conditions of accumulation and to form into various components of coals and also information about ore elements' localization and their associations. The analysis of these data gives geological and technological characteristic to metal-bearing coals as to perspective complex of mineral raw materials. There are considered infrequent and diffuse elements, non-ferrous, noble, rare-earth and radioactive metals with concentration less than 0,1% as microelements in coals. According to the International Organization for Standardization 84 elements are detected in coals which belong to various groups of a periodic system of elements. 35-40 elements are found stably in coals of deposits of Russia in detection limits of mass analyses.

The soil hardness is one of the most important indicators, which makes it possible to estimate the soil layer as the root germination medium and choose one or another method of tillage or the depth of tillage. Due to its informative value, the hardness is used to obtain information about the quality of the performance of cultural-technical and agricultural operations. The main difficulties hindering the objective quantification and comparison of results is a strong influence on the measurement results of the plunger immersion velocity, as well as its shape and cross section. Therefore, the hardness values in the form in which they are currently used represent difficult to compare data, which strongly depend on the human factor and require the elimination of a number of significant flaws. The objectivity of soil impact assessment is significantly increased when using the volumetric soil crushing coefficient instead of the hardness, which in most cases is devoid of the listed drawbacks. The volumetric soil crushing coefficient is quickly and easily measured by hardness diagrams. The assessment of the impact from the machinery on soil compaction according to the volumetric soil crushing coefficient was carried out on light gray forest, dark gray forest and derno-podzolic soils of the Kanash District of the Chuvash Republic.

One of such problem is the World Ocean exploration by means of Earth's remote sensing. Middle-class spacecrafts for Earth's remote sensing are well known, e. g. Resource-P, Spot 8, etc. They have complete attitude control systems and control systems of orbital motion. Using these spacecrafts, it is possible to obtain high-quality information about sea currents, sea animal migrations, environmental conditions, etc. However, such projects are expensive and require a long period of implementation. For this reason, small spacecrafts are widely used now. In contrast with the middle-class spacecrafts, they have a variety of features. The small spacecraft mass does not allow to place a complete attitude control systems and control systems of orbital motion on its board. On the other hand, the small spacecraft moving is little-known. The main perturbing factors for the medium-class spacecraft are aerodynamic and gravitational. The main perturbing factor for the small spacecraft is the magnetic moment. Small spacecraft orbital moving significantly affects on the quality of transmitted to Earth telemetric data. It also affects on the reliability of data about the World Ocean obtained from the small spacecraft. During the development of the oil and gas complex in conditions of Western Siberia the acute problem raises with the bore mud recultivation. The amount of mud storage pits in Khanty-Mansiisk autonomous district reaches three thousand, analogous situation is also in YNAO. The bore muds have negative physical and chemical properties, such as ash structure, high dispersion, absence of airing, weak filtration, swelling ability, hydrophilic nature, high alkalinity and toxicity. The indicated properties are stipulated by the presence of water-soluble salts in the original soils and addition of caustic soda and soda ash into the bore muds and the following introduction of sodium into absorbing complex. The studies showed that this problem can be solved at the expense of use of phosphogypsumcoagulant which is chemical waste in combination of magnetic water. This contributes to the increase of filterability by 35.8 times and flow-outs of water-soluble salts. This phenomenon will allow us to create favorable conditions for the cultures-phytoameliorants during the following recultivation.

To meet the demands for oil and gas production, the number of oil and gas wells is increasing every year, construction of drilling sites is growing and, as a consequence, the amount of drilling wastes continues to grow too. The article is concerned with consideration of hazards from produced chemicals for different environments as industrial anthropogenic sources based on drilling cuttings (DC) from Tomsk Oblast oil fields (Siberia, Tomsk) as an example. The rock-forming minerals in all samples are quartz, albite, and Muscovite. Bioassay results of DC from research oil field showed the biological effect on the test culture.

To protect irrigation intake structures from the deposition of sediments (from bottom, middle, upper layers), which can be a source of secondary water pollution, a large number of different designs of sediment interceptors have been developed. Increasing requirements for withdrawn water quality from the watercourses for irrigation and water supply, necessity of reconstruction on a large part of the previously constructed headwaters and have led to the development of an effective protective device.In the 20th century, world population has tripled from 1.6 to 6 billion people, irrigated farming area increased from 50 to 267 million hectares, and water consumption increased six-fold - from 500 to 3,500 km3 / year. The real water shortage is provoked by increased demand, associated, according to experts and international organizations, with demographic boom, change in food intake of large groups of population, industry and energy development, urbanization and popularization of biofuels. Factors that reduce available water resources include inefficient water use, water pollution and, increasingly, climate change. This issue remains very important for the Crimea and its successful resolution will become one of the foundations for the sustainable development of the peninsula.Water resources are one of the factors of sustainable development of the territories on global and regional levels. There is a way of using a DVR for automatic collision warning of vehicles moving on the oncoming lane. This way is based on the analysis of the images parameters dynamics of vehicles on the road obtained with the help of a video recorder. The analysis determined the value that is compared with a threshold level. Its excess indicates an increased risk of collision of vehicles. At this time, the driver is notified of the need to change the parameters of the vehicle and the restructuring. When using this method, the question remains concerning the adjustment of the algorithm parameters. The aim of the work is to simulate statistically the probability of an accident with timely alarm to the driver about the risk of collision, as well as to study the effect of the alarm parameters on the probability of collision of vehicles moving on the oncoming lane. As a result of modeling, a series of dependencies on the collision probability of different parameters of the alarm algorithm, the car, the driver and the car movement is received. Based on the obtained dependences, it will be possible to conclude about the optimal setting of the parameters of the driver's alarm about the possibility of a collision, taking into account the status and performance of the road system, the car and the driver.

The sewage water, the soil at the polygons of burial of waste and some limited approved rubbish dumps were tested in four areas of Republic of North Ossetia-Alania. With a view to reveal the effect of the polygons of waste for the condition of subterranean water were taken exposure potential lot quality of natural water, given seriate the classes of pollutions. The results of environmental-geochemical approbation of the land revealed: in different technological areas becomes useful increase of areas of technological source of pollution under the useful increasing factors of concentration of majority of toxic elements. Water migration of some chemical agents, including heavy metal ions resulting in the landfill, promotes the pollution of the sewage water. According to the level of increasing the pollution of the soils were made the chain of exceeding the maximum permissible concentration: Curchevron Pbrchevron Znrchevron Cd. The soil increased concentration of heavy metal ions, which of exceeding the MPC in several times.

Handling of the industrial waste, including drilling waste is still one of the leading fields in the ecology area. The article considers utilization way of the bore mud consisting in application of safe components allowing getting of the ground suitable for the reclamation of disturbed lands. There was revealed that the content of physical clay (d < 0,01 mm) in the control sample (bore mud) is 6,58%, when applying the mixture of components in the bore mud. The decrease of physical clay is observed in the ground of A type (2 times) and B and C types (3 times). In the same time, in the grounds of all types, hydrophysical properties improve and gelation takes place. Composition of the studied total forms of heavy metals was on the level of maximum allowable concentrations for loam. Manganese concentration in the control sample was in the range from 69 to 93 mg/kg. Water extract from the grounds of all types has very strong influence on the test objects (Daphnia magna Straus), class of hazard for the environment is IV.

Economic activity connected with the mastering of oil deposits has man-induced impact on the condition of environment. During the well drilling using materials and chemical reagents (drilling agents) with different degree of danger for the environment (III-IV class of hazard), drilling cuttings are lifted to the day surface (the bore mud, used drilling mud, drilling waste waters) with their following placement in the mud pits (temporary storage tanks, slurry reservoirs). Man-induced impact from the use of mud pits is expressed in the pollution of the atmosphere by the pollutants from the mud pit surface, pollution of the top-soil, surface and ground waters and negative influence on the animal and plant world of the territory. Mud pits liquidation and recultivation technology will allow decreasing of the man-induced influence on the environment.

This work is devoted to investigation of methods of obtaining and usage of lipid fraction from microalgae. We describe methods for obtaining lipid fractions from microalgae Chlorella Sorokiniana by means of Sohxlet apparatus. We studied influence of microalga biomass drying technique (IR and lyophilization) and cell disintegration technique on lipid output from biomass. We investigated physical (SHF-radiation) and mechanical (grinding) treatments aiming at cell disintegration. It was shown, that maximum lipid output is obtained at combined treatment of biomass by lyophilization and SHF-irradiation. When comparing total lipids output from lyophilized biomass without and after disintegration (by mechanical and physical treatments), we didn't notice any notable difference. Lyophilic treatment simultaneously dehydrates biomass and results in maximum cell disintegration, which provides maximum lipids output without additional disintegration stage (13.2%). It was proved that biomass lyophilization results in maximum lipids output.

Chemical composition, distribution and quantity of chemolytotrophic and heterotrophic microorganisms as well as some of their ecologo-physiological properties have been studied in the technogenic waters of tailing dumps. It has been shown that technogenic waters exhibit low values of pH (2.8 to 6.1), high mineralization (up to 5.6 g/l) and high content of trace elements. Microbiological analysis has shown that a wide spectrum of microorganisms is involved in destruction of sulfate-containing minerals. Technogenic waters of tailing dumps contain autotrophic thionic and sulfate-reducing bacteria, autotrophic and heterotrophic nitrifiers, ammonifiers, heterotrophic manganese and iron-oxidizing bacteria, saprophyte microorganisms and microscopic fungi. Thionic and sulfate-reducing bacteria were most numerous in the waters under study thus indicating the processes of sulfur bacterial oxidation and reduction in the tailing dumps. Microbiocoenosis of the tailing dumps has failed to show a high qualitative diversity. Among the thionic bacteria there were Thiobacillus thiooxidans, Th. intermedius, Th. ferooxidans and Th. acidophilus. Microscopic fungi included Aspergillus, Penicillum, Mucor. The heterotrophic saprophyte microorganisms were predominantly gram-positive Bacillus sp. The isolated heterotrophic bacteria grew at the wide temperature and pH ranges and showed high resistance to heavy metals.

The article deals with key performance indicators (KPI's) of improving the quality of transport services using modern information systems. The main reasons for the influence of ergonomics, speed of communication and transport infrastructure on increasing the competitiveness of passenger motor transport are singled out. In addition, one of the main directions of the study is to describe the impact of traffic quality indicators, which include comfort, accessibility, safety and information level, on the demand of passengers for public transport services. Also, the description of the information and analytical model of the program for selecting the required vehicle, taking into account passenger flows, capacity, and comfort indicators for passengers and operational performance of buses, is described. The experience of European recycling industry shows that modern recovery technologies provide economically effective recycling process of vehicles. However, automotive recycling is still not a financially independent industry. To obtain high level of efficiency requirements for recycling must be taken into account on earlier stages of vehicle design. This paper is dedicated to light commercial vehicles (LCV) design process with taking into account requirements for recycling, recovery and reuse. An analysis of Russian and foreign legislation in the field of automotive recycling is presented. As one of the most important result of the work a methodology of LCV design with taking into account requirements for recycling was created. The methodology includes engineering and economical analysis that provides possibility to achieve the highest results for each specific new type of vehicle as well as to justify the use of non-metallic components. A calculation of recycling rates is presented as an example. In order to reduce labor intensity and speed up the dismantling process a simulation of dismantling was performed with an analysis of trajectories and spent time for each component considered for dismantling.

One way to improve commercial vehicle safety and environmental protection is the application of modern technology, using electricity as a main power source. Electric vehicles have undeniable environmental advantages over cars with internal combustion engines. Scientific team of the NNSTU, with the support of engineers from the Joint GAZ Group Engineering Center and specialists from PJSC "GAZ", is developing a line-up of electrical platforms for commercial vehicles with autonomous power sources. The article presents an analytical review of existing prototypes of electrical platforms. The authors performed an assessment of the possibilities of usage an auxiliary power plant based on fuel cells (including the membrane type) as part of the electrical platforms. In addition, the work touches upon the problem of using traditional energy sources for electric platforms - traction batteries, because the consumer appeal of electrical platforms largely depends on the batteries. The authors propose the configuration of the chassis for the platforms. The configuration provides wide opportunities for the integration of automated and unmanned traffic control systems in commercial vehicles. The article presents a prototype of the electric platform, equipped with the developed systems of automated traffic control. In conclusion, the results of experimental studies, based on the running tests, are given.

The urgent task is assessment of the emergency danger of damage to overhead and underground gas pipelines, depending on conditions of their laying, the nature of damage, gas pressures, diameters, atmospheric impact, as well as assessment of the environmental impacts of the gas leaks from damaged gas pipelines. Despite equipment and technologies improvement, the safety factor of the gas supply systems remains a priority. The purpose of this study to investigate issues of technological and functional reliability of the gas distribution systems. Development methodological principles for efficiency increase and reliability of the gas distribution systems by narrowing zone of economic uncertainty and establishment communication between reliability indicators and design features of the gas supply systems. Methods of the system analysis are used. The research is based on generalization and systematization of materials of the gas distribution organizations for gasification the territory of the Russian Federation. There is the analysis of statistical data on accident rate at the objects of the gas industry during the period from 2010 to 2016. Calculation of the number and specifics of the accidents occurrence is carried out on the basis of a system analysis of the gas supply systems elements.

The intense urbanization process has conditioned a significant number of ecological problems connected with a rapid deterioration of the quality of urban environment. All that calls for indication and an unbiased assessment of its current state. The distribution of heavy metals in the town's soils was in the following descending order: lead > zinc > nickel > copper > cadmium > mercury > arsenic. Largest values of contaminating substances were determined in the territories adjacent to motorways. The maximum value of oil products content in soils of the researched areas was determined on a motorway section and was 280.9 mg/kg which corresponds to an "acceptable" level. Researched soils had no express acute toxicity which is indicative of acceptable ecotoxicological state of the town's soils.

One of the major factors making a negative impact on the conditions of industrial safety in the Russian Federation is the insufficient skill and personnel training level. In this research we have implemented an integrated approach to the assessment of the professional competencies of employees, which is providing a traditional assessment of professional knowledge and skills, as well as the identification of the professionally important qualities (attention, memory, a tendency to risk, etc.) and its level of development. For this purpose, we have for the first time developed the automated complex of assessment and improvement of employees' professionally important qualities (PIQ). On the one hand, the application of this complex decreases a probability of accidents' emergence, due to the increase of efficiency in the procedure of compulsory education and examination of industrial safety requirements of employees, and on the other hand, it reduces the extent of damage in the accidents by increasing the personnel readiness for localization actions. The main advantages of the developed automated complex are its systematic character both at the level of the software product and at the substantial level. An author's algorithm is used to calculate the integrated assessment of readiness for work in maintenance and repair of hazardous production facilities; it is based on the analysis of diagnostic information.

The paper discusses the theoretical principles of the scientific field "Technospheric Security". This method is well-known as LURR (load-unload response ratio). The question is the experience of studying the wear resistance of mining machines in arctic conditions. Nikolay Tarasov investigated the wear during the penetration of excavations in rocks with negative temperatures. The importance and prospects of similar studies are discussed, taking into account the plans for the exploration of outer space. According to the corporation "ROSCOSMOS" not frozen rocks on the planets of the solar system are found only in the equatorial zone. An analysis is made of the wear characteristics of working tools of mining machines in the development of rocks with temperatures ranging from -9 to -110 °C. Made suggestions: to reduce the abrasive wear of the working tool, new approaches to the solution of the problems of wear resistance must be applied; to make an analysis of the possibility of using nonmaterial to increase the wear resistance of working tools of mining machines; taking into account the prospects of cosmonautics, to use the permafrost rocks of the Arctic zone as a testing ground for studying the wear resistance of rolling machines.

Solving the problems of energy saving and reducing the load on the environment during the operation of internal combustion engines develops in different directions. One of the ways to reduce fuel consumption and reduce the amount of harmful emissions can be the use of an activator of liquid hydrocarbon fuel. Activator of motor hydrocarbon fuel (gasoline, diesel fuel, aviation kerosene, fuel oil) carries out processing of fuel, changing its composition and performance properties and is a highly efficient mechanical device. As a result of the action of the activator, the composition and properties of the hydrocarbon fuel change, the content of heavy fractions decreases, lighter and branched molecules appear, the sulfur and tar content decrease, and fuel consumption decreases. The decrease in the content of harmful emissions of CO, CH, CO2 in exhaust gases was experimentally established. Activated (structured) motor fuel, in addition to these advantages, increases the life of the engine by improving the organization of the working process in the engine cylinders, provides easier start-up at low temperatures and approaches the requirements of the Euro-5 certificate, regardless of the initial quality. This development provides solution of actual problems of energy saving and reduction of environmental pollution during operation of internal combustion engines.

The article is devoted to the analysis of the plastics biodegradation rate under the impact of micromycetes. Three types of widespread soil micromycetes were selected for the experiments. The strains of thermotolerant micromycetes (optimum growth at a temperature of 12-25°C) isolated from karst caves were used. Penicillium chrysogenum, was highlighted with gypsum sinter deposits of the Novoafonskaya cave named after G. Sh. Smyr (Abkhazia). P. nigrum, was isolated from clay deposits of Divya cave (Russia, Perm region). Sporotrichum sp. was allocated from the clay deposits of the cave Mchishta-Akshasha (Abkhazia). Four types of plastics were biodegraded: high-pressure polyethylene, polypropylene, polyethylene terephthalate, low-pressure polyethylene. The experiments were carried out in the Chapek-Dox nutrient medium in liquid and agar medium. Evaluation of the biodegradation rate was carried out by calculating the mass loss of samples. Qualitative changes in the surface were studied by using scanning electron microscopy. It was found that P. chrysogenum had the highest rate of biodegradation and P. nigrum had the lowest rate. The weight loss was the reatest in polyethylene terephthalate, lower - in polypropylene, and the lowest one – in the low-pressure polyethylene.

Modern oil-processing industry is based of development of the real sector of economy of any state. Cardinal equipment modernization is necessary for increase in efficiency and acceleration of rates of oil processing. In this regard development of new designs of contact devices for mass-exchanged processes is the most urgent task. For her decision in this article the design of the vibronozzle mass-exchanged device for carrying out process of extraction is offered. The feature of the developed design consists in sectioning of the interdish-shaped space filled with layers of a floating pack that allows to prevent cross hashing of the interacting components in devices even of big diameter and to provide counterflow carrying out process in the conditions of vibration influences. For assessment of efficiency of the upgraded device process of crushing of a disperse phase at back and forth motion is investigated and also process of formation of a surface of contact of phases for each operating mode of the device – the vibropulsation, vibropump and vibroboiling is considered. During the researches on height of volume of interdish-shaped space of the device three pronounced zones differing in the impact on the considered liquid drop have been revealed. Also as a result of the done work expression of dependence of diameter of drops in the device is received from the geometrical sizes of mass-exchanged devices and from physical and chemical properties of phases.

This article presents the results of long-term monitoring of the oil pollution in the Azov Sea. Areas with long-term chronic pollution (Arabat and Kazantip bays) are identified. The Azov sea transport routes and the location of natural gas fields can be the reason of the oil pollution. In addition to chronic oil pollution, this area is contaminated with heavy metals in particular in bottom sediments. The biological indicator was chosen for a more accurate analysis - the condition of the bottom-dwelling fish Round goby (Neogobius melanostomus (Pallas, 1814). Comparison of the size-mass characteristics, biochemical indicators and morphophysiological parameters of Neogobius melanostomus in different years has shown a decrease in the quality of habitat conditions. This decrease may occur due to contamination of the territory with oil products and heavy metals.

An analysis of accidents at oil and gas processing facilities was carried out. It is shown that one of the main organizational reasons for emergencies is a poor-quality control over compliance with the industrial safety requirements. An assessment of the accident level compliance at the level of operating personnel and emergency formations was carried out. To improve the effectiveness of personnel, a mathematical method is proposed for processing the actions under the emergency response assistance plan and their automatic categorization at levels "A" and "B". The mathematical model of the emergency response assistance plan categorization was obtained by evaluating the informativeness of the parameters using the Kullback's measure. The developed model of an automatic categorization made it possible to identify a situation in which the actions of the personnel were at one level, and the emergency response assistance plan was of a lower level. Conclusions are drawn on the need to review the level of the emergency response assistance plan. To verify the efficiency of the model, a calculation for an additional group of emergency response assistance plans was carried out. Conclusions are drawn about the application possibility of this model in determining the level of an emergency situation.

The article presents successful technologies for isolation of functional polystyrene materials. The results of analysis of a material with current and heat-conducting inclusions, of an antibacterial component for medical purpose are given. The material has polymer characteristics and is suitable for obtaining a product with specified functional properties. Ways of copper formation having nanometer dimensions, a brief methodology and possible structure of the resulting filler are shown. Copper nanoparticles have unique anti-bacterial, current and heat-conducting properties. These properties are largely retained in the polymer material. The used carrying agent - polystyrene - is a product of large-capacity production; therefore the resulting materials are based on developed raw materials base all over the world. Isolation of copper ions from nanoparticles depends on the type of stabilizing agent and chemical nature of the environment. Implementation of antimicrobial properties in polymer materials is achieved by the dosage of copper in the amount of 1-2% by weight. Giving to material the conducting properties of copper nanoparticles requires higher concentration of metal. The shown way of synthesis of copper nanoparticles is suitable for implementation in polystyrene.physical properties of the catalyst, so that an efficient, industrially applicable process.

The genesis of industrial ecology, the analysis of the main stages in development of technology and eco-technology, allows to confirm that they are not effective enough in ensuring safety and sanitary-hygienic conditions. The introduction of promising innovative technologies, the growth of labor productivity is often limited by parameters of ensuring controllability of technogenic processes, in particular, localization of explosions of aerosol dust mixtures. A method of hydro-vortex dedusting is suggested based on the principle of circulating orthokinetic hetero-coagulation in the system "liquid-solid", graphical-analytical model of hydro-vortex inertial orthokinetic hetero-coagulation. Expressions for effective values of the Stokes and Reynolds criteria under conditions of hydro-vortex hetero-coagulation were modified. Equations are obtained for calculating the amount of decrease in the total energy consumption required for absorption of dust particles, the effective wetting contact angle and minimum diameter of dust particles to be absorbed during hydrovortical heterocoagulation in a function of angular velocity of liquid droplet rotation. A decrease in the energy barrier under conditions of hydro-vortex coagulation is established, being caused by an increase in the effective values of the Stokes criterion in comparison with the values obtained without taking into account rotation of the liquid drops. It is shown that hydro-vortex dedusting increases efficiency of dust suppression, localization of dust mixture explosions, significantly reducing the size of dispersed dust composition, ensures the growth of resource efficiency of eco-technology due to reducing of water consumption.

Further intensification of mining operations, application of innovative technologies that ensure efficient extraction and processing of mineral raw materials is limited by the requirements to the air and gas dynamic safety system, one of the energy-intensive elements of which are gas-sucking fans characterized by insufficient adaptability and aerodynamic loading. Using the Christofel-Schwartz equation, taking into account the theory of attached vortices, the Chaplygin method of singular points and residues, the conformal mappings method was modified and an additive mathematical model of the circular lattice of "S" -shaped profiles with circulation control vortexes was developed. The uniqueness of the obtained solution is proved up to a constant for the given parameters of vortex sources. A technique for calculation of aerodynamic schemes of adaptive highly loaded circular gratings with "S" -shaped profiles and built-in vortex sources is proposed. A parametric series of patented block-modular gas-sucking ventilators was developed on the basis of the designed aerodynamic scheme of TS145- 20, providing for the coverage of ventilation regimes for gas-abundunt coal mines for a perspective up to 2025. The test results of the prototype gas-sucking fan BPVG-7 confirmed the increase in adaptability by more than 50% and aerodynamic loading by 35%.

To enhance the safety of the transport of dangerous goods in tanks, the latter should improve the mechanical (physical) protection to prevent accidental damage to the boilers, such as objects containing dangerous goods directly. The sorption of iron (III) and copper (II) ions on natural clay minerals of deposits of Buryatia is investigated. The adsorption of ions of these metals depends on pH of solution, clay loading, concentration of metals ions and also on the temperature of adsorption carrying out and regularities of influence of these parameters on adsorption efficiency are determined. Kinetic regularities of adsorption of ions of Fe3+ and Cu2+ on natural clays are consistent with kinetics model of pseudo- second order. The isotherms of equilibrium adsorption of above-mentioned ions on natural clay are described by Langmuir equation with the correlation coefficient of R2 equal 0.994. Results of testing of clays in the process of purification of adit wastewater of iron and copper ions testify to a possibility of effective use of natural clays of Buryatia in sewage treatment from ions of heavy metals.

In the given paper, we consider the original design of an electrostatic filter [2], which, in addition to precipitation of unburned hydrocarbon fuel particles (soot), allows to fulfill the fine cleaning of the waste flue gases. The design consists of two parts, each of which carry out respectively a coarse and fine cleaning of the smoke passing through the filter. The application of this filter allows to solve the problem of smoke emissions in certain industries and the national economy, where until now the using of the electrostatic cleaning method encountered some difficulties and was unsufficient. The compact construction of vertical design does not require the special place for its location and can be placed as a superstructure of the working pipe or inside it. The self-cleaning system at each filter level allows to minimize the influence factor of maintenance personnel on the work process, improves the safety level and increases the service life of the cleaning system between current repairs.

Porous resorcinol-formaldehyde resins were fabricated by leaching an inorganic filler introduced earlier into the polymer and by polymerization of the emulsion dispersed medium. Offshore oil and gas platforms located on offshore fields are exposed to various stresses, the most intense of which is corrosive. Corrosion caverns arising in different areas of offshore oil and gas structures cause local stress concentration, and can cause overstresses of structural elements with its subsequent destruction. The most dangerous are corrosion defects "V"-shaped, capable of increasing the value of operating stresses more than 2 times. The article presents the results of experiments and a method of estimating the size of corrosion defects on the basis of data on the difference between defect-free and corrosion-affected areas. The use of this technique will allow to determine the sizes of corrosion damages with high efficiency and to estimate their influence on the safety of operation of offshore oil and gas platforms.

Using the methods of electron microscopy and IR spectroscopy on the surface of diamonds from the tailings of froth separation, hydrophilic mineral formations have been diagnosed and the efficiency of electrochemical effects has been identified for their removal during processes beneficiation of refractory kimberlites.

It is shown that the application of the method of electrochemical conditioning of recycling water in the scheme of flotation of diamond-containing refractory ores makes it possible to clean the surface of diamonds from hydrophilic mineral formations and, accordingly, to increase their recovery into a froth separation concentrate by 5.2% for slightly changed kimberlites and by 23.5% for intensely altered kimberlites.

The article proposes a model of a telecommunication system that allows to conduct a joint study of its functional and cost characteristics. For this model, three technical indicators and three economic metrics are used. They allow to explore the basic characteristics of a telecommunication network under normal operating conditions and when a critical situation of a different nature occurs. In this case, the numerical values of the attributes included in the bundle of the three technical indicators and the three economic metrics differ only. Consequently, the model itself remains unchanged. A methodology for analyzing the proposed model is developed. Two examples of the application of the proposed methodology are given. It is shown that in critical situations, which are often associated with a sharp decrease in the available resources of the telecommunication network with a simultaneous sharp increase in traffic, it is advisable to use methods of interdisciplinary approach. Such methods, as a rule, will significantly improve the effectiveness of further research.

The simultaneous treatment and disinfection of natural water and municipal wastewater using solar-enhanced Fenton-like process was studied. Using herbicide atrazine and bacterium Escherichia coli as model pollutants, the kinetics of separate and simultaneous processes of destruction and inactivation in different aqueous matrices (deionized water – DW, lake water – LW and wastewater – WW) were studied in the ferrous-persulfate system, activated with natural solar radiation {Solar/Fe2+/S2O82−}. It was found, that the presence of bacterial cells inhibited the rate of atrazine destruction in all water types, decreasing the pseudo-first-order rate constants by one order of magnitude. The accumulated solar doses (QUVA) for 90% atrazine removal from DW, NW and WW were 5.2, 5.7 and 9.2 kJ/L, respectively. By contrast, the presence of atrazine in NW and WW did not affect negatively on the E. coli inactivation rates. Inactivation of 95% cells was achieved (∼1.5 log reduction) at doses QUVA of 4-6 kJ/L, that is comparable with the literature data on E. coli inactivation in other oxidation systems. The combined method of simultaneous destruction of micropollutants and inactivation of microbial pathogens was proposed by using natural solar radiation in the ferrous-persulfate system.

The paper presents a regional statistical characteristic of the analytical and morphometric properties of the prevailing light gray forest agrogenic soils and the dynamics of the yield of winter rye. It has been established that the balance is generally positive, with a phosphorus content of plus 15.4 kg, nitrogen - plus 4.7 kg, negative potassium - minus 16.5 kg. The example of background zonal light gray forest soils shows changes in the agrochemical state due to economic activity. The noted regularity affects the dynamics of the yield of the winter rye of the region. The actual yield of winter rye rises from the beginning of observation to the last years, with a maximum of 31.9 c / ha. At the same time, in recent years there has been a tendency to reduce the yield of all crops, including winter rye. The noted decrease in the yield of winter rye in the region is recorded by its moving averages over 11 and 22 years, which is due to the negative balance of macroelements in agriculture during this period.

Distribution and abundance of rare earth elements in Volchansky Spa of CO2-rich mineral waters and REE fractionation during the formation of Fe2O3 precipitates on the Sakhalin Island (the Far East of Russia) were studied. The main common features of waters are Na-Cl-HCO3 hydrochemical type, high total dissolved solids (5.4-6.5 g/L), a slightly alkaline pH (6.4-6.5), and reduced conditions (Eh from -181 to -110 mV). The NASC-normalized patterns of groundwaters are characterized by HREE enrichments, negative Ce and positive Eu anomalies. The explanation for the HREE-enriched pattern is that the HREEs form stronger complexes with ligands in solution than do the LREE. Mineral precipitates are presented by Fe-oxides and ΣREE concentrations significantly higher compared to those of the original waters. The slight negative Ce and positive Eu anomalies are also found in the precipitates and these values are very similar to those of the original CO2-rich waters. It is point out that mineral precipitates are unfractionated or slightly fractionated in comparison to the mineral waters.

The research problem is relevant due to the fact that for several years in the Russian Federation accident rate involving school buses remains high. The article is aimed at defining new approaches to the organization of transportation of students in order to improve the safety of such transportation. In this regard, the authors propose to select road transport operators using the mechanism of public procurement based on the evaluation of the conditions of the organization of the transportation process. The article provides the argumentation of the indicator of the level of ensuring the safety of transportation of school students, which depends on the conditions of the organization of the transportation process: the state of the material and technical resources, human resources, organization and management of the transportation process, the organizational management to ensure the safety of the transportation process and the financial support of the road transport operator.

Nizhne-Taezhnyi ore node of Northern Primorye is a complex object containing tin-polymetal-silver, polymetal-silver, and proper silver mineralization silver-porphyry mineralization is possible to be found also. Analysis geogimicl element distribution showed that Ag and Sb with good correlation between each other manifested a weak tendency to decrease with depth. The highest concentrations of Sn, Pb, and Zn are fixed at a depth of about 250 m and decrease upwards and downwards from this level, but Mo and Cu contents essentially increase at low levels (Fig. The revealed tendencies of variability of the chalcophile element concentration both laterally and vertically can be explained by the availability of a vertical mineralogical-geochemical zonality of the mineralization.

The article describes the system of intellectual support for remotely operated vehicle (ROV) operators, which provides the precise movements control of the ROV and its depressor-weight along the specified trajectories, even in the case when the supporting vessel has no a dynamic positioning system. Proposed system provides operators with visual recommendations and warnings, which are formed in real time on the basis of expert evaluation of the information obtained from various sensors and navigation systems. Software and hardware implementation of the system was carried out for the working class ROV Comanche 18. Experimental studies of the developed system were carried out during an expedition to the Bering Sea on board of the research vessel Akademik M.A. Lavrentyev.

The underground waters from the abandoned mines of the Partizansk coal basin were subjected to isotope-geochemical study to investigate their compositional features and regularities of their formation. The study has shown that flooding of the mines caused origin in the natural and industrial structures of a succession of water solutions with changeable composition: HCO3-Ca→HCO3-Mg→HCO3-Na→HCO3-SO4-Na→SO4-Na. The sulfur variability here is conditioned by the amount and level of oxidation of pyrite inherent in coals, bacterial component is important as well. The natural and industrial structures under consideration demonstrate zonality of geochemical conditions. Deeper horizons are the place where aerobic systems transit into anaerobic ones, and predominantly deoxidizing environment stimulates generation of biochemical natural gases, such as CH4, H2S, CO2, and H2. It has been established also that transformation of groundwater composition influences the rare-earths behavior; distribution of the dissolved REE depends on the water type and is controlled by the water-rock interaction processes and equilibrium – non-equilibrium state. Mineralization of the waters under study correlates with δ1O and δD parameters, and variation of their values can be used for estimation of the water-rock interaction degree.

The problem of marine traffic safety is discussed in this paper. The problem of ships path planning taking into account heavy weather conditions (sea waves) along the route is considered. As a metric characterizing the safety of traffic, a well-known storm diagram of ships at a passing wave is used. According to it, the level of danger is determined from the data on height and wavelength. The route is formed as a result of solving the problem of finding the shortest path on a weighed graph. As a source of meteorological data, satellite monitoring information is used. It is shown that in spite of the roughness of the initial data, they are able to give a practical solution for choosing the trajectory of the vessel's motion. The work is accompanied by the results of full-scale experiments. The results of the assessment of the vessels safety and path planning in the waters of the Sea of Japan are presented.

We propose a technique for calculating the dynamics of the temperature field in a system of polymeric sliding bearings, taking into account the speed of rotating shaft. A numerical algorithm for calculating the thermal processes in sliding bearings on a common shaft is developed by solving a system of two-dimensional and three-dimensional heat equations. We determined the time step, depending on the speed of rotation of the shaft by computational experiments. This allows us to determine the temperature fields with acceptable accuracy for practical use. The test results of sliding bearings made of composite material based on fluoropolymer are presented, which show the adequacy of the proposed mathematical model to the real thermal process.

Analysis of existing designs showed that for the basing of the module on vehicles it is possible only with the use of load-lifting equipment with a load capacity of 5-6 tons, which is not always possible to realize in remote areas. The design of the module for extinguishing residential and industrial premises in remote settlements, as well as for their protection against forest fires, is proposed in the form of a draft design. The modules can also be used as a reserve of fire fighting equipment in district centers, as well as in specialized forest divisions of the GUIN system. The fireman module is designed for installation on trucks with a platform having openable sides, a load capacity of 4 or 6 tons without changing their design and without the use of load lifting mechanisms. The module has indicators of technical characteristics similar to those used in fire protection for road tankers, but significantly less. Its use does not require the purchase and maintenance of a fire truck with a driver, the construction of a fire station, the cost of operation is minimal.

The article is to study the influence of oil price variation on the parameters of the residential real estate market, which is a significant factor of the development of the country's living standards. The analysis of oil price variation as one of the key figures determining price variation of goods and services in Russia, covers the period of the 2008 crisis and the postcrisis period of 2011-2017 (on a quarterly basis). The price variation of living space per square meter in the primary and secondary housing markets in remote federal districts (Central, Siberian, Far Eastern) has been analyzed. That allowed to identify the specifics of the process investigated in far-flung territories with significantly different indicators of economic development. As an assessment tool of the impact of structural changes in the Russian economy on price variation a statistical Chow-test, showing the presence of structural instability during the crisis, has been used. Based on the data, modeling of the interconnection between the oil price variation and a housing square meter price variation has been carried out in the period of 20112017. The official data of the Federal State Statistics Service of the Russian Federation have been used.

In the context of international mutual economic restrictions, Russian contract system is becoming a relevant tool to solve problems in domestic policy. There is no single model to assess the effectiveness of procurement system in the world practice. In Russia, the assessment of this system performance is done by a number of executive authorities for their specific purposes. It is necessary to create an intelligent system of key performance indicators for public management budget procurement. Such system is required for current and rapid adjustments of decisions at all levels of a complex and multiple public procurement system in the Russian Federation. The article summarizes the possibilities to use principles of key performance indicators methods for performance assessment of public procurement management in Russia. A more detailed performance examination of specific groups of participants in the procurement system ranged according to the management levels and regions will enable in an integrated manner to evaluate the relevance of each group to the world procurement standards, to the professional requirements and to the performance appropriateness in accordance with the set goals. The article presents the effect of the overall assessment of the procurement system in five main areas. Delayed assessment criteria are identified. It is pointed out that their effectiveness is appropriate to evaluate in dynamics.

This research is a qualitative research method, in which the in-depth interview will be used to collect data. To analyze environment and explode guideline of online marketing strategy, the interview was conducted with 20 lecturers, supporting staffs, and current students who are currently working and studying in the college. The results illustrated that overall online marketing environment, both within and outside SSRUIC were in the good condition. Administrative environment could help the college to operate online marketing more efficient. Meanwhile external environment could facilitate the institute to effectively reach target market. The college, however, should create various online marketing tools as well as provide clearer and deeper information to all audients. To develop guideline of online marketing strategy, SWOT analysis can be applied with readjusted 4Ps marketing mix and 4S model. The college could maximize strengths by creating reliable and attractive online marketing tools. They could also offset weaknesses using opportunities in order to provide faster information with higher accuracy. Moreover, threats could be reduced by updating content to accomplish customer preferences. This research, as a result, can contribute the guideline to those who are in academic field to adjust their resources with online marketing strategy.

A method and a device employed for testing of minerals in the field environment is proposed. The method is based on the use of information-wave technologies. It is an information wave based method comparing human being's psychosomatic response to an object under test and its information nosode. The information nosode is an electromagnetic signal with pulse-code modulation being formed at the output of the information-wave generator. A non-invasive sensor of human being's blood vessels light penetration ability is offered as a sensor of psychosomatic response. A functional diagram of the device and a description of its operation and finally, the results of minerals testing are given in the article. Nature and climatic features of these areas limit use of traditional methods of oil spill response. The analysis of response activities in various climatic and natural conditions has shown that one of the well-proven methods is sorption purification. The laboratory data have served the preliminary stage for correcting sorbents (Lessorb, Exfoliated Graphite Sorbent (EGS), Peat Dust Oil Sorbent (PDOS), Biomatrix technical passports and selecting their best quantities for oil spill response under various temperatures including low value in the marine environment.

The growth of environmental pollution especially in big cities dictates the need to search for the reasons of this trend, most of which refer to the economic sphere. The aim of this work is not only to describe the state of environment in Russian cities with the population of 100 thousand inhabitants and more, but also to reveal the main economic factors that influence on the intensity of their environmental pollution. The ecological and economic analysis of Russian cities, fulfilled in this work, helped to identify the most unfavourable of them in terms of the level of environmental impact. The low quality of environment in these cities is largely due to natural and climatic conditions (bad conditions for contaminants dispersion) and specifics of their economic development: functioning of large industrial enterprises of ferrous and non-ferrous metallurgy, petrochemistry, construction industry. The conclusion is that to improve the environmental quality in these cities comprehensive social, environmental and economic solutions are required.

Insufficient level of professional training of engineering personnel is noted. Factors affecting disbalance of links between modern vocational education and real engineering practice are given. Young engineers engaged in design and development do not have enough modern instrumental training in the field of information technology, as well as interdisciplinary knowledge and system competencies to use technologies for the full life cycle of innovative products. In professional training of technical personnel, the changes aimed to shorten adaptation of young specialists in the workplace and encourage the speedy introduction of methods and technologies of digital economy into engineering practice are imminent. An overview of innovative approaches used in training of engineering personnel by leading Russian universities is given.

Graphic training is the first discipline in technical students' professional orientation. In the context of substantive training, it is important to create a learning environment that is close to the professional one. Examples of practice-oriented study assignments based on the method of projects implemented by students in the course of independent work are given. Innovation in the development of individual tasks is possibility to execute projects in 3D format. Effectiveness of the proposed innovative training technology is confirmed by the given statistical data.

The paper presents the results of particle size distribution analysis of atmospheric particulate matter studied in the snow of several settlements in the Magadan Region (towns Magadan, Susuman, and Omsukchan). The study found a significant content of PM10 particles in the air of Magadan town (28 to 65.7%), and a general dominance of particles under 50 μm in diameter (PM50 fraction) - from 44.4 up to 100%. The content of environmentally significant PM10 particles in the air of smaller settlements of the Magadan region (towns Susuman and Omsukchan) does not exceed 21. 1%. We can conclude that the air in the Magadan town, due to the predominance of PM10 and PM50 particles is characterized by a pronounced micro-particles contamination. This level of pollution, in conjunction with the harsh climate of this region, is a constant source of respiratory diseases and a factor in reduction of the quality of life.

The Russian IT market is in crisis. The reason is a complex geopolitical environment and a national economic policy, resulting in a low ruble exchange rate, the absence of low-interest credits, general economic decline, reduction of IT companies' budget, sanctions. The decline of the IT service market for 2015 exceeded the values forecast by IDC analysts (International Data Corporation) by virtually two times. Properly selected marketing strategies can provide a way out from this difficult situation. To keep its strong positions at the IT service market, the company can use a strategy to develop partner relationships on the basis of the following basic principles: orientation towards partner business interests, boosting a loyal attitude to clients; entering new prospective markets; broadening the business geography due to the development of a network of IT branches in the regions.

Modern trends of production of gross regional product in Russia are analyzed in this paper. Regional and industrial structure of GRP is investigated. The conditional classifications, interregional differentiation of constituent members of the Russian Federation are indicated by means of efficiency factors and the dynamics of real production of gross value added.

The scientific novelty of this research is concluded in the analysis algorithm offered by authors and the choice of indicators for the scales' characteristic and intensity of economic processes at the level of regions in modern conditions. The paper proposes a modified fuzzy model for selection of the most appropriate types of engagement strategies of the organization with its different stakeholders. The decision to choose one or another type of strategy is based on fuzzy weighting factors of applicability of the strategies considered as random variables for the most probable scenarios using a fuzzy generalized criterion that combines mathematical expectation and standard deviation. The principal difference of the model from the previously developed ones by the authors is that fuzzy weight factors of strategies applicability are not calculated by the given formulas but are determined on the basis of the given base of fuzzy inference rules. Herewith, when calculating the mathematical expectation and the standard deviation, the weighting factors of strategies applicability are not defuzzificated beforehand. Accordingly, the partial criteria, the generalized criterion, the level of risk tolerance of the decision-maker are fuzzy. In this case, the ranking of strategy types occurs on the basis of various methods for ordering fuzzy numbers.

The article presents the sociological research results on the attitude of the population of the Khabarovsk Krai to regional mass media, in particular, to the TV channel "Gubernia". The research objectives are to form a socio-demographic image of the audience of the regional mass media, to study the attitude of the people to the quality of the information content of the regional mass media, and to find out the broadcasting needs of the people who are viewers of the regional TV channel "Gubernia".

As a result of the research, it is concluded that there is no marked preference to the TV channel "Gubernia" according to the list of interests of the people of the Khabarovsk Krai. Informative and news broadcasts are among the genre preferences of viewers of all ages and genders. The study showed that the largest audience group is respondents aged 60 and above. The smallest group is young people under 30 years old.

According to the research the TV channel "Gubernia" is more in demand among the inhabitants of the provincial municipalities of the Khabarovsk Krai than among the residents of large cities. This can be explained, on the one hand, by the peculiarities of the information space of cities, and on the other hand, the sex and age characteristics of the regional provinces.

The authors substantiate the urgency of drawing close attention to this important strategic resource of the country's development, replenishing the productive forces of society. The article discribes a brief analysis of theoretical views on this problem and the study of statistical data characterizing the situation with the development of entrepreneurial activity of youth in Russia.

The authors focused on the results of research on the motivational aspects of the organization of youth entrepreneurship by the most active segment of youth - university students. The authors pay attention to the factors that contribute to and impede the creation and organization of their own business by the youth. It also looks at how the state supports youth start-ups and encourages young people to be entrepreneurial. The article identifies students' preferences in the industries in which they wanted to start their own business and shows why they are interested. From the study it seems possible to see that the youth segment of entrepreneurship faces a number of problems, both typical for Russian entrepreneurship, and specific ones. Also, the authors identified factors that hamper the development of youth entrepreneurship in Russia.

As a result, the article contains an account of direct and indirect economic effects from the development of youth entrepreneurship in the country. The authors identify key areas for activating the entrepreneurial activity of young people and draw conclusions that the implementation of such areas helps to achieve the main goal - the development of youth entrepreneurship and, consequently, the provision of an innovative way of economic development.

The article describes the division of The Krasnodar Region into cognitive tourism areas according to their main functions that reflect attractiveness, distribution and placement of historical cultural and natural objects. The division will allow targeting the Region's cognitive tourism facilitation.

It indicates the meaning of the cognitive tourism area as a recreational tourism territory, including historic cultural and natural objects. It gives the grouping of the cognitive tourism areas: Gelendzhik area, Mostokaya area, Primorsko-Akhtarsk area. The paper draws a summarizing division scheme and the diagrams of distribution of historical cultural and natural objects across the recreational tourism areas and zones. It suggests four characteristic groups of the cognitive tourism objects in the areas. The first group comprises the recreational tourism area zones with more than 20 historical cultural and natural objects; the second group – from 10 to 15; and the third group – less than 10 objects of cognitive tourism.

With the development of private equity market in Russia, the creation of a private equity fund (PEF) optimizing the distribution of investment resources in it remains a relevant task. The object of the study in this paper is PEF, the subject is an automated assessment of the value of PEF on the basis of the author's economic-mathematical model (EMM). The aim of this paper is to study the possibility of using the optimization software for this assessment and its application to the real PEF portfolio of projects. The optimization-based economic- mathematical model underlying the calculations makes it possible to identify the economic potential of the fund's portfolio (in the form of its net present value), which makes it possible to optimally allocate investments in projects of the real sector of the economy, taking into account the state of the regulatory environment and the interests of investors. As methods of the study in this paper are used: economic-mathematical modeling; numerical experiment using an optimization financial-analytical package of applied programs. The results of the research can be used by fund managers to solve operational, investment and financial problems from the standpoint of increasing the value of funds and optimal investment allocation in various sectors of the economy.

The article forms the author's methodical toolkit for managing the portfolio of the professional education services, as well as the results of its application. To manage the portfolio of the professional education services it is proposed to analyse them in order to identify the most promising areas of activity of the higher education establishments in the market of the educational services. It is proposed to monitor the higher education establishments on the basis of the creation of the n-dimensional matrices, using which the business-units may be compared with each other according to the various criteria. With that end in view, the application of the matrix of the"Boston Consulting Group"is considered, but modified in such a way as, on the one hand, to preserve its main advantages including the simplicity of visual perception and the usual terminology, and on the other hand - to use it for the analysis of the portfolio of the professional education services, taking into account their features. The parameter K (market share) (the horizontal axis of the modified matrix) and the parameter T (demand in the market) (vertical axis of the matrix) serve as a characteristic of each service group. The results of the calculations show that the use of the Boston Consulting Group modified matrix in managing the portfolio of the professional education services will make it possible to allocate the professional education services that are in demand in the market and, consequently, to affect the education establishment competitiveness.

The priority trend of the modern regional policy is searching for resources and opportunities of the regional self-development. In the border regions, these opportunities are determined by location, which has a huge potential associated with the possibilities of foreign economic cooperation. Despite the Federal authorities active policy to integrate the Far East into the Asia-Pacific region, as well as the expansion of regional autonomy within the framework of the policy of"new regionalism" in most cases, the development of border regions is traditionally considered from geopolitical points of view, and in this regard, economic and social efficiency is secondary. The object of this research is municipalities of the Amur region, which have a boundary with China. The paper assesses the differentiation of the border municipalities' development. It is revealed that the core of foreign economic cooperation is the regional center, which concentrated the existing infrastructure. The hypothesis of this research is that the factors hindering the utilization of the contact areas potential are the insufficient level of infrastructure, non-compliance of border checkpoints with modern requirements, as well as the current boundary regime. The purpose of this research is to identify the perspective direction and a framework of the border areas potential development and using . As part of this research, the authors propose an algorithm for attracting private investors to the border infrastructure development using the public-private partnership.

Currently, the search for the mechanisms of increasing regional economic growth based on domestic factors became relevant. One promising source such growth is the transport infrastructure. The development of the road network infrastructure and transport centers can become a significant source of quality of life and economic activity, because transport infrastructure has the ability to spread of positive indirect effects. Indirect effects of transport infrastructure will be to the expansion of effects from enterprises embedded in interregional and international production chains to the local level. In the article due to econometric models author shows the relationship between regional economic growth and transport infrastructure level of development. At the same time, institutional terms and practices of strategic management can limit the opportunities of regional growth through these mechanisms. On the example of some socio-economic and infrastructural development programs of the Leningrad region of the Russian Federation one shows inconsistency in the infrastructure and socio-economic development guidelines. The proposed models allow to compare of strategic guidelines of different programs and makes it possible to justify some adjustments. These adjustments are necessary to achieve the benchmarks of socio-economic development. Generally, on the basis of the analysis it becomes possible to propose measures to improve the structure and content of socioeconomic and infrastructural development programs of territories, which would allow more fully take into account the indirect effects which appeared in the development of transport infrastructure.

At present it has become evident that one of the principle goals of teaching a foreign language is to develop communicative competence at the level sufficient enough for a student to be effective in the international environment. The research takes into account the tendency to nationalization (versus internationalization) of foreign language education in the countries outside the Anglo-Saxon world.

The project approach to foreign language teaching involving (1) the shift from knowledgebased orientation to activity-directed learning and (2) the emphasis on the national culture reflected in the local cultural peculiarities of an ancient Russian town – Murom is applied in this research. The research is based on the analysis of the 18-year experience of cross-cultural projects implementation by Professors and students of Murom Institute in cooperation with different inter-national centers. Several types of cross-cultural projects on the basis of the local component have been differentiated in accordance with the initiating organ-ization, the purpose and contents, the place of implementation, the participants, time length. Local cultural competence as an integral part of intercultural competence is outlined. The most effective methods are described.

The paper concludes that the applied approach is of great help to foreign language educators working on small territories with respect to the possibility of organizing equal cross-cultural communication which contributes to national identity preservation.

Research subject. The article presents the author's method of quantitative assessment of aggregate tax revenue losses from the non-observed (shadow) economy at a regional level. The method has been tested in Amur Region. Goal. The research seeks to design a method of quantitative assessment of aggregate tax revenue losses from the non-observed (shadow) economy. Methodology. The research methodology is based on the economic and statistical method, computational and constructive method, and comparative analysis. To compute the theoretical (projected) amount of tax revenue, the discrepancy approach is used that is part of the group of balance methods. The approach operates by juxtaposing two or more data sources or statistical reports. Results. The author has performed a quantitative assessment of the personal income tax revenue losses of Amur Region caused by the non-observed (shadow) economy. It has been established that the region has been losing substantial tax revenue due to a large number of contributing factors. Conclusions. The study has indicated the possibility of applying the presented method at a regional level. By applying the method it will be possible, on the one hand, to identify the amount of untapped tax resources in the formal economy, and on the other hand to analyze the effectiveness of regional fiscal and tax policy by tracking tax revenue losses over time.

The Achievement of essential consumer parameter values or the implementation of new functionality determines the degree of novelty of the product. However, issues related to the evaluation of technical and scientific novelty of experimental products remain open. This is due to different approaches in the formulation of the problem in terms of many parameters. One of the known approaches to quality assessment is the formation of options based on the basic structures. This approach is consistent with the practice of creating a new product based on a retrospective analysis of the basic structures in the selected problem area. Known, for example, models of functionally necessary and functionally sufficient structures, basic structures represented by the point of the multidimensional parameter space. An important complement to this approach is to take into account the constraints required to manage the quality of an innovation project. The process of improving the parameters of new products is halted by the existing limitations, both in scientific and technological progress and in the social environment. The paper proposes to determine the degree of change in the technical characteristics of new products in relation to the current analogue or adopted prototype. The set of technical and social requirements established for the product by the terms of technical requirements and normative documents determine the functional significance of new products. Models and methods of estimation of a product novelty achievability in the conditions of not completely clear requirements of the market are offered. The analysis of the degree of change of parameter values is performed using fuzzy logic and flexible calculations. The parametric model application allows, taking into account the existing limitations, to determine the required level of perspective novelty of products.

The article outlines the author's method of assessing the investment potential of a region's economy by institutional sector: financial corporations, non-financial corporations, households, and the government, as illustrated by the case of the regions constituting the Far Eastern Federal District of Russia (hereinafter FEFD). The author attempts to extract the nonobserved (shadow) economy component from the institutional sectors. An algorithm has been designed for determining the forms of funding investment needs at a regional level.

The research methodology employed by the author is based on the economic and statistical method, computational and constructive method, and comparative analysis.

The proposed method has made it possible to present the investment potential of the FEDF in the context of institutional sectors with an emphasis on the shadow economy; to assess the amount of unutilized investment resources in the district; to calculate the level of realization of the district's investment potential; and to determine that the investment opportunities available in the region are not taken full advantage of. Using the proposed algorithm, the author has identified the constituent regions of the FEFD that are capable of funding their development with their own investment resources, and the regions that require government support that may extend as far as co-financing investment.

The methods and tools presented in the research can be applied by government bodies for the sake of a more consistent and rational approach to developing regional economic policy as regards investment strategies and development programs for regions, administrative decision making that matches the present-day conditions, and more effective spending of public investment resources.

Issues in development of the innovation activities in construction are a complex system of measures, aimed at creation, development, mastering, production and commercial application of innovative products. Innovative activity in construction has some industry-wide specifics, which shall be taken into account. The construction industry undergoes cycles of development in connection with development trends of both national and global economy. Currently, there is a reduction in the number of orders for design, installation and surveying works. The financial situation of many enterprises specializing in construction works has become very complex. The construction industry is multi-faceted. Besides erection of buildings and structures, it includes creation of new high-tech materials, technologies, scientific developments in design, training of personnel for operation with innovative products. To a large extent, complex solution and improvement of these processes are simplified if organized management with governmental participation is involved.

Thus, implementation of innovation activities in the construction industry is currently impeded due to prolonged market reforms and negative effects caused by the global financial and economic crisis. It is manifested in using obsolete production assets, insufficient volume of investments for development of production assets, lack of qualified personnel, gaps in the regulatory and legislative framework, etc.

The paper features the comparative analysis of the stability of functioning of a sample of five Belgorod Region food industry enterprises selected randomly. Sustainability of functioning of an enterprise is understood as its functional performance within an indeterminate amount of time and ability to achieve its objectives under the influence of negative factors. An integrated comparative assessment of enterprises' sustainability in 2016 using a modified method of the sum of points alongside with their ranking was carried out according to twelve performance indicators (financial stability index, stable working capital-to-production ratio, current liquidity ratio, total assets turnover ratio, growth rate ratio in respect of revenue, sales profit, net profit and equity capital, as well as return on sales profit, net profit, total and equity assets). Conclusions are drawn that all the enterprises surveyed functioned steadily, and most of them had an adequate financial status. Also in the article there is a thesis about the usefulness of continuous monitoring of the sustainability of the functioning of enterprises and sectoral generalizations at the regional level, as well as outlines the obstacles preventing this.

Growing competition in the market for education services is one of the key indicators which characterizes the current state of the industry. One of the most important control mechanisms of the economic efficiency of a higher education provider is added economic value. This parameter determines the position and behavior of the business entity in the market for education services and shapes the strategic management of the education provider.

This paper presents the main strategies which are needed to increase the economic efficiency of education providers with emphasis on the development of international relationships. Despite the current social and political environment which has some influence on international cooperation in the higher education sector, education services has become an important part of the preserving and development of international cooperation between different countries.

This article is aimed at enhancing the development of management tools for the economic efficiency of higher education providers as a business entity in the conditions of the global financial market and academic mobility.

The main constraints to being able to fully manage the complexity of the economic efficiency of the higher education providers is the absence of a general methodology for the development of the economic efficiency of the management system, a lack of funding for research into the management of education providers and an underestimation of the practical benefits of the implementation of the use of management tools to increase their economic efficiency. For example, there is not enough research into the industry's best international experience.

The problem of the relationship between government and business arose in Russia with the transition to market relations. This article attempts to analyze the current problems of the relationship between government and business, outline the main directions for their improvement.

It is known that the authorities have more opportunities to establish"rules of the game" since it has all the resources of the state, at its disposal is a repressive apparatus, including the court, the prosecutor's office, other law enforcement agencies and law enforcement agencies. Legislative and executive authorities in Russia develop and implement a tax and other policy in relation to business, the state supervisory authorities monitor the activities of business structures, monitoring their current legislation.

The federal and regional authorities have set up a number of sites for communication with business - various councils under the president, including the State Council, the Council for Science, Technology and Education, the Economic Council, the coordination councils for entrepreneurship, the development of small and medium-sized businesses under the head of the region, etc.

Corruption, based on corruptness and bribery of the Russian authorities, has become an effective means of achieving the goal for businessmen. Lobbyism as a way of realizing its interests in the government by business has not received civilized development and legislative design in Russia.

Particular attention is paid to the theoretical aspects of the feasibility study of this approach in the format of transport clusters. First-order relationship elasticity coefficient is introduced for description of effectively agricultural work carrying out in the external territory when using a certain amount of cluster equipment and second-order link coefficient is introduced for description for the number of vehicles and agricultural machinery provided from other cluster members to one who makes agricultural works. At the same time the emphasis is placed on the problem of harmonization of the system of financial and economic relations at the level of territories with high livestock and crop potential. The article deals with the problem of population migration as a factor affecting the prospects for the development of monotowns in Kemerovo region (by the example of Novokuznetsk - a monotown with a stable social and economic situation). One of the negative trends being observed in the monotowns of Kuzbass and determining their development is the growth of natural population decline and negative migration balance. The authors approach the solution of the problem posed from the standpoint of the mathematical theory of optimal processes. At the first stage, integrated assessments of social and environmental attractiveness of a mono-town for the population are constructed to analyze this problem. To find them, the process under investigation is decomposed and pre-sented as a hierarchical model. In the second stage, the dynamics of change in the resulting integrated assessments - environmental attractiveness, housing conditions, the effectiveness of health care and education system operation - is studied by methods of statistical analysis alongside with the impact produced on them due to changes in municipal budget expenditures of the urban district un-der consideration in various areas of financing: "National issues", "National economy", "Education", "Culture, cinematography", "Public health", "Social policy", "Environmental protection". Based on the dependencies obtained, a model of optimal control is constructed that allows determining the effective distribution of budgetary funds in order to achieve the most favorable socio-ecological situation in a monotown. The proposed model can be used by mu-nicipal authorities in developing programs for the strategic development of monotowns.

The article presents an analysis of the demographic situation in 34 municipal formations in the Kemerovo Region of the Russian Federation (16 urban districts and 18 municipal districts). The methods of spatial-econometrics modelling are used to study the factors affecting depopulation in the region and problems of the spatial arrangement and heterogeneity of the 24 single-industry cities. Calculating the local and global Moran's index revealed positive autocorrelation between the population of the regions and districts, which makes it necessary to consider spatial interconnections while creating prediction models. In order to downweight the attribute space, four integrated indexes, that characterize integrated assessments of the levels of education, ecology, healthcare and housing conditions were created. The SAR-model was built, reflecting the effect complex assessment of the social-ecological infrastructure development has on the relative population growth in municipal formations of the Kemerovo region. The assessment of factors, affecting population in the territorial units, have shown that the most influential are healthcare and housing. Based on the data obtained, it was concluded that differentiation, taking place in the development of regions and district of the Kuznetsk Basin, is mostly due to internal factors. The results testify to the need for a regionally differentiated approach when managing the demographic situation in the Kemerovo region.

The successful strategic management of organization's resources is chiefly defined by the extent of implementation of the management accounting in its operations. Management accounting data is essential for economic analysis of the factors, which are of great significance to saving resources spent on financial lease, and acquiring the maximum effect from their utilization. The article substantiates the necessity of periodic updating of analytical methods for defining the effectiveness of financial lease of long-term assets, in order to improve the accuracy of the estimations of such methods. The already existing analytical methods objectively require constant enhancements due to the increase in quality and transparency of the management analysis database. The aim of the conducted research is to create a method for analyzing the effectiveness of financial lease, based on the estimations, gathered from the current requirements of International Financial Reporting Standards. The authors of the study suggest the effect of the financial leasing agreement to be defined as the difference between the potential costs of the enterprise receiving the property when acquiring fixed assets under a financial lease agreement and the potential costs of the borrowing enterprise when acquiring property under a purchase or sale contract at the expense of a loan. Comparative effectiveness of a financial lease is offered to be defined as a ratio of the lease contract effect to the potential expenses of the recipient of the leased property.

Due to the high concentration of financial market infrastructure in the central and "raw" regions of the country and the hypertrophied development of the financial sector, the timely and full implementation of regional programs for social and economic development is complicated, which indicates a high differentiation of regions in terms of financial provision and development of financial infrastructure.

Clustering of the aggregate of the regions of the Russian Federation on the basis of selected economic indicators having a significant range of the coefficient of variation has been carried out, and the need for the development of the regional infrastructure of the financial market is substantiated. In the conditions of innovative development of Polytechnic education and society in general in an educational paradigm there are basic changes. Today, the main units of updating of content of education are competence, the characteristic of their types and structure. Understanding students of existence of cross-disciplinary communications the importance of the studied disciplines in their interrelation and interaction is determined by cross-disciplinary competences.

In modern conditions, the role of geometric-graphic preparation is greatly expanded. The advantage is given to those professionals whose thinking is able to synthesize imaginative and rational. The development of the ability to such a synthesis is greatly facilitated by mastering the methods of geometric-graphic modeling of objects and processes. Let us emphasize that models based on geometric and graphical methods (with the ability to visualize the model) are often more effective in practice than purely analytical models. Therefore, the development of the theory of geometric modeling (with computer visualization) should not be considered in the narrow sense of geometric-graphic preparation, but as a self-valuable component of geometric-graphic education.

The author substantiates the essence of cross-disciplinary integration, presents the mechanisms of integration of disciplines at the Polytechnic University, pedagogical conditions, methods of teaching the theory of geometric-graphic modeling, as well as the results of practical implementation of theoretical provisions.

This is predetermined by different assessments of the essence of knowledge not only in different scientific areas, but even within them. The author recalls the results of her previous studies where the activity essence of knowledge, principles of its realization, ontological structure of knowledge was specified. The article analyzes the factors of the macroeconomic environment that affect the level of the investment potential of the national banking system in modern conditions. Investment potential is a quantitative indicator assessing the availability of certain resources and their sufficiency to meet investment demand and investment activities. It is the investment opportunities of commercial banks that acquire special significance for economic growth, and therefore it is extremely important to develop an up-to-date mechanism for developing and realizing the investment potential of the Russian banking sector. The situation with long-term financing of the real economy is aggravated by the introduction of sanctions, which led to the closure of access to the Russian banks for international capital markets for borrowing "long" money. Issues related to the definition of the investment potential of the banking system and the evaluation of formation factors are widely considered in the scientific literature. However, there is no general definition and unified methodology for assessing the investment potential of the banking sector. All this testifies to the urgency of the scientific problem of developing assessment tools and forecasting investment potential, taking into account all possible factors affecting its magnitude. To determine the points of investment potential growth on the basis of correlation-regression analysis, a three-factor model for forecasting investment activity and expanding the potential of Russian commercial banks was formed.

Recent social, economic and demographic changes are setting new challenges for public education which require structural changes. A priority task in engineering education is how to train competent personnel who would be capable to quickly respond to labour market demands and willing to engage in life-long learning. The innovative component of the educational process in the new paradigm of higher education says that a student should be encouraged to be independent in learning. In the course of the transition towards a learning framework with a higher focus on independent learning there is a higher demand for face-to-face interaction with the teacher.

The authors argue that independent learning is an integral part of all the subject areas of higher education and that it should be considered as a holistic phenomenon and a complex system. The unique feature behind independent learning is that the student not only gains knowledge of the subject but also develops basic competencies that help his/her adaptation in professional sphere, such as analysis, planning, self-adjustment and self-assessment.

The solution proposed by the authors is to take into account the communication and polydialogue approach when defining the subject of education in the context of the competence- and activity-based paradigms by bringing metacognitive, cognitive, compensation and collaboration learning strategies in independent learning. The authors distinguish two aspects with regard to the above strategies: strategies as an intellectual behaviour of the student aimed at faster and more efficient learning and strategies as ways to process information for better understanding and retainment.

The article is devoted to the improvement of decision-making processes in the management of inter-budgetary relations between the regions and depressed mining municipalities. The tools of decision-making support in the form of economic and mathematical models included in the control circuit are proposed. Economic and mathematical tools are based on the application of the mathematical apparatus of the theory of stochastic automata in random environments. The constructed mathematical abstraction "stochastic automaton" describes the behavior of the decision-making subject in determining the norms of shared distribution of tax revenues between budgets on the vertical line of power. A stochastic automaton possesses the property of learningability of expedient behavior. The decisions made by the automaton regarding the values of the tax revenue distribution norms are quantified through interaction with the simulation model. The simulation model forms a random environment in which the stochastic automaton is immersed, and reacts to the administrative decisions made by the automaton through its encouragement and punishment. The article proposes the construction of a stochastic automaton, described by its transition function. The transition function of an automaton from state to state is formally represented by matrices. The authors derive analytical expressions for the final probabilities of the machine in each of its states. The efficiency of the economic and mathematical tools is demonstrated through the presentation of the results of the conducted experimental studies in the selection of options for decisions regarding the share of the distribution of tax revenues.

The conducted research made it possible to reveal the average degree of dependence of indicators of the formation of social services markets and the delayed nature of the reaction to the change in the distribution process.

The article is a result of the cryptocurrency research with the view of its legal nature. Appearing in 2009, based on blockchain technology, cryptocurrency has quickly become worldwide popular and formed a new sphere of public relations which badly needs regulation and control from a government. One of the main problems is definition of cryptocurrency's legal nature, i.e. answer to the question: what is cryptocurrency as an object of legal regulation? It is not easy to answer one because cryptocurrency in its matter and functions has resemblance not only with money but also with goods and non-documentary securities. Defining legal nature and status of cryptocurrency, governments of the world have an opportunity to either legally equate it to one of the existing objects of legal regulation or confront more complicated task which is to accept cryptocurrency as a fundamentally new object of legal regulation, give it legal definition based on its economic essence and start creating corresponding legislation. This work studies the effects of "Catan" type heterogeneous metal complex catalysts on the treatment of oil-containing water with active sludge. Both studied catalysts, but primarily catalyst 525, were able to eliminate oil from standard and real wastewater even without active sludge. The catalyst 525 and catalyst 524 also reduced the chemical oxygen demand (COD) in the oil-containing wastewater. According to the COD indicator, catalyst 525 was also more effective than catalyst 524. However, the greatest decrease in COD was observed in systems where both active sludge and "Catan" type catalysts were used. Thus, the joint use of "Catan" type catalysts and activated sludge significantly increased the removal rate of petroleum products and improved the quality of oily wastewater.

The study, based on a comprehensive analysis of archival documents, focuses on the peculiarities of the economic development of the Lower Volga region towns in the extreme conditions of the Great Patriotic War. The authorsexamine the problems of supplying the region's inhabitants with food and basic necessities, organisation of medical, housing and communal, as well as cultural and consumer services. Particular attention is devoted to the military daily routine of the residents of Stalingrad during the military operations in the city. The paper also shows the features of the industrial development of the region during the war period. The authorsanalyse the difficulties and shortcomings that arose in the work of local authorities of the Lower Volga region while solving everyday problems and providing social assistance to the inhabitants of the region. The authors conclude that such measures were quite effective and, despite the shortcomings and difficulties, allowed to ensure social stability in the region. The study was carried out on the basis of archival documents that are first time used for scientific purposesand have not yet been the object of historical analysis.

In the last decade, social entrepreneurship has been in the focus of numerous discussions among business scholars around the world. Social enterprises typically represent hybrid organizations setting both commercial goals and social goals. This semi-commercial orientation may have its advantages (e.g., gaining support of stakeholders interested in helping society achieve certain objectives) and disadvantages (e.g., weaker commercial orientation could make social enterprises less viable and attractive for providers of financial and human capital). This study examines the opinions regarding the development of the social enterprise in Russia among the academics and practitioners focused on identifying the factors that may inhibit or stimulate social entrepreneurship in the country. A focus group comprising 24 experts with deep knowledge of the area has brainstormed the problem. Summarizing and conceptualizing these brainstorming sessions, we critique those that urge the state to quickly enhance its efforts to spur social entrepreneurship in Russia and propose a more organic and gradual way of developing the social enterprise.

The paper considers communicative approach to grammar as a means to develop the Technical University EFL learners' ability to communicate with each other focusing on the language meaning rather than on the form. Although the communicative approach is not ideal, it makes the communication in the classroom natural, thus creating conditions for self-realization, motivation and meaningful language acquisition. The paper establishes principles to be applied when teaching grammar communicatively. They concern two aspects: the grammar material itself and the ways it is taught. Grammar material chosen ought to be relevant to communication in real life situations. Greater attention is to be paid to more frequent and important grammar structures. Teaching methods within the framework of communicative approach to grammar should motivate authentic interpersonal interaction with the priority to fluency over accuracy. To illustrate the principles some communicative grammar activities are presented.

The authors consider the problems of the development of technological innovations using the example of convergent technologies, which, on the one hand, expand the possibilities of man, and on the other hand, threaten him. There are different research positions in the assessment of the prospects for the application of NBIC-convergence – from alarmist to overly optimistic. It is proposed to divide the consequences of technological innovation into several groups: 1) related to changes in the natural world and the technical environment; 2) leading to social transformations; 3) changing the theoretical-cognitive and methodological settings. The paper deals with the problems of intellectual property management in the Russian Federation and Crimea. The current state in the field of intellectual property is analyzed on the basis of the reports of the Federal service for intellectual property and statistical data. The ways of improvement due to changes in the legislation of the Russian Federation are proposed. Analysis of data on the Crimea and Sevastopol showed that in the new Russian conditions, despite the sanctions, there is a positive dynamics in the management of intellectual property, not only registered trademarks, but also the appellation of origin (geographical indications). One of the indicators of effective management is the positive dynamics of profit growth of enterprises operating in the Crimea.

The article describes the methodological aspects of studying tourism as a branch in order to determine its significance for the economy of the region. The main approaches to the assessment of tourism and tourist-recreational potential of the territory were studied. The main requirements for the assessment methodology, taking into account the peculiarities of the functioning of the tourist sphere, are revealed. The necessity of application the system approach is grounded, according to which the tourism industry is represented as a holistic system, the efficiency of which is determined by the interaction of its individual elements. Relevancy of the scientific work is due to necessity in studying problems of securing economic security, as in the modern market conditions the process of successful functioning and development of the bank system depends, to a large extent, on selection and perfection of measures to ensure its financial stability. In accordance with the purpose, the work sets out and consecutively solves the following tasks: review of modern assessment methods of bank sphere economic security level, substantiates the necessity in perfection of existing approaches to provide high level of economic security. The work, using the method of neural modeling, analyzes macroeconomic indices of the Russian bank system during 2000-2017. The research results can be used for development of strategic landmarks of financial sector, perfection of mechanisms, improving economic security level. The value of the work is in accentuating the attention on the use of neural networks for analysis of economic networks, which can bring about major economic effect as these technologies can substantiate, by quantity, management decisions, which are taken as a rule, based on intuition.

The article deal with problem to optimization of the level of tax burden on economy with «non-observed» sector. The methodology of this study is the concept of the Laffer curve. The main method of investigation is the graphical method.

The article presents different variants of graphical interpretation of the Laffer curve under conditions of «shadowing» the economy, revealing the main regularities, highlighting the «non- observed» sector, as well as reflecting the sensitivity of tax revenues to crisis phenomena.

Authors draw the following main conclusions. First, if the economy is on ascending branch of Laffer curve and at the same time the government doesn't take into account the presence of «non-observed» sector, then an increase in tax rates leads to significantly overstated expected values of tax revenues. Second, if the economy is on descending branch of Laffer curve, then an increase in the tax burden has a deterrent effect on tax revenues - economic effects of tax policy would create an incentive to drop employment and production in the official sector, increase tax evasion. Thirdly, the economy without tax compliance problems is much more sensitive to economic crises than the economy with the illegal sector.

Thus, underestimation of «non-observed» sector of economy and neglect of the effects of income from tax avoidance call into the question the correctness of current fiscal policy.

The obtained results can be used to model the dependence of tax revenues and output on tax burden in economy with «non-observed» sector and to develop a sound fiscal policy.

At present, the emphasis in studies on the competitiveness of countries shifts from national to regional. Taking into account the disproportions in the development of regions, as well as the importance of inclusive development for national economy as a whole, this approach takes on special significance. Inclusive development of the territory necessarily requires an approach to ensuring competitiveness and prosperity not as inherited, but as newly created. Assessment of the territory competitiveness faces a number of problems. In this work, the author's vision of competitiveness assessment's basic stages, based on comparative analysis, is presented. The conclusion, that increasing the competitiveness of the region should be considered as an instrument for achieving the ultimate goal - inclusive development, is made. Besides, the main problems that arise in assessing the competitiveness of the territories, were determined. It is established that the GDP per capita indicator, used as one of the indicators of the socio-economic territory development, does not fully comply with the modern concept of inclusive development. It is shown that the use of the Russian regional innovation index is appropriate for assessing the innovative component of the region's competitive potential. The main shortcomings of the use of integrated indicators in assessing regional competitiveness are revealed.

The article states that the employment of students is one of the factors for the development of human capital. The purpose of the article is to show the influence of student employment on the development of human capital. The theoretical basis was the concepts of secondary employment, a statistical and socio-logical approach to assessing the employment of the unemployed, as well as the theory of the academic revolution.

Research methods: analysis of theoretical literature, foreign and domestic experience, secondary analysis of research data on secondary employment of student youth, authors' own research using the method of mass questionnaires and focus groups.

Study results. The results of the research prove the influence of student employment on the development of human capital in the Russian Federation. This factor has a multi-valued effect depending on the initial labor motivation, as well as on the nature of the work performed, on the degree of communication between the place of work and the specialization and job placement received in the university. A model that describes the peculiarities of the employment of students of modern Russian universities in the development of human capital is proposed. The article makes the assumption of a change in the proportion of students oriented toward achieving practical and fast results, in the direction of increasing it. This shows a trend towards the transition of employment from the secondary to the basic category, as well as the motivation for labor relations from necessity to the form of consumption.

Statistical study of the level and dynamics of the birth rate of the population occupies an important place in the analysis of the socio-economic development of society. The task is to study the influence of certain factors on the level of fertility in the Russian Federation, by building a statistical model based on the example of the subjects of the Russian Federation for 2016. On the basis of the general system of indicators, a private one is formed, which, in our opinion, most objectively reflects the variation of the feature and, taking into account the analysis made for the existence of multicollience, a model based on the method of least squares has been developed. The analysis was carried out by estimating the coefficients and selecting the significant factors. The significance of the model as a whole is verified using the Fisher criterion. Thus, the analysis of the relationship between the birth rate, revealed the factors that most influenced it and formed a model in accordance with which it will be possible to plan the development of the social sphere.

According to the results of the analysis advantages and disadvantages of small business were identified, there was presented the evaluation of dynamics of main indicators characterizing the financial condition of small business in Primorsky region at the meso-level. The paper attempts to identify the features of determining the competence of arbitration courts in the Russian Federation in cases involving foreign persons. firstly, the features of the definition of foreign persons, on whose exact depends the possibility of providing judicial protection in case of violation of their rights and legitimate interests in the field of business and other economic activities. Secondly, an important criterion for the legal personality of foreign and international organizations engaged in entrepreneurial activity has been formulated. Thirdly, the analysis of the main criterion for referring a dispute involving foreign persons to the jurisdiction of the arbitration court of Russia - the criterion of connection with the territory of Russia. Fourthly, the paper notes that in cases where foreign persons who participate in a case before an arbitral Tribunal are located or reside outside the borders of Russia, they acquire the right to be informed of the proceedings through the determination of the arbitral Tribunal. Moreover, the notification is carried out by sending an order to the institution of justice or other competent authority of a foreign state. Fifth, the paper analyzes the exclusive competence of arbitration courts, which can be limited only by international treaties of the Russian Federation. Sixthly, it is noted that the evolving inter-state relations, legislation and judicial practice of most States demonstrate a departure from the principle of absolute judicial immunity of a foreign state in favor of functional immunity, distinguishing the activities of a state as a subject acting as a carrier of power, and as a "trading entity'.

The author analyzes the constitutional compatibility of a number of countries in the Asia-Pacific region, namely: the Democratic people's Republic of Korea, the people's Republic of China, the Republic of Korea (South Korea), Japan, and Russia. It is noted that the growth of economic integration between the economies of East Asia does not lead to the elimination of deep strategic mistrust. Russia's geographical, geopolitical and growing economic presence in the Asia-Pacific region is becoming a reality today. The study is based on the recognition of the identity of the development of each APR state, the legal consequence of which is the registration of statehood as a result of the realization of the right of people to self-determination.The analysis of the norms that have been enshrined at the international level and in the main national acts – Constitutions-is carried out.

The preamble to the Asia-Pacific Declaration is the starting point and has affirmed that all peoples have the fundamental and universally recognized right to self-determination, by virtue of which they freely determine their political status and pursue economic, social and cultural development. It is on the basis of that right that peoples have the right to permanent sovereignty over their natural wealth and resources. Constitutional models and formulas which imperatively fix realization of the right to self-determination by the people of the countries entering the Asia-Pacific region are investigated. The conclusion about the constitutional readiness for dialogue on the platform of the Asia-Pacific region is formulated, which should be included in the Russian integration strategy in the Asia-Pacific region.

Increasing the efficiency and improving the quality of railway transport operations largely depends on the validity of investment projects for its development. However, the existing techniques for the feasibility study of investment projects aimed at increasing the throughput and carrying capacity of railroad sections are summarized and do not take into account some features of the evaluation of project activities. The weakest link in the feasibility study of the projects under study is the determination of cost parameters for the formation of the cash flow of the investment project. In the existing methodological provisions, only a description of the methods for evaluating the effectiveness of the project based on the calculated cost indicators is provided, therefore they can be identified as universal for all types of projects. They lack clear calculation algorithms (the exception is the cost of construction), recommendations, assumptions that need to be taken into account in the form of uncertainty in primary information and the structural changes that have taken place in recent years in the work of railways. Therefore, with the help of logical-analytical, systemic and other campaigns, the authors developed an algorithm (methodology) that can be used to select an effective method for organizing the movement of cargo flows along sections of the railway network, and the application, which is intended to facilitate a more justified choice of priority measures for the development of the railway infrastructure.

The aim of the work is to develop program support for selection procedures for environmentally oriented investment projects, including the calculation of traditional criteria for the effectiveness of the project, additional environmental criteria for the effectiveness of projects, application of methods for prioritizing projects and their selection with the use of modern information technologies. The article reveals the essence and features of environmentally oriented investment. A system of criteria for assessing the effectiveness of environmentally oriented investment projects has been developed. The conceptual bases of creating an information system for calculating the financial, budgetary, economic, social and environmental indicators of investment projects and their effectiveness, as well as assessing their priority, are proposed for consideration. Calculations of the priority of investment projects were carried out on the basis of the information system developed by the authors using multicriteria analysis methods. As a result, each of the criteria for the effectiveness of the investment project is given a specific quantitative value, and each investment project is a quantitative assessment of the priority of the project, which allows using the results of calculations to select projects and make managerial decisions on their implementation. The proposed information system can be a tool for adopting an effective environmentally oriented economic solution. The conducted experimental calculations showed the adequacy of the developed information system to the existing subject area. The Federal Service for Intellectual Property, Patents and Trademarks of the Russian Federation issued a certificate on the official registration of the computer program for the developed software product.

Spatially, the territorial structure of the Republic of Sakha (Yakutia) economy is divided into five economic zones: Central, Western, Southern, Eastern and Arctic zones, on whose territories there are many mineral deposits that are unevenly explored and involved in economic turnover. The article presents a quantitative integrated assessment of the potential of extractive industry resources in the economic zones. The assessment was performed using a point rating system with weighting factors determined by the expert evaluation method based on resource importance and taking into account the importance of each resource type in the region's economy. It has been revealed that the main factors that influence on the potential of extractive industry resources, along with transport and energy infrastructures, are exploration immaturity of deposits, quality of ores, low content of mineral resources, as well as market conditions. In this regard, to improve the ranking of an economic zone, it is recommended to carry out exploration and appraisal activities in economic zones, which need for a strong government support not only in funding, but also in regulation.

The paper offers methodology of rational choice theory for the analysis of the statereligion relations in contemporary Russia. That theory is employed in economic and social sciences to explain rational behavior of individuals when choosing potential opportunities. The paper argues that the situation of the 'religious market' has developed in Russia that causes religious organizations to act as companies and firms offering services. It is connected with the state's efforts to control religious organizations, which, in turn, have to compete with each other in order to receive certain benefits. The authors point out that religious pluralism has its boundaries. Religious supply is bound by demand, which is formed by the state. The paper argues that religious pluralism leads to religious organizations becoming more active. Therefore, they supply more services. The paper concludes by arguing that individual religious demand is actively supported by religious organizations. That causes the formation of rational relationship and rational behavior of religious organizations. Drawing on that argument the theory allows to explain patterns and mechanisms of the state-religion relations in contemporary Russia.

The analysis of the content of the comprehensive program of physical education of students from 1 to 11 grades (authors VI Liakh, A.A Zdanevich) of the section "Elements of martial arts" was conducted. The modern physical culture and sports type of motor activity – cross-fit was studied. The characteristic features of the methodology for conducting cross-class studies are determined cconsidering on the specific choice of means and methods. Complexes of cross-fit exercises were made considering on the level of physical and technical preparedness of students. The methodical features were presented in the preparation and implementation of exercise complexes, as well as methods for their implementation. The introductory and final testing of the level of development of the power dynamic endurance for the boys and girls of the tenth classes was conducted. The results of the study necessitated the implementation of the offered complexes of cross-fit exercises for using in the sectional classes on the section "Elements of single combats". Complexes of exercises were used versatile and varied on different muscle groups, both with burdening of one's own body, and with the use of weights of external objects. Locomotions of suggested complexes of cross-fit are available, different and allow to scale a content and conditions for motions implementation. Actualized organizational-methodical activities in the process of training sessions of students, due to the process of pedagogical experiment, allowed to solve a number of particular tasks directed to the formation of motor skills, to getting the knowledge of physical culture and sports, and to successfully prepare to implement All-Russian Physical Culture and Sports Complex "Ready for Work and Defense" qualifying standards.

According to environmentalists, ecological situation in the Russian Federation persists as a negative trend showing no signs of improvement. Accumulation of industrial and consumption wastes, which tends to increase every year, seems to be the most problematic issue today. The Russian waste treatment technologies considerably lag behind those in the developed countries where about 90% of waste is utilized. This article addresses sectoral and regional aspects of waste management and presents estimated amounts of generated waste calculated with the use of a dynamic model of intersectoral balance. Calculations have shown that to reduce waste generation rate by a factor of two, it is necessary to increase the share of waste processing and neutralization up to 70% (in 2016 it was 59,6%). Catching up with advanced nations does not seem feasible during the projection period. The article focuses on the priority importance of processing industrial waste which storage requires alienation of large areas of agricultural land.

The relevance of the research paper is stipulated by the growing dynamism of economic systems, the severity and turbulence of their environment that induce nonlinear processes with inherent features. Application of views and tools of nonlinear dynamics promotes better understanding of the role and nature of the impact of disturbances and entropy on the functioning and self-organization of economic systems. Nowadays the evolving economy is nonstationary by nature that is the reason of its disequilibrium and instability in disturbed environment.

The theoretical issues of the mutual influence of entropy and information on the process of self-organization of industrial economic systems are considered. The nature and condition of self-organization in economic systems are identified from the standpoint of the entropic and information approaches. The influence of the information factor on the adaptation of the effect and stability of the activity of industrial enterprises in a non-stationary environment using V. Trapeznikov model, which formalizes the connection of indices of entropy, control information and the effect of functioning of the economic systems is discussed. In the future, due to the study of the dynamic properties of the functioning and self-organization of nonlinear industrial economic systems, it becomes possible to analyze the corresponding mathematical equations for the stability of the movements described by them.

When planning business activity, however, economic agents may not always be able to adequately assess the current level of financial security of potential foreign counterparts. This is due to an insufficient completeness and depth of external and internal data on the current situation in the microenvironment of potential counterpart enterprise, which are available to them, and also to an unpredictable degree of the impact its changes have on the performance of an enterprise's internal mechanisms relevant to the occurrence of internal financial risks. This article describes the results of reviewing existing information systems and resources designed to assess the reliability of counterparts and states the reasons for the inadequacy of domestic information systems to assess the reliability of foreign counterparts. The authors made an attempt to develop the system of parameters to create an information product capable of providing all necessary information about a foreign counterpart to assess its reliability, which does not require substantial amount of time and money and uses electronic communication channels in a one-stop way.

This article analyzes the different assessment techniques as elements of integrated assessment of the formation and development of the Eurasian Economic Cooperation Union (EAEU) innovation system in the context of integration process. Authors designed an integrated approach to assessing the effectiveness of the EAEU innovation system development in the context of integration. This approach includes the basic estimation principles, levels and indicators.

The basic principles of the selection of assessment indicators include: scientific substantiation, the possibility of quantification, results-orientation, concreteness and uniqueness, probabilistic character of indicators, system approach, the combination of aggregate and individual indicators, the optimal ratio of different groups of indicators, the combination of statistical, factual and forecasting indicators, the interconnectedness and compatibility of indicators, identity, commonality, compatibility of indicators in time and levels of management. The stages and indicators of the assessment of the EAEU innovation system development in the context of integration are proposed in the article. On this base, authors calculated the index of the EAEC innovation system development.

This article is devoted to resolving a relevant and objectively existing problem of information insufficiency formed in accounting and presented in reporting to identify factors and results of the impact on the cost value of management decisions. Therefore, the purpose of this article is to develop and justify a new, previously unknown to science, grouping of costs by factors of searching a reserve to reduce costs. To achieve this goal the following methods were used: analysis and synthesis, deduction and induction, grouping, detailing, thought experiment, classification. As a result of applying these methods, a new grouping of costs was developed consisting of 3 classes selected on the basis of the decision-making subject, subclasses were determined in each class on the basis of the objects of management impact. It was found out that it is most appropriate to form this grouping of costs in the conditions of applying the "Standard-cost" method or the normative method. The scope of cost management tasks was also identified; their solution is based on the use of the proposed grouping of costs. This article will be useful for both researchers engaged in the development of theoretical bases for accounting and cost management and for practitioners in the field of management accounting, as well as for managers at various levels.

The article is devoted to the actual problem of regional development – the existing practice and promising directions of using the potential of the border situation for the socioeconomic development of the region. The author's position is justified basing on the theoretical analysis of existing research approaches to boarder potential. In the study the current state and transformations in the use and development of border potential in terms of development of Russian-Chinese border cooperation were estimated. It is concluded that the changes under the general foreign economy conditions of cooperation and transformation of border potential provide a significant increase in regional competitive advantages. It causes the necessity to correct strategic plans, so a special importance appears - the use of the new possibilities to create international transport corridor and increase export capacity. It is revealed that the low attractiveness of the region as a place of permanent residence remains. The outflow of population is largely determined by the negative trends in the system of settlement of the region, the increase in the number of small villages and the preservation of the border zone. The paper presents the results of calculations of costs and economic effect of the use of various options for the organization of resettlement of the population in large rural settlements of the region.

The formation of accounting information in financial, managerial and tax accounting involves a large number of unresolved issues on the allocation of threats, including the financial position of the construction company, p. All this requires the development of elements of the mechanism of accounting and analytical provision of economic security of construction enterprises. The article defines and substantiates the criteria for ensuring the economic security of accounting, consisting in the correct application of the principles of financial, managerial and tax accounting, offers new and improved indicators characterizing the point of occurrence of threats to the financial position of the construction company. Recommendations on determination of break-even point which purpose is measurement of sensitivity of the received profit to the arising threats of economic security are resulted. The proposal for the revision of the grouping of costs into variable, constant, quasi-variable, semi-fixed, with the purpose of improving methods of determining the required breakeven point.

The subject of this article is the economic relations that make up the process of formation and development of the knowledge economy in resource-type regions. The aim of the research is to reveal the essence of a knowledge-based economy, its inherent regularities and features at the regional level. Scientific research has been focused on the material aspects of the reproductive process for a long time. At present, a new paradigm based exclusively on theories of sustainable and human development, as well as the knowledge economy, is formed. The concept of the knowledge economy is a new course of economic development. The article reveals a system of indicators of the knowledge economy. The basic requirements for this system are formulated. The assessment of the knowledge economy in the regions of Russia from 2005 to 2017 was completed. The main factors determining the possibilities of industrial development and economic growth of the regions of the "resource type" are revealed on the example of the Kemerovo region. The necessity for the formation of organizational elements of the regional innovation system was demonstrated. The necessity of transformation of the labor market and modernization of the education system in the region as one of the directions of the knowledge economy is also substantiated. The presented results of the research made it possible to conclude that higher education is not tuned to the preparation of genuinely demanded professions, but focuses directly on the interests of entrants. The amount of damage from non-use of higher education, obtained by graduates is calculated and presented in the article. Recommendations for the system of higher professional education are suggested.

The article deals with scenario planning as a tool for managing audit risks in the planning and conducting of internal audit in order to minimize the risk of undetected errors, to obtain the reasonable assurance about the reliability of audit evidence. In the course of research the methods of logical analysis, synthesis, deduction, and observation were used. As a result the essence and methods of scenario planning were revealed to manage audit risk during internal audit, there was corrected the model to determine the sample size given the risky elements in the various scenarios, the use of scenario approach in conducting the audit of accounts receivable in «Blagoveshchensk cash-calculation center» Ltd. was considered. The obtained results can be used by auditors when choosing an approach to internal audit, methods of obtaining the audit evidence, determining the optimal sample quality in various scenarios of internal audit. Methodological aspects of scenario approach in the process of audit planning, adjustment of the sample volume model allow to substantiate the choice of a rational scenario that maximizes the economic benefits at the lowest cost for the audit, as well as to determine the risk management measures in the «narrow» areas where errors and distortions of financial indicators are possible.

To assess the toxicity of several surface-active substances the foaming activity of the yeast Saccharomyces cerevisiae is proposed to use as biotest. The criterion of toxicity in this test was the suppression of foaming in the suspension of yeast with glucose. The proposed test reaction showed a higher sensitivity to surface-active substances compared with the survival rate and the growth function of yeast. The results of the toxicologic testing are collated with data obtained using conventional techniques. The benefits of a new test reaction are technical simplicity, rate, low material costs, lack of need for constant maintenance in the active state of the test-culture, good reproducibility.

In this article we discuss some extrinsic factors that impact students' motivation to learn foreign languages. These factors, attitude, goals and efforts were studies and analyzed by many researchers. These factors enable creation of a positive attitude and tolerance and understanding of cultural, religious, and societal differences.

The article is devoted to the practical effectiveness assessing the health personnel training in the medical colleges system of the Defense Ministry and the Health Ministry. The theoretical and methodological basis of the study is D. Kirkpatrick's model. The article analyzes the number of medical personnel dynamics of the Military Medical Hospital, who has undergone professional training during the last three years. At the first level of the analysis, the trainee's survey results about training satisfaction are summarized, at the second stage, the results of acquired competency personnel testing are studied. At the third stage, managers were interviewed about changes in the labor behavior of subordinates after their training. Finally, at the fourth level of effectiveness evaluation, changes in performance were studied. The result of the study showed that education in the medical College of the Health Ministry is much more productive at all levels of effectiveness evaluation. The article also includes recommendations to improve the effectiveness of training nursing personnel.

Dairy products enriched with functional ingredients and probiotic microorganisms are an important factor in ensuring the quality of life of the population. Since the authors have developed new cereal and collagen supplements for the enrichment of probiotic dairy products with bioavailable selenium, this study aims to justify new probiotic products formulation, to develop the block diagram of its production with selenium-containing additives as a basis for HACCP system introduction as a safety tool of new probiotic products (PP). For the quality characteristics of PP the main groups of indicators: microbiological, organoleptic, physico-chemical indicators and functional properties were selected. The quality index of the developed PP with selenium-containing cereal and collagen additives was 0.83 and 0.87, respectively. Based on the preferred consumer, chemical composition, taste characteristics and influences on the content of solids, proteins, fats and carbohydrates, the dosage of fruit filler in the formulation of PP in the amount of 8-10% is reasonable. Critical control points of PP production were determined; critical limits, corrective actions and monitoring procedures for each critical control points were established; verification procedures were also discussed for HACCP plan implementation.

The article presents the results of a comparative analysis of the state of the infrastructure of regional markets for tourism services in the Far Eastern region. The thesis is substantiated that a paradoxical situation has emerged in the tourism services market: the growing infrastructure and the number of operators, the profitability of the maintenance of infrastructure falls. The criterion for evaluating efficiency should not be the natural-quantitative indicators, as it has developed now, but value (monetary) meters. The overbending of collective accommodation facilities, distributed on the territory of the region, is achieved not because of the demand, but because of their low capacity and small quantity. Moreover, the typical situation for the region was the situation where instead of one old, physically and morally worn out, but a large hotel in the same territory, two or more hotels are being built, which technically can surpass it by the number of rooms, but significantly concede in class. For example, capsule hotels. In general, the existing infrastructure is built outside the logic of tourism, without linking with points of attraction. Qualitatively, according to expert estimates, the infrastructure has developed its resource by more than 95%.

The purpose of the study is to assess on the basis of an expert survey the key aspects of the context of an organization relevant to the quality management system in the context of the practical implementation of ISO 9001:2015 requirements.

In this paper, we present the results of an empirical study conducted in the format of an Internet survey of quality experts, to identify the perception of the elements of the context of an organization that are relevant to the quality management system.

Results. The study allowed us to identify the most important external and internal factors for the context of an organization.

The purpose of the article is to analyze the trends and assess the level of the development of high-tech production in various countries worldwide, as well as to theorize the directions of scientific and technical development of the country by means of increasing the value of innovative products. The prerequisites for the timeliness of mainstreaming of the development of high-tech production for national economies, including GDP growth and improving the competitiveness of the country in global markets have been analyzed. The main aspects of the fourth technological revolution have been identified. The need for regular monitoring of the indicators reflecting the state and the level of the development of high-tech industries in the countries worldwide has been demonstrated. A correlation and regression model of the dependence of the share of high-tech industries in the GDP structure has been developed for the positioning of individual countries in the global technological space with regard to the key market leaders. The model makes it possible to predict the changes in the contribution of high-tech industries to the GDP of the country by means of varying the indicators of scientific and technical activity. A model of the value creation chain for technology-intensive products with account of the institutional means of ensuring scientific and technical development as well as its strategic management at various levels of management (international, national, and local) has been proposed.

The article considers different approaches to correspondence analysis of economic and environmental regional factors. The analysis is based on the ecological Kuznets curve and some investigations of regional ecological and economic problems. The empirical analysis demonstrates a stable correlation between environment exploitation indicators (atmospheric air and sewage pollution) and gross regional product value as well as high level of regions' differentiation based on ecological indicators that can be explained by low level of regions' economics development and, in addition, its rent-seeking nature. An in-depth analysis of some regions showed a correlation between sectorial structure of the region's economy and environment pollution: manufacturing and mineral extraction have the most impact. These conclusions conform to the dynamic of the ecological Kuznets curve: the growth of traditional sector of economy has more significant impact on standards of living rather than environmental factors. The intensity of environment exploitation and dynamic of environment polluting define the need of regulatory leverage by the government through economic and institutional factors due to prevention of irreversible impact on region's environment.

The article deals with investment methods of innovative activities financing in housing and public utilities sector. Authors suggest that development of leasing transactions through public-private partnership is a priority tool for reforming the industry. An analysis of terminology allowed defining the term of leasing operations of housing and public utilities innovative activities with public-private partnership mechanism applied. It is worked out an organizational and economic scheme of leasing transaction with public-private partnership involved for innovative activity in the housing and public utilities sphere. It allows tracing interaction stages between the leasing participants with the state involved. An innovative technique to calculate leasing payments in operational leasing is worked out. It allows innovative housing and public utilities organizations to vary both payments sums and the residual value of the leased property. The authors suggest directions for state incentives necessary for the effective leasing operations in the housing and public sector. Thus, the study showed it's necessary to develop leasing operations with public-private partnership involvement. It will influence investment and innovation activities of the housing and public utilities sector favorably.

The article is devoted to the application of the theory of fuzzy sets to the problem of determining certain characteristics of economic subjects of the economy. On the basis of fuzzy estimates of the function of excess demand, a modification of the Walrasian dynamic model of the single commodity market is presented. Estimates of the interval type of the equilibrium position of the model are obtained. The conditions for its stability are found, which represent a system of inequalities for the parameters of the model. The boundary value problem, equivalent in some sense to Walras's usual dynamic model of the single commodity market with constant coefficients for adjusting the supply price, as well as the demand price, is studied. An approximate solution of this boundary-value problem is constructed with a guaranteed degree of accuracy. These results are carried over to the case of the considered modification of the interval type Valras model. The problem was set and solved to change the price of the commodity to the final moment of time.

The article points out the modal verbs of the German language, which in their historical development have passed a way from full verbs (lexemes) to auxiliary verbs (grammemes) and demonstrated the ability to rethink their linguistic meanings. Peculiarities of new grammatical meaning of the modal verbs confirm the fact of existence of grammatical precedential meaning as its prototype – the first grammatical meaning. The process of redefining the first grammatical meanings into the secondary ones is carried out in the course of grammaticalization of the modal verbs.

In modern conditions, the problem of waste processing is one of the most difficult and important. Traditionally in Russia, waste is processed by storing at landfills or burning. These methods are environmentally hazardous. The use of waste as raw materials is more promising. This requires new technological and economic developments. The purpose of the study is to form a new business model of ecologically balanced reproduction of fuel resources from waste, and the development of this business model both in technical, and in economic and organizational aspects. This business model will be an element of the development of a green economy. The basis of the research methodology was the concept of sustainable development. The study used methods of environmental, technological and economic analysis, data processing tools, organizational design, business modeling and forecasting. The main results of the research are the new business model of ecologically balanced reproduction of fuel resources from waste and the recommendations of its use at regional and municipal level. Economic and environmental effects were evaluated from the use of the proposed business model. The practical value of the results consists in the possibility of using them: by regional (municipal) authorities - when creating an enabling environment for the life of the population and organizing environmentally balanced waste processing; investors - when launching commercially effective projects of waste recycling.

Economic development in modern conditions has acquired a pronounced humanistic orientation. In this regard, human capital is seen as a key factor in production and social well- being. The analysis of human capital is traditionally carried out at the macro level of the economic system. At the micro level, it is studied to a lesser extent.

The purpose of the study is to form a model for assessing the human capital of an enterprise, consistent with the methods of assessing the value of the enterprise.

The methodical basis of the research is the systematization of the publications of Russian and foreign economists on the problems of human capital, human potential, labor potential with its connection of assessing the value of the enterprise.

The results of the research are the systematization of approaches to assessing the value of enterprise's human capital, the classification of its types (investment, operational, basic) and working out the model for assessing the human capital of an enterprise as a part of its value.

Practical significance of the results: recommendations were developed to increase the value of the enterprise based on the management of its human capital. This ensures balanced social and economic development at the micro level of the economy.

Investment and construction program of renovation in Moscow started in 2017 and is designed to 2032. The renovation program is the second stage of the complex reconstruction of the panel five-story buildings in Moscow. Successful implementation of the state program largely depends on the well-established organizational and economic mechanism of investment management in the renovation of residential buildings in Moscow. The effectiveness of such a mechanism will require a number of complex tasks. The article examines the organizational and economic mechanism of investment management in the investment and construction project for the renovation of residential buildings in the metropolis. The analysis of the purpose, subject, object, stages and tasks of the investment and construction project containing innovative components. Based on the results, recommendations are made for making a decision on the further implementation of the state program of innovative nature. Innovation can be defined as a change in technology—more simply stated, in the way government workers/civil servants/public administrators do their jobs—whether the technology relates to a process, computer hardware or software, or the human side of the government enterprise. Contemporary advances in technology facilitating the rapid spread of information have led to worldwide societal changes and improved productivity. After analyzing civil servants' professional activities, values, and attitudes, and assessing their capacity for change, public sector organizations must adapt functions and strategies. This is a systemic, behavioral analysis of the innovation potential of Russian public administrators. Empirical data were collected using a survey of Russian civil servants of the Sverdlovsk region, an analysis of their job descriptions, expert interviews, and focus-group interviews. The objective of this analysis is to assess innovation potential of these civil servants and identify factors that facilitate or hinder innovation potential within the Russian government. From these factors, practical strategies for increasing the level of civil servants' innovation potential are deduced and presented. Results of the analysis expand management theories included in public administration literature and curricula thus leading to improved management training or retraining processes.

Based on the requirements of the educational standards, groups of parameters were revealed, according to which educational achievements should be monitored. It includes assimilation of theoretical material, the performance of tasks and exercises, the performance of laboratory and practical work, the intersubject skills, personal development, health. Information systems (IS) used in educational practice have a problem of insufficient quality in terms of functional completeness, namely, they provide control only for half of the required groups of parameters. Increase in functional completeness of IS can lead to significant increase in size of the data which are stored in system. Consequently, the processing time of monitoring results also increases, which reduces the productivity of IS. The article considers the problem of improving the quality of the functioning of the information system of multiparametric control of schoolchildren's educational achievements. Within the framework of the subject domain modeling, using the principles of such general scientific methods of research as structural and morphological analysis, a model of the object structure of schoolchildren's educational achievements has been created. It has the form of a morphological hierarchical tree and includes more than 80 educational results to be collected, stored and processed. The analysis of the time of formation of a report with a multiparametrical mark of the schoolchildren was carried out. The conclusion is drawn that in scales of the subject of the state temporal time delays will have unacceptable value. The method of increase in system performance is applied, namely - the denormalization used for optimization of the diagram of data storage. Results of an experiment according to productivity of the developed information system showed efficiency of the applied method.

The article reviews the main methodological approaches to constructing an economic and mathematical model that would make it possible to optimize environmental fees payable by companies.

The article presents a method of constructing an economic and mathematical model for optimizing environmental fee payments. The main factors of the model are delivery of production targets, evaluation of equipment performance in terms of capacity load, equipment health and utilization efficiency, and environmental pollution. For the purpose of this research problem, the minimization of costs caused by negative environmental impacts is viewed as an optimization criterion.

The application of the proposed economic and mathematical model makes it possible not only to determine differential environmental fee payment limits, but also to compute the optimum structure of production that would generate a permanent income for the company.

The proposed method of environmental and economic analysis can comprehensively solve several problems: that of determining the optimum amount of environmental fees to be paid for natural resources use; an objective assessment of production equipment by volume and type of pollutants; identification of costly pollutants, which should enable the company to reduce its negative environmental impacts and environmental costs.

The Baikal region has a special status of economic activity, as an object of world heritage. In Lake Baikal there are about 20% of the world's reserves of fresh fresh water. The urgency of energy efficiency growth is determined by the industry specialization of the economy and the requirements for preserving the Baikal nature. The purpose of the research: to identify the significant factors affecting the energy efficiency of the economy and to propose mechanisms for their implementation. A methodical approach is developed based on methods of economic-mathematical modeling, system analysis, statistical analysis, balance and indicative methods. An information and computing complex has been developed that includes: a system of models and databases for analyzing and forecasting the development of the fuel and energy complex of the eastern regions of Russia; economic-mathematical models of fuel and energy balances; methods for assessing the energy efficiency of the economy; methods of statistical analysis to identify factors that affect energy efficiency. Significant factors of reducing the energy intensity of the gross regional product of the Baikal region have been identified, and multiple regression equations have been developed to predict the energy intensity.

When defining the work item has an opportunity to address their implementation in a variety of ways: with a "standard" single-variant technology; with recommended production technology; multiple technology. The content of software systems is unequal, and they contain extensive graphic and text databases, a comprehensive library of normative and methodological documents, numerous technological guides, a library of technological schemes and standard technological maps, examples of the development of organizational and technological documentation. Work in software complexes was carried out both in local mode on the separate computer, and in a network mode with support of simultaneous work of several users in a local network. The program modules which are a part of program complexes which are intended for the automated decision of the most difficult and labor-consuming tasks of organizational and technological design according to requirements of the operating normative and methodical documentation were used. It is concluded that a more detailed analysis of programs is needed to select the most optimal range of tasks for each software product.

The results of laboratory studies of the composition and structure of microspheres of ash and slag wastes of Russian Far East energy enterprises (in particular, CHPP-2, Vladivostok) are presented in this scientific work. It has been established that the microspheres are concentrated in particles of technogenic wastes with a size of up to 500 μm, with the prevailing mass of valuable geomaterial (75-80 %) being in narrow granulometric classes from 71 to 100 μm and 100 to 200 μm. Part of the microspheres is represented by unusual techogenic metal alloys (for example, antimony with aluminium), has a density of more than 1g/cm3, and when wet enriched in water precipitates. From a practical point of view, the investigated microspheres cannot be considered a ready commercial product, since they contain a significant amount of carbon concentrate, which is unburned solid fuel particles. In this connection, it is required to develop effective technological solutions for the extraction and purification of microspheres from ash and slag wastes from the thermal power industry of the Far East of the Russian Federation.

This article represents conceptual research of the issues of automation of wall construction of multistoried buildings. Initially, the authors of the article reviewed key issues arising at realization of layer-by-layer wall construction method using building printers (so-called contour construction). According to the authors, the specified problems make significant limitations in the further development of contour construction method, since they have no simple solutions within this method. In other words, the method doesn't allow to solve some specific technological issues related to the field of structural design. Authors proposed a concept of the automated small-block construction method, which allows to solve the listed issues, and also to reduce quantity of technological steps made directly on the building site. The concept borrows some practices of the existing contour construction methods (in particular, use of portal printers), by keeping unchanged the principle of small-block wall construction method. Thus the automation of the building of the walls concerns precisely the processes of preparation, delivery, and installation of small blocks in their specified position, and the associated technological processes (like wall decoration or channel making) decide due to complication of wall blocks structure. The authors of the article consider that the proposed small-block construction method will allow to optimize and accelerate processes of structure construction of residential buildings.

The article gives an example of study and development of tools on the revitalization of the urban environment and related facilities in an existing single-industry town. In accordance with temporary, economic, territorial and other factors, principles of revitalization close to urban acupuncture have been developed. During the course of study, five stages of the town revival were proposed. Each stage involves the increase in the radius of the study and the impact on the urban environment. A review is devoted to the question of designing offshore gravity structures made of cylindrical shells filled with ground. This article presents a review and investigation of the design criteria for cofferdam structures made from soil-filled shells. Based on a number of experiments on such structures, it is possible to make a statement about the allowable limit displacements, which governs the main principles of design criteria. The authors recommend, in addition to the general requirements for design criteria of the maximum displacements and the functional purpose of the structure (expressed in account of the features of the technological process of its operation), also determine the allowable displacements of the soil under the base of a structure with the subsequent allocation of the smallest (critical) values. To determine the limit displacements of the base for the initial stages of design, it is proposed to use the data of experimented stamp tests, which were conducted in the similar soil environment. As a criterion for determining the maximum settlement, it is proposed to consider the time of appearing the phase of plastic deformations in the ground soil.

The existing methods for assessing the bearing capacity of pile foundation from driven piles, are based on calculation schemes that do not fully take into account the factors that affect its joint work with the foundation soil. One of them is the factor of "synergetics" - self-organization of pile-soil system as a change in the physical and mechanical characteristics of the compacted zone the soil massif in the process layout of the pile foundation.

It is assume that around the pile driven into the base is formed the symmetric zone of compacted soil. When piling group these zones are deforming in the process of their interaction in the event that the boundaries of the zones are superimposing on each other. The general geometric shape of the compacted soil zone under the base of the pile foundation is also distorted that leads to erroneous conception of the soils bearing capacity. The energy costs of piling indicate availability or lack of interaction of the compacted zones.

Experimental tests of the flat profiled driven piles allowed to formulate the basic law of the interaction of compacted soil zones around the piles taking into account the total energy costs of the piles driving. Authors propose a new characteristic – the soil compaction parameter which allows to taking into account intensity of interaction of the compacted soils zones around the piles when designing of pile foundations.

Use of the soil compaction parameter at assessing of pile bearing capacity will increase the efficiency of a pile foundation construction and to avoid a probable non-driving of piles.

The mathematical model for longitudinal oscillations study of elastically fixed walls of an annular channel filled with a viscous fluid is reviewed. We assume that the channel walls are formed by two coaxial cylinders. These cylinders were elastically fixed at the edges and could make only longitudinal oscillations. The fluid motion in the channel takes place due to assigned pulsating pressure difference. The creeping liquid motion is studied and the hydrodynamic parameters distribution laws of the annular fluid layer as well as the motion laws of the channel walls are estimated. The steady-state harmonic oscillations regime is considered. Amplitude frequency characteristics of the annular channel walls are constructed.
