Show affiliationsIf the physical picture inherent in Kolmogorov's description of turbulence is given a mathematical implementation, then a finite theory of turbulence yielding the Kolmogorov spectrum can be constructed. We discuss how this can be done in a screening approximation which exploits the viscoelastic effect.
